AMENDMENT 0001

Changes made to Solicitation N00421-18-R-0013 and responses to questions from industry via Amendment 0001 are outlined below. The proposal due date and time has not changed; all submissions shall be in accordance with

Block 9 of the Solicitation cover page.

1. Question 1): “The RFP states “Graphs and tables shall be presented in no smaller than a Times New

Roman 12 point Normal font and should contain a grid, which allows values to be read directly from the graph. Graphic resolution, including such data as tables or charts, shall be no smaller than 10 point font and should be consistent with the purpose of the data presented.” Will the government please clarify whether 10 point or 12 point font should be used when presenting tables?”

Answer 1): Section L, Part A, paragraph 2.1 has been corrected to say “Graphs and tables shall be presented in no smaller than a Times New Roman 10 point Normal font……”

2. Question 2): “Section L, Part B, Paragraph 2.1.2 (top of page 135) directs the respondents to submit PPIFs as Annex 5; however, the table in Section L, Part A, Paragraph 3.3 (page 129), does not include an Annex

5. Please clarify where the offeror should provide the PPIF, part of Volume 2 or as a separate Annex 5. In either case, will the Government confirm that PPIFs are excluded from page limits?”

Answer 2): Section L, Part B, Paragraph 2.1.2 has been corrected to say “The Offeror shall complete the

Past Performance Information form, Attachment P1 and submit as part of Volume 2,……”. The

Government also confirms that Past Performance Information Forms (PPIF) are excluded from page limits.

3. Question 3): “RFP page 135, Section 2.1.3 last sentence states that the CRMs shall be no more than one page per past performance reference contract which contradicts the revised summary table in the beginning of Section L, (pages 128-129). Please clarify.”

Answer 3): Section L, Part B, Section 2.1.3 has been corrected to say “Past Performance CRMs shall be no more than five pages per Past Performance reference contract.”

4. Question 4): “Page 68 lists the General & Operations Manager, Senior (Project Manager) as a Key position and is designated as 1 individual which is assumed to be full time at 1920 hours. The Engineering Labor on Page 142 shows this (KEY) position with 960 hours. The Training labor (Page 143) shows no hours for this position. The Production hours (Page 144) has two entries for this position at 40 hours and 960 hours respectively with neither designated as KEY. Previously in the draft the Production position with 960 hours was designated as KEY. Will the Government please clarify if the General & Operations Manager, Senior (Project Manager) (KEY) position is to be part-time with hours in Engineering only, or if the

Production position with 960 hours should be designated as KEY?

Answer 4: Section L, Part B, Section 3.5.2, Production Labor Categories has been corrected to designate the General & Operations Manager, Senior (Project Manager) with 960 hours as a KEY position.

5. Question 5): “DFAR 5252.215-9503 ANTICIPATED AWARD DATE (NAVAIR) (FEB 1995) states that

"the anticipated award date for this requirement is June 2020. This information is provided for use as a basis of schedules and burden (labor, overheads, G&A, etc.) mid-point calculations." This anticipated start date is inconsistent with Section F and Attachment P6, which state the PoP begins 01-Aug-2020. Is it the

Government's intention to award the contract in June 2020 but not start the work until 1 Aug 2020? Should the offeror consider pricing based on a start date of June 2020 or 1 August 2020?”

Answer 5): The Government anticipates an award date of June 2020. Section F and Attachment P6 have been updated to reflect this change.

6. Question 6): “Attachment 3 DD254 block 4 "Is this a follow-on contract?" is checked "no"; however, Section L.3.5.4 notes the incumbent contractor. Does the Government intend to modify the DD254 to reflect this opportunity is a follow-on effort?”

Answer 6): The attached DD Form 254 is correct. In the DD Form 254 Manual, the guidance states that

Follow-on is selected when the contract is awarded to the same contract for the same service or product.

However, the Government cannot process the DD254 with a response affirming the contract is a follow-on contract until contract award as the Government cannot know that the same contractor will perform the tasking.

7. Question 7): “Engineering table total for travel shows $740,550; however, when the individual amounts are added the total equals $740,551. Please clarify.”

Answer 7): Section L, Part B, Paragraph 3.5.1, Engineering table for travel has been corrected to show

$740,551.

8. Question 8): “Production table total for travel shows $3,612,392; however when the individual amounts are added the total equals $3,612,393. Please clarify.”

Answer 8): Section L, Part B, Paragraph 3.5.1, RCS Production table for travel has been corrected to show

$3,612,393. The Government also corrected the RCS Production for table for Materials to $66,750,726.

There were no changes made to the totals.

9. Question 9): “Training table total for travel shows $246,850; however when the individual amounts are added the total equals $246,851. Please clarify.”

