Instructions

Instructions
Subcontractor:
1Insert the Contract Line Item Numbers (CLINs) at Cells I2, L2, O2, R2, and U2.
2On Header Tab for each worksheet, insert the proposal number. The file name should be populated.
3On Footer Tab for the worksheet, insert the firm's name after colon. Insert the RFP number after the colon, if it has not been filled-in.
4Columns I, L, O, R and U are totals for each year. A SUMMARY SHEET OF ALL PERIODS SHALL BE COMPLETED AS A SEPARATE TAB.
5The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER.
6Within the work sheet any cell colored "blue" contains a formula and should not be edited, unless there is an error in the formula. It is the Contractor's responsibility to verify all formulas and to correct them, if necessary. The Government does not warrant that the formulas are correct.
7All dollar figures shall be carried out no further than two decimal places.
8The worksheet is arranged that the workforce being proposed for an entire period of performance is shown together, even though it will separated by individual CLINs in Section B. When the numbers are carried to Section B, they will be the same as shown on the worksheet SUMMARY.
For RDT&E (Pax River) and NWCF (China Lake and Point Mugu) Tabs
9Column A should include the labor categories that are being proposed by the subcontractor. The Government has pre-populated this column with the Government-provided labor categories from Section L, Part B, paragraph 3.5.2 of the solicitation. If the subcontractor is not proposing an individual in any one of the listed labor categories, enter "N/A". In column B, the subcontractor can insert the title of the labor category as defined and utilized by the company that is most closely aligned with the Government provided labor category if the company's labor category name is different than that described in the solicitation. If necessary, insert additional rows--but ensure integrity of formulas. The Offeror is required to utilize the Government's labor categories and hours as provided in Section L of the solicitation. Labor categories being proposed that include more than one person shall be listed multiple times for each person performing the work under the labor category. For example, if the subcontractor proposes multiple Instrumentation Tech IV's, then the labor category Instrumentation Tech IV shall be listed multiple times along with their applicable rates and information.
10In Cell B2, enter the period of performance calendar dates. (ex: 1 Jan 09 - 31 Dec 09)
12In column C, the Offeror should insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in Government spaces.
13In column D, for the prime contractor's own workforce, the field is colored "green" indicating no input. (This reflects that the prime contractor is proposing its own employees or contingency hires--it does not include any subcontractors.) For the subcontractors, their fields are in yellow. No input is required by the Offeror in this column. Please note if more subcontractors are needed, the contractor may add additional rows to accommodate them, but ensure integrity of formulas.
14In column E, for both the subcontractor's own workforce and that of the individual subcontractors' workforces, identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time.
15In column F, enter the name of the proposed individual for that position.
16In column G for the "PAX RDT&E (X001 - X004)" Tab:
(a) for the subcontractor, enter the unburdened labor rate for each individual (e.g. rows 6-102)
(b) In row 73 the subcontractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In row 74 the subcontractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank.
(d) In row 77, the subcontractor should insert its overhead rate for work performed at the contractor's facility.
(e) In row 78, the subcontractor should insert its overhead rate for work performed at the Client/Government's facility.
(f) In row 80, the subcontractor should insert its G&A rate being applied.
(g) for the subcontractor enter the fully burden cost including fixed fee associated with individual labor category for each year.
(i) In row 85, the subcontract should insert the fixed fee rate applied to its cost.
17In column G for the "CL + PtM NWCF (X005 - X008)" Tab:
(a) for the subcontractor, enter the unburdened labor rate for each individual (e.g. rows 6-102)
(b) In row 38 the subcontractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In row 39 the subcontractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank.
(d) In row 42, the subcontractor should insert its overhead rate for work performed at the contractor's facility.
(e) In row 43, the subcontractor should insert its overhead rate for work performed at the Client/Government's facility.
(f) In row 45, the subcontractor should insert its G&A rate being applied.
(g) for the subcontractor enter the fully burden cost including fixed fee associated with individual labor category for each year.
(i) In row 50, the subcontract should insert the fixed fee rate applied to its cost.
18In column G for the "CPFF (Total)" Tab:
(a) for the subcontractor, enter the unburdened labor rate for each individual (e.g. rows 6-102)
(b) In row 106 the subcontractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In row 107 the subcontractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank.
(d) In row 110, the subcontractor should insert its overhead rate for work performed at the contractor's facility.
(e) In row 111, the subcontractor should insert its overhead rate for work performed at the Client/Government's facility.
(f) In row 113, the subcontractor should insert its G&A rate being applied.
(g) for the subcontractor enter the fully burden cost including fixed fee associated with individual labor category for each year.
(i) In row 118, the prime should insert the fixed fee rate applied to its cost excluding subcontractor labor.
19Insert similar "labor base" totals in columns K,N,Q and T in appropriate cells.
20Column W should automatically calculate the total hours for all rows for the Period of performance of the contract.
21When submitting this file, the instructions may be deleted.
Burdened CPFF Labor Rates Worksheet:
22Fully burdened labor rates are defined as direct labor rates plus all applicable burdens, to include indirect rates, fee, and subcontractor pass-through costs where applicable.
23Column A includes a list of the required labor categories as outlined in Section L of the solicitation. If the Offeror is not proposing an individual in any one of the listed labor categories, enter "N/A". The Government has pre-populated this column with the Government-provided labor categories from Section L, Part B, paragraph 3.5.2 of the solicitation. The Offeror must tailor the column to match the labor categories they are proposing for their portion of the effort. Labor categories being proposed that include more than one person shall be listed multiple times for each person performing under the labor category.
24In Column B, For each individual Contractor employee proposed; enter a different identifying title in the form of FTE## (e.g. FTE01, FTE02, etc.) for each individual to distinguish them from one another. Do not enter the individual's name into the template.
25Columns C through G, enter the fully burdened rates per contract year based on the proposed rates in the "Pax RDT&E" and "CL + PtM" tabs.
