1. Section C SOW- paragraph 10.1 Added MS degree to the educational requirement for the Program

3. Section L Page 91 pararagaph 2.0 Proposal Format. Added the following to the language “and shall be no smaller than 10 pt. font. Headers and Footers shall be no smaller than 7 pt. font.”

4. Section L Page 92 paragraph 3.0 Proposal Content and Volumes . Page limit is added to Volume 2 past performance. Page limit for volume 2 is 3 pages per summary plus Attachment P3

5. Section L Page 94 Understanding the Work #9 Added “ the Government will consider using the work breakdown structure in #5”

6. Section L Page 97: revised language from “The Offeror(s) shall provide a narrative in addition to each Past Performance Information Form in the “Contract Effort Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation” to “The Offeror(s) shall provide a Volume 2 Past

7. Section M Page 102: Updated the paragraph numbering by adding 1.0 to the pararaph titled

GENERAL

Admin note: This RFP utilizes Class Deviation (2018-O0006, dated 13 DEC 2017) which permits Multiple Award

Contracts (MACs) to exclude price/cost as an evaluation factor under certain conditions.

1. The Product Service Code (PSC) for this procurement is AC65, Defense Electronics and Communication

Equipment – Operational Systems Development.

2. This contract will have a five-year ordering period in accordance with NAVAIR Clause 5252.216-9506, the maximum value of this contract will not exceed $98,625,565.00

3. A Lot is defined as a five year ordering period for a specific CLIN (no option periods) or one year for a specific

CLIN (option period) to include all associated task orders placed during the ordering periods.

4. The contractor will be required to have a SECRET facility clearance and applicable clearances for personnel identified in Section C Statement of Work paragraph 6.0 prior to issuance of a task order under this contract.