Answer 9): Section L, Part B, Paragraph 3.5.1, Training table has been corrected to show $246,851. As a result, the totals changed to $444,331.

10. Question 10): “3.5.2 Labor Hours pg 142 of 154 table 3 Engineering Labor Categories column CLIN HRS

Per Year - Base through Option IV shows a total of 89,000 hours; however when the individual hours per labor category are totaled they add up to 91,000. Please clarify.”

Answer 10): Section L, Part B, Paragraph 3.5.2, Table 3 has been corrected to reflect a total of 89,000 hours for the Engineering Labor Categories column.

11. Question 11): “3.5.2 Labor Hours pg 142 of 154 table 3 Engineering Labor Categories total shows

534,000. Based on the hours listed in the total row of the table adds up to 534,004. Please clarify.”

Answer 11): Section L, Part B, Paragraph 3.5.2, Table 3 has been reflected to show a total of 534,004 hours for the Engineering Labor Categories.

12. Question 12): “Labor Hours pg 144 of 154 table 3 Production Labor Categories column CLIN HRS Per

Year - Base through Option IV shows a total of 97,400; however, when the individual hours per labor category are totaled they add up to 95,400. Please clarify.”

Answer 12): Section L, Part B, Paragraph 3.5.2, Table 3, Production Labor Categories has been corrected to show a total of 97,400 individual hours.

13. Question 13): “3.5.2 Labor Hours pg 141 of 154 table 2 shows a total of 1,461,000 hours based on an estimated 97,400 (derived from table 3 - Production hours). However, as stated in another question, table 3

Production hours only totals 95,400. Please clarify.”

Answer 13): Section L, Part B, Paragraph 3.5.2, Table 2, Production Labor Categories has been corrected to accurately reflect a total of 1,461,000 hours based on an estimated 97,400 hours (derived from table 3 –

Production hours).

14. Question 14): “3.5.2 Labor Hours pg 141 of 154 table 1 includes the total of 89,000 hours per year for base through Option IV. These values match the values in table 3 (Engineering). However, as stated in another question, table 3 Engineering hours total 91,000. Please clarify.”

Answer 14): Section L, Part B, Paragraph 3.5.2, Table 3 has been corrected to reflect a total of 89,000 hours for the Engineering Labor Categories column. Therefore, no change to Table 1 required.

15. Question 15): “The following tab and hidden rows, Engineering Rows 412-415, Training 411-414, Production (1-9) Rows 407-410, Production (10-15) Rows 407-410 contain a "Capacity Increase for

Services" which shows a 10% factor applied to the total labor dollars. This amount is then added to the cost to generate a grand total proposed amount. There is no explanation of this factor in the Solicitation. Would the Government please explain the factor, and how it is to be proposed?”

Answer 15): Attachment P6 has been corrected to include the removal of the “Capacity Increase for

Services”.

16. Question 16): “The following tab and hidden rows, Engineering Rows 432-446, Training 431-432, Production (1-9) Rows 432-433, Production (10-15) Rows 432-433 contain a "Capacity Increase for

Services" which shows a 10% factor applied to the ODC CIC cost and a 10% factor applied to the NMCI

CIC cost. These amounts are then added to the ODC cost to generate a grand total proposed amount. There is no explanation of this factor in the Solicitation. Would the Government please explain the factor, and how it is to be proposed?”

Answer 16): Attachment P6 has been corrected to include the removal of the “Capacity Increase for

Services”.

17. Question 17): “The columns B-G on the Summary tab are hidden. Is it the Government's intention that the

Contractor is not to complete anything in these columns?”

Answer 17): Offerors are instructed to disregard columns B-G on the Summary tab. The instructions TAB in Attachment P6 has been revised providing this direction.

18. Question 18): “Column H on the spreadsheet is used to summarize the total proposed value from the other four spreadsheets. However, there are formulas missing, in addition to not showing the "Capacity Increase for Services" for the NMCI cost on the other tabs. Is it the Government's intention that the Contractor is to add formulas where necessary to summarize the total proposed value?”

Answer 18): The Government has corrected missing formulas in column H. Contractors shall not add formulas to summarize the total proposed value.

19. Question 19): “The Wage Determination listed in Attachment 2 to the RFP is Wage Determination 2015-

4279, Revision 6, Dated 18 July 2018. The Gov't issued a new WD 2015-4279 Revision 7 on 12/26/18.

Will the newly issued Revision 7 replace the Revision 6 currently listed in the RFP?”

Answer 19): Offerors shall use WD 2015-4279, Revision 7 dated 12/26/18. Attachment 2 has been updated to the corrrect reference and provided as an attachment.

Additional Changes made by the Government

1. All references to “Hulls” have been changed to “Systems” on Attachment P6.
