NOTES
Admin note: This RFP utilizes Class Deviation (2018-O0006, dated 13 DEC 2017) which permits Multiple Award
Contracts (MACs) to exclude price/cost as an evaluation factor under certain conditions.
1. The Product Service Code (PSC) for this procurement is AC65, Defense Electronics and Communication
Equipment – Operational Systems Development.
2. This contract will have a five-year ordering period in accordance with NAVAIR Clause 5252.216-9506, the maximum value of this contract will not exceed $98,625,565.00
3. A Lot is defined as a five year ordering period for a specific CLIN (no option periods) or one year for a specific
CLIN (option period) to include all associated task orders placed during the ordering periods.
4. The contractor will be required to have a SECRET facility clearance and applicable clearances for personnel identified in Section C Statement of Work paragraph 6.0 prior to issuance of a task order under this contract.
The contractor will not be permitted access to classified information until a final DD254 is incorporated as an attachment to the contract.

5252.204-9501 NATIONAL STOCK NUMBERS (NAVAIR)(MAR 2007)
(a) This clause applies to supplies that are stock numbered under Federal Catalog System procedures.
(b) Unless otherwise authorized by the Contracting Officer, in writing, the Contractor shall not deliver any supplies until the supplies have been marked with a National Stock Number. All available National Stock Numbers will be furnished by the Government. If National Stock Numbers are not furnished by the Government in time to meet the delivery schedule for the supplies, the Contractor may present the supplies that are scheduled for delivery to the Contracting Officer for acceptance. The Contracting Officer may accept such supplies without National Stock
Numbers and the Government will pay the Contractor, provided that title to the supplies is vested in the
Government.
(c) The term "Federal Stock Number" (FSN), which may be referred to in the specifications of this contract or elsewhere in this contract, shall mean "National Stock Number" (NSN), and the term "Federal Item Identification
Number", wherever it appears, shall mean "National Item Identification Number".
(As used in the foregoing clause, the term "Contracting Officer" shall mean the "Administrative Contracting
Officer" (ACO) with respect to provisioned items and other supplies ordered by the ACO.)
Section C - Descriptions and Specifications

