| # | Reference | Discussion | Question | Answer |
| 1 | Amd 1 Q&A #13; Q&A #30 | Q&A #13 states that ATT P-3 is not part of the 25-page PP Volume page count. Q&A #30 notes that ATT P-3 is the required format for PP reference response. | If the PP is to be provided in the excel file format and description data is to be provided in block 13a, can the USG please provide clarity on what the 25-page allocation should be used for? | The 25 page count is to cover additional attachments or any information provided in a Word document which will be considered part of the 25 pages allowable. |
| 2 | Amd 1 Q&A #19 | Q&A #19 points to DD254 (Attachment 8), which highlights requirement for SECRET Facility Clearance requirement. Q&A #45 notes in USG response that “There is no facilities clearance requirement” | Can the USG please clarify the security requirements for both personnel (per LCAT) and FCL for this contract, based on this apparent discrepancy? | Please review your Place of Performance when determining Facility Clearance requirements. The Facilty is where the Place of Performance is located. The DD-254 specifically requires Secret for the facility where the work will be performed. The Place of Perfomance is Webster Outlying Field Annex, (WOLF) St. Inigoes, Maryland. Now refer to the DD254 11j OPSEC which states "While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with the provisions of OPNAVINST 3432.1A, the local Command/Facility OPSEC policies, as well as any procedures identified in Program-Specific Operations Security Plans, and Program Protection Plans (PPP) as applicable". Your companies physical location is not the facility where the work is being perfomed and does not require a secret clearance. See updated SOW paragraph "3.2.7 HANGAR SPACES SECURITY: The Contractor shall coordinate and ensure the provision of security badges required to allow Contractor personnel access to designated workspaces; the Contractor shall comply with all applicable security requirements, abide by direction given by Military Police or other security personnel, and adhere to installation traffic laws. All labor categories require Secret clearance unless otherwise noted in the labor category. Otherwise noted refers to clearances above Secret. The DD Form 254, DoD Contractor Security Classification Specification is required and will be completed and submitted to the PCO". |
| 3 | Amd 1 Q&A #22 | Q&A #22 notes that TCRM will be within page count. In order to point accurately to all Section L/M and PBSOW requirements, this will be an extensive compliance matrix. | Would the USG please consider removing this from the page count? | The government will not be removing this requirement from the page count. |
| 4 | Amd 1 Q&A #23 | Q&A #23 notes that the Offeror shall complete their 5 PP references. | Can the USG confirm that Offeror should provide a total of 5 PP references or “up to” 5 PP references? | Confirmed, the requirement is "up to" 5 PP references |
| 5 | Amd 1 Q&A #52 | Q&A #48 notes that Section B has been updated. | Can the USG please advise if the Offeror should provide both the original Section B, with old requirements struck out and the new Section B to support response? OR should the Offeror amend the original Section B? | The Offerors Section B should reflect the requirements in the RFP as amended. |
| 6 | Amd 1 Q&A #51, #52, RFP 52.217-8 and 52.217-9 | Q&A #51 and #52 note that the Option to Extend labor has been removed.RFP notes required contract clauses for 52.217.8 and 52.217-9 Option to Extend Services. | If the USG has removed the costing element, would the USG please remove the FAR references to extended services? | The Option to Extend Services Clauses will still be an option of this contract the Government is not requesting the option to be priced out in your proposal. |
| 7 | Amd 1 Q&A 8, 46, 47, 49, 50, 56 and 57 | USG answer indicates “The offeror is required to fill out Section B and Attachment P-6. If there are discrepancies between the two, Section B information will prevail.”; however, subsequent answers indicate “The contract is requesting cost to be provided for the labor categories through the P-6. Nowhere in this RFP does it ask for cost to be proposed at the CLIN level.” | Can the USG clarify how the offeror is to complete Schedule B if not by CLIN? | Please see the updated Section B wording as stated below: SECTION B |
CEILING
The total ceiling for this “C” type contract (inclusive of all option periods encompassing labor, material and travel projected costs) will be $39,593,400.00 (Base Ordering Period of $7,198,800.00 & Option Ordering Periods of $7,198,800.00). The total ceiling values will be identified for labor in CLINs 0049, 1049, 2049, 3049, and 4049, for material in CLINS 0050, 1050, 2050, 3050, and 4050 and travel in CLINS 0051, 1051, 2051, 3051, and 4051. Also see the ammended VOL. 3 providing clarity.
8 Amd 1 Q&A #32 USG answer indicates the contract is a performance-based contract, not a Level of Effort, therefore, the LOE clause was not included. Can the USG clarify how the fixed fee installment ratios will be calculated?
Please refer to Payment of Fixed Fee Clause 5252.232-9510 updated language
9 Amd 1 Q&A #34 and 35 USG answer indicates “Please see section 3.4.1 in Section L for updated language.” The updated table includes a column labeled Total with $7,198,800 per year for the base and each option and a cumulative value of $35,994,000 that does not equal the sum of the ODC Material, ODC Travel and OCD Total columns. Can the USG clarify the values in the total column? Please see the updated Section B wording as stated below: SECTION B