DESCRIPTION
Items 0001 and 0002 – The contractor shall provide services In Accordance With (IAW) and within the scope of the Section C Statement of Work (SOW) of the basic contract as detailed in the individual task orders.
Item 0003 – The contractor shall provide travel IAW the NAVAIR clause 5252.237-9509 and within the scope of the Section C SOW of the basic contract as detailed in the individual task orders.
Items 0004 and 0005 – The contractor shall provide material IAW the H-1 clause RESTRICTION ON THE
DIRECT CHARGING OF MATERIAL and within the scope of the Section C SOW of the basic contract as detailed in the individual task orders.
Item 0006 – The data to be furnished hereunder shall be IAW the Exhibit A, DD Form 1423, Contract Data
Requirements Lists (CDRLs) and within the scope of the Section C SOW of the basic contract as detailed in the individual task orders.
WORK STATEMENT
AIR TRAFFIC CONTROL AND LANDING SYSTEMS DIVISION
MULTIPLE AWARD CONTRACT
1.0. INTRODUCTION.
The Air Traffic Control (ATC) Systems Division, Naval Air Warfare Center, Aircraft Division (NAWCAD)
Patuxent River Code 4.11.7, located at St. Inigoes, MD is the In-Service Engineering Agent (ISEA) and Software
Support Activity (SSA) for Air Traffic Control and Landing Systems (ATC&LS). The ATC Division provides systems engineering support to ATC programs such as the AN/SPN-35, AN/SPN-41, AN/SPN-43, AN/SPN-46, AN/TPX-42, AN/SYY-1, Joint Precision Approach and Landing System (JPALS), Unmanned Common Automatic
Recovery System (U-CARS), and other unmanned programs.
AD-4.11.7 is tasked to fabricate, test, integrate and evaluate ATC&LS equipment into aircraft and ship platforms.
ATC&LS programs will require the installation and integration of components into test aircraft, mobile test platforms, and into various lab facilities. Support of this testing requires the management and operation of the test facility at NAS Patuxent River, MD, and mobile test facilities.
AD-4.11.7 is also tasked with the integration of ATC&LS technologies into manned and unmanned air vehicles, ships, and ground facilities.
Program activities will include efforts to simulate system performance, evaluate sensor units in operational environments, fabricate ATC interfaces, and provide operator feedback geared toward anticipated landing on a carrier suitable platform. AD-4.11.7 is tasked to fabricate and integrate the auto-land function, ATC interface, and
Automatic Aerial Refueling (AAR) functionality into aircraft and ship platforms as appropriate and conduct testing.
This will require the installation of these components into civil and military aircraft, Navy Aircraft Carrier
(CV/CVN) platforms, L-Class Amphibious Assault Ships (LHA/LHD) platforms, various unmanned platforms, and the ATC Mobile Test Platforms (MTP). Support of this testing will require the use of multiple mobile test vehicles requiring fabrication and integration efforts, and the set up and operation of the required test facilities.
1.1. Scope
The contractor shall provide technical products and engineering services as designated in the task orders and In
Accordance With (IAW) this Statement of Work (SOW) and Contract Data Requirements Lists (CDRLs) for the various systems under the NAWCAD Code 4.11.7 ATC Systems Division's cognizance. The scope of this contract includes, but not limited to research and development in the performance of product development and testing by accomplishing the following performance tasks.
1. Execute engineering and testing of ATC&LS systems into civil and military aircraft, ground and mobile stations. The contractor shall design and implement the installation and provide some systems components.
2. Execute unmanned CV and Air Segment Hardware/Software Integration (HSI) in multiple test beds including shore and mobile.
3. Execute integration of air-side ATC&LS components and subsystems into civil and military surrogate aircraft and the shore and mobile sites.
4. Supply engineering labor to support the design, development, and test of the algorithms associated with
ATC.
5. Supply engineering labor to support the flight clearance processes associated with ATC surrogate aircraft by providing engineering and data items that support approvals.
6. Support the integration activities by configuring tools such as the Naval Avionics Platform Integration
Emulator (NAPIE) to allow for non-production system operations on surrogate systems, and/or by sharing expertise gained during Technological Development (TD) phase integrations. Support lab and field-testing of incremental integration efforts. Provide subject matter consulting services in the areas of Global Positioning Systems (GPS), inertial sensors, and data links/networking.
7. Configure the SATNAV Facility and Technical Center (SAFTEC) facility equipment and ensure that the configuration documentation of the SAFTEC is kept current.
8. Configure mobile platforms to support required testing. Perform maintenance of the mobile platforms.
Ensure that the configuration documentation of the mobile platforms is kept current.
9. Supply technical labor to obtain or manufacture the components necessary to produce ATC&LS subsystems, and to assemble the components into a complete system.
10. Provide rapid fabrication and evaluation capabilities necessary to support evolving ATC&LS, GPS, inertial, and data link/networking technologies.

3.0. REQUIREMENTS. CLINs 0001 through 0006. The contractor shall provide support to perform the tasks listed in paragraphs 3.1 through 3.10 below. The contractor shall work in conjunction with the shipboard ATC, JPALS, unmanned, AAR, War Fighter Network (WFN), Broad Area Maritime Surveillance (BAMS) and Unmanned
Aircraft Systems (UAS), Ground Based Sense and Avoid (GBSAA) (UAS/GBSAA) teams defined within the AD-
4.11.7 division. Analysis, recommendations, alternatives, estimates, reviews, research, and plans shall be presented by the contractor in report form, IAW the respective CDRL (DD Form 1423).
3.1. System Certification.

If any existing certification and verification procedures are outdated because of hardware or software changes, the contractor shall provide recommended changes to the certification and verification procedures.

3.2.1. Requirements CLINs 0001 and 0003 through 0006. The contractor shall provide engineering and technical services for maintenance testing of fielded equipment and monitor, track, and report any unresolved deficiencies.
Contractor shall respond to technical assistance requests on fielded equipment and provide technical services including but not limited to: equipment fault isolation and repair; restoration of systems to normal operating condition; on-the-job (OJT) training of military technicians; and provide status briefing to the military chain of command and COR upon completion of the event. In some cases, technical assistance response may be provided by telephone or e-mail. The contractor shall document technical assistance responses provided by telephone or e-mail in the Monthly Progress Status Report.
3.2.1.1. Deliverable Products. Contractor shall prepare and deliver the following:

3.4 Systems Engineering.
3.4.1. Requirements CLINs 0001 and 0003 through 0006. The contractor shall provide production engineering, integrated logistics support, and technical support for the improvement of production items. The contractor shall:
a. Recommend improvements for system performance, reliability, maintainability, and supportability.
b. Provide proposed system improvements, ECPs, field change bulletins (FCBs), trouble reports (TRs), and provide recommendations as to their acceptability. Contractor shall review and conduct analysis of equipment performance, configuration, standardization, compatibility and interface, and system specifications in support of system improvements.
c. Analyze and recommend solutions for system performance and procedural problems reported
d. Provide updated installation control drawings (ICDs) for shore stations. Interface with station personnel on installation problems. Contractor shall also provide technical support for solutions to systems installation problems at shore facilities.
e. Provide field change kits ready for installation. Kits must be complete prior to scheduled installation.
f. Analyze maintenance, material management (3M) and casualty report (CASREP) failure data to determine the annual cost of ownership for each system and to determine the obtained operational availability for each system. Data shall be submitted in a recommendations report.
g. Provide configuration management of drawings for all ATC systems equipment. Contractor shall also provide a quarterly Configuration Status Accounting Report.
h. Provide a Software Development Plan.

3.5. Systems Upgrades & Development Support
3.5.1. Requirements CLINs 0001 and 0003 through 0006. The contractor shall provide engineering, integrated logistics support, and technical support for system upgrades. The contractor shall:
a. Review and analyze proposed systems operational and performance specification requirements. Tasks include operational and performance requirements recommendations, review, and analyses; equipment performance, configuration, standardization and compatibility analyses; interface analyses; and system specification reviews in support of new system acquisitions.
b. Support equipment development to ensure system compatibility and compliance with applicable
Government standards, specifications, performance requirements, quality assurance, and test provisions. Such tasks shall include review of development documentation, test documentation, and technical and operator's manuals for acceptability with SOW/specification and CDRL requirements.
Contractor shall support the Government in program reviews, design reviews, and configuration audits.
c. Prepare or review ICDs for shore stations. Interface with shore station personnel and other cognizant activities to present system installation requirements and resolve any installation problems.
d. Provide configuration management of drawings for all equipment. Contractor shall provide a quarterly
Configuration Status Accounting Report.
e. The contractor shall provide support in the development and presentation of training material for use in familiarizing personnel with the operation and maintenance of new or modified software and hardware.
Training materials developed under this paragraph are subject to DFARS 252.227-7020.
f. The contractor shall provide support for the planned maintenance of the systems, development of maintenance requirement cards (MRC’s), and maintenance index pages in accordance with MIL-P-
24534 Planned Maintenance System.

4.0. PROGRESS REPORTS.
4.1. Funds Expenditure Report. The contractor shall prepare monthly funds expenditure reports at the task order level. The contractor shall report the costs associated with each SOW paragraph including a breakout of costs per task. The contractor shall reconcile monthly vouchers with these cost data and explain any discrepancies.

4.2. Time Expenditure Report. The contractor shall prepare monthly time expenditure reports at the task order level including monthly and year-to-date work hours (straight time and overtime), hourly rate, and costs expended per individual. These reports may be reviewed by a support contractor for compilation of data and verification purposes. A nondisclosure form shall be negotiated with the support contractor and a copy provided to the
Government.

4.3. Segregation of Cost and Invoice Requirements.
(a) The contractor shall segregate costs incurred under each task order, at the lowest level of performance, either by task or by subtask, rather than only on a Contract Line Item Number (CLIN) or total contract basis and shall submit invoices reflecting costs incurred at that level. In addition, the Contractor shall submit invoices containing summaries of work charged during the period covered, as well as overall cumulative summaries for all work invoiced to date.
When there is more than one line of accounting, the Government will describe each ACRN preceding the accounting citation in the contract or a particular CLIN. The Government will pay contractor invoices by charging only an
ACRN corresponding to the CLIN invoiced. Accordingly, when there are many lines of accounting, the
Government will fund each CLIN separately and it will summarize the funding level for each CLIN. The contractor’s invoices shall state separate incremental and cumulative amounts for each CLIN with further segregation by task and subtask showing each element of cost.
Invoices shall contain the following cost elements by schedule and include supporting detail. The contractor shall submit invoices with two attachments. The first attachment shall contain Schedules A through D, F and G and shall be provided as fully burdened. The second attachment shall contain Schedule E.