| 10 | Amd 1 Q&A #37 | USG answer indicates the positions have been updated in Section L and attachments, but in the Table under 3.5 Labor Hours, the Aircraft Quality Assurance position does not reflect exempt and the Hazmat Attendant now does. | Can the USG clarify that the Aircraft Quality Assurance position is exempt, and the Hazmat attendant is not? | The Aircraft Quality Assurance position is not exempt. The determination of exempt vs non-exempt is determined by required education levels. |
| 11 | Amd 1 Q&A #46 and 47 | USG answer indicated “This contract is requesting cost to be provided for the labor categories through the P-6, nowhere in this RFP does it ask for cost to be proposed at the CLIN level.” Answer to Question 8 indicates “The offeror is required to fill out Section B and Attachment P-6. If there are discrepancies between the two, Section B information will prevail.” | Can the USG clarify 1) how the offeror is completing Schedule B if not by CLIN? and 2) are the supplemental labor CLINs 0049, 2049, 3049 and 4049 supposed to bear fee or not? | Please see the updated Section B wording as stated below: SECTION B |

| 12 | Amd 1 Q&A #48 | USG answer indicates Schedule B has been updated for CLINS 3037-3040; however, the CLINs that were corrected are 3017-3024 from question 47. | Can the USG confirm CLINs 3037-3040 should be OY3 RDT&E, OM&N, APN, and OCO Labor respectively? | CLINs 3037-3040 in RFP Section B Labor CLINS and have been updated to: 3037 Group Four UAV Labor RDT&E 3038 Group Four UAV Labor OM&N 3039 Group Four UAV Labor APN 3040 Group Four UAV Labor OCO |
| 13 | RFP pg.167 Price / Cost Proposal | Reference table suggests Prime, JV Team Member or Sub. | Can the USG please confirm that if the Offeror is a JV that the JV entity is the Prime? Or is this suggesting that one of the JV members would be the Offeror / Prime and the other would be a JV Team Member? | Please Refer to the Federal Acquisition Regulations Subpart 9.6—Contractor Team Arrangements |
| 14 | PBSOW 3.4.1 | The table enumerating labor category requirements |
raises a number of questions:
Maintenance Manager, Senior: Education requirement is for Bachelor's degree "in an associated discipline." Further, "In lieu of education the equivalent combination of education, technical certifications or training or work experience may be substituted." Will the Government clarify what is considered "an associated discipline;" and what is considered an "equivalent combination" in lieu of the Bachelor's degree?
Maintenance Controller: Same comment and question as above with respect to "equivalent combination."Aircraft Quality Assurance: Four years' experience required in "relevant aircraft system." Will the Government please define the nature of a relevant system?
Maintenance Technician, Senior: Same comment as above respecting "equivalent combination." Aircraft Mechanic II: States "Adequate experience" is required. Will the Government please define "adequate?"
System Administrator, Junior (OOMA DBA): Same comment as above respecting "equivalent combination." Supply Technician: Same comment as above respecting "adequate experience." Maintenance Technician, Senior: Control Segment Technician: Education required is "AS or AA degree in a relevant engineering/science field; In lieu of education the equivalent combination of education, technical certifications or training or work experience." Further, four years' experience is required "in a relevant engineering/science field." Will the government please clarify what are considered "relevant" educational and experience fields; and what is the "equivalent combination" that constitutes an allowable educational substitution? Hazardous Material Attendant: Education requirement is stated as "Bachelor's degree in a relevant technical discipline." Experience states "At least two (2) years of practical experience within the last four (4) years in the management, administration, or operation of a hazardous materials/waste program." It then provides further explanation of specific required experience, followed by "At least four (4) years of experience in the development and implementation of quality control programs for an entire command." The work description does not appear to require a degreed individual. Will the Government please confirm it requires a Bachelor's degree for this labor category, and if so, clarify what constitutes a relevant degree for a Hazardous Material Attendant?

Will the Government please confirm it requires a Bachelor's degree for this labor category, and if so, clarify what constitutes a relevant degree for a Hazardous Material Attendant?
The Government will accept someone who has been working with other squadrons or aviation businesses for at least 4 years in the HAZMAT field – managing the work center, coordinating the materials/waste program. Someone who has recent certification in HAZMAT training and has kept their training up to date IE the Government would not consider someone who attended a Hazmat course with serving in uniform 10 years ago up to date on their training. Bachelor's degree in hazardous materials/waste program management preferred, environmental control management, administration, and logistics degrees would be acceptable with a year of hazmat material attendant experience.
16 Q&A response #30 The P-3 provided does not allow for inclusion of a readable five-page description of past performance. Line 13 is the place in which offerors are expected to provide their description of the work performed under the past performance example being submitted. If we are required to put this entire response in Cell C-16 of the spreadsheet and not allowed to alter the format, the result will be a five-page long document, four pages of which consist of verbiage smashed into a long, narrow column about 2-3 inches wide. In many solicitations, offerors are permitted to alter the format as long as all required information is included.
Will the Government permit offerors to alter the format of Item 13 to make it more reader-friendly and easier for the evaluation team to follow? Ideally, will the Government permit us to provide the information in the form of a Word document?
| The Government agrees with altering the format by either adding a TAB in the Excel document to cover Line 13 or provide the information in the form of a Word document which will be considered part of the 25 pages allowable. | ||
| 17 | Q&A response #32 | Does not address the concern. It appears the |
Government wants to establish a ratio of fee payments to total fixed fee proposed that is equivalent to the ratio between actual labor expended to the number of labor hours included in a LOE clause. Because there is no LOE clause, it is not possible to establish a ratio between labor expended and the LOE clause; therefore it is not possible to calculate an equivalent ratio of fee payment to total fee proposed.
Will the Government please clarify how it intends to calculate fee payments?
Please refer to Payment of Fixed Fee Clause 5252.232-9510 updated language