**The contractor shall make unburdened rate information available upon request. When requested, unburdened rate information shall not include indirect costs and shall reflect the actual rate paid.
Schedule B – MATERIAL
The contractor shall itemize material charges and shall include the invoice number, date, total amount, company, purchase order number, and description of the item. The contractor shall make a copy of the paid invoice available upon request.
Schedule C – TRAVEL
The contractor shall itemize travel charges and shall include the dates of travel, names of individuals traveling, destination, purpose, and total cost. The contractor shall make a copy of the travel voucher available upon request.
The contractor need not submit copies of back-up receipts, but should retain them, as they are subject to review, upon request.
Schedule D - OTHER DIRECT CHARGES
The contractor shall itemize other direct charges at the task order level. Copies of invoices shall be available upon request. Subcontractor invoices shall be in the same format and require the same detail.
Schedule E - INDIRECT CHARGES
Indirect charges include those charges based upon a rate that is subject to verification by DCAA at contract closeout.
Schedule F – ADJUSTMENTS
The contractor shall show current fiscal year invoice adjustments in this section along with the justification. The contractor shall invoice adjustments that pertain to prior fiscal years separately.
Schedule G – OUTSTANDING COMMITMENTS
The contractor shall show any authorized expenditure that remains unpaid that the Government will reimburse pending the receipt of a supplier invoice or travel claim in this section.
Invoices that require segregation by CLIN can either have the CLINs itemized on each schedule or have each CLIN presented individually. The contractor shall not claim nor will the Navy pay for direct costs associated with preparation of an invoice.
Program management/support charges are limited to the first level supervisor. Program management hours above the supervisory level and other support hours not identified in the RFP must be explained in the proposal with a justification of the specific duties to be performed, and shall not be permitted without approval of the contracting officer.

5.2. Travel CLIN 0003. The contractor shall comply with the procedures set forth in Section H- Clause 5252.232-
9509 Travel Approval and reimbursement Procedures for further instruction. Travel will be allowable only when it is essential to the performance of the tasks detailed in Section 3.0. When travel to and from contractor sites is within
50 driving miles of NAS Patuxent River Webster Field Annex and Patuxent River, Maryland travel costs shall be unallowable costs. Based on historical data, the Government anticipates an average of 37 trips each year to various sites and DoD activities and U.S. Navy and Allied ship and shore facilities worldwide. Temporary travel to other locations in support of program tasking is required. Travel authorization requests (including plans, agenda, itinerary, or dates) shall be pre-approved by the Government. The table below provides detail of anticipated and historical travel locations, number of trips, number of peoples traveling, and the number of days per person per trip. Detailed travel requirements will be defined at the task order level.

Site services include industrial support services, such as Calibration Services, Packing Supplies and Delivery Services, Electronic Component Repair Services, Repair/Refurbishment Services, Welding Support, Forklift Operation, Removal and Installation of Blown Fiber Optical Strands; Cable Assembly, Removal, Installation, Modification and
Testing; Mounting, Fabrication, Modification, Relocation/Installation and/or Replacement of Equipment, Waveguide and Cables; Welding; Craning and Rigging; Tile Installation; Firewatch; Sandblasting & Painting; Sheet
Metal; Gas Free Certification; Environmental & Safety Testing & Certification; Safety Training; Equipment Repair;

Other related services include non-site-provided services, such as Copy Service; Training/Certification for
Information Assurance Hardening of Equipment; Passport Processing (New and Renewal); Surveys; Soldering
Certification; and Paint Inspection Certification, and truck, test equipment, and welding machine rentals.
6.0. SECURITY
6.1. Citizenship Requirements: Only U.S. citizens may perform under this contract unless waived. If the contractor cannot find qualified U.S. citizens to perform the work, the contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request shall include:
a. The individual's name, date and place of birth, position title, and current citizenship.
b. A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.
c. A statement of the unusual expertise possessed by the applicant.
d. A statement that access will be limited to a specific government contract (specify contract number).
e. A statement that the contractor has obtained an export license for the information required to perform the contract.
6.2. Investigative Requirements:
6.2.1. Unclassified: All contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by
SECNAV M-5510.30. All Contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel Management. The contractor shall submit a request for personnel security investigation to the Government Security Office. The Government Security Office will initiate the contractor’s
Electronic Questionnaire for Investigations Processing (eQIP)), will do a preliminary screening of the contractor’s eQIP for suitability and derogatory information.
