1 95

Section L, 3.3: Price/Cost Information

The RFP states that the CLIN Summary tab will include a breakout of Year 1 through Year 5 to allow for escalation of labor rates; however, the RFP-provided CLIN Summary in Attachment P4 do not include annual breakouts. Please clarify the requirements for populating the CLIN

Summary tab of Attachment P4.

The IDIQ Contract Level CLINs are for a continuous 5 year ordering period and therefore will not reflect costs for individual contract years. The individual CPFF and FFP Labor Tabs (not the

CLIN Summary Tab) within Attachment P4 includes annual breakouts to allow for escalation of labor rates. Solicitation page

95 will be corrected accordingly in Amendment 0001.

2 99 Section L, 3.6.2: Labor Hours

The sum of RFP-provided CPFF Labor CLIN table hours do not match the total hours provided by the table. Please clarify which hours are to be included in the cost proposal.

The CPFF Labor CLIN Table will be corrected in Amendment 0001 to the solicitation.

3 N/A Attachment P2 Past Performance

Information Form

The form provides only for a Base + 5 Option periods for contract value and invoiced amount. If a particular contract being used as a reference has more than 5 Option periods, and the form cannot be modified in its current format, will the Government please advise what should be presented in the table?

We suggest allowing the table to be modified to add lines below Option 5 to Option N to satisfy the needs of the individual contract or increase the table to show up to 15 Option periods.

Section L, Part B, paragraph 2.1 states "The Offeror shall complete the Past Performance Information Form, Attachment

P2, for each past performance reference performed within five years of the solicitation release date." Based on that RFP reference, no submitted contract should cover more than 5 years. The Attachment P2 Past Performance Information Form has been updated so that Offerors may change the number associated with Option years (e.g. 1-4 or 12-15). Offerors shall ensure the Period of Performance start and end dates are completed for each year of the submitted contract as shown within the Attachment P2 form.

4 86 Attachment P2 Past Performance

Information Form

Section L instructions requires Times New Roman, 12 pt normal font single-spaced with 1 inch margins. However, the P2 pdf form we are to complete appears to be in Arial 12.

Will the Government please verify that an Offeror is compliant by completing any provided forms required for submittal in their native format.

Offerors shall utilize the font type that is native to the RFP

Attachments as provided by the Government.

5 86, 87 Section L 2.0, and Annex 1 requirements Section L 2.0 notes, all pages are to be numbered with section and page numbers. Does this apply to the required Annex 1 for SOW/PWSs? Is Annex 1 acceptable as a pdf document that combines all SOW/PWSs?

Yes. Page numbers are required for Annex 1 and the Annex can be submitted in PDF format. In addition, each submitted SOW in the Annex should be labeled with the contract number from which the SOW was included.

6 87, 108 Attachment P2 Past Performance

Information Form

Section M 2.0 Past Performance

Evaluation Criteria

Past Performance Volume Page Limit - required contract information on the P2 form occupies the entire first page. There is a considerable amount of information required to be addressed in

Section M. Even accounting for brevity of response, would the Government consider adding an additional 5 pages to the page limit - raising the limit from 15 to 20 - to allow for complete, clear responses?

Upon review of the Government requirements, the page limit on the Past Performance Volume will be raised to from 15 to 20 pages. This will be reflected in the upcoming amendment to the

RFP.

7 88 Section L 4.0 To verify, please confirm that Volume 2 Past Performance is due to the Government at the stated address on or before Tuesday, March 6 (14 days prior to the due date stipulated in Block

9 of the SF33.) Is the 2PM deadline valid for the March 6, 2018 delivery?

Yes. Volume 2 Past Performance is due on Tuesday, 6 March

2018 by 2:00 PM Local time.

8 34 PBSOW 5.1.3

The RFP offers experience/education substitutions that apply to all labor categories. PBSOW

5.5, Page 35, Labor Qualifications defines the education/experience requirements for the three

Key positions, PBSOW pages 35-37, (Program Manager, Operations Manager and Systems

Engineer). Based on the substitutions identified in PWS 5.1.3, are we to assume relevant experience for key personnel can substitute for degree requirements?

It should be noted the additional work experience/education substitutions described under PBSOW paragraph 5.3.1 refer to years of relevant experience that is in addition to the years of experience required under each of the labor categories.

Paragraph 5.3.1 will be amended to clarifiy the work experience must be relevant to the labor category description.

9 90 Section L.B.1.j, Small Business Utilization

M.B.1, Management Approach

The solicitation does not identify the minimum small business goals, a NAICS codes to determine small business size determination, or calculation method of the goals. Would the

Government provide these information?

Proposed Solution/Rationale – We recommend the Government identify the proposed NAICS code for the solicitation, identify the minimum acceptable goals for each socio-economic category, and confirm goals will be calculated based on the proposed subcontract dollars.

An upcoming amendment to the RFP will state the NAICS code in

Section A and Section L, Part B, paragraph 1.0, A, (j) will be revised to include small business subcontracting goals associated with this procurement. The proposed subcontracting goals will be calculated based on the proposed subcontract dollars.

10 107

This section states, "The Large Business Offeror shall provide its SB Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219-7 as Annex 2, unless there is an already approved comprehensive SB Plan". This appears to state that an ACO approved comprehensive Master SB Plan would not be identified as Annex 2. If a company has an approved master SB plan, can such approved master SB plan be submit as Annex 2?

Comprehensive subcontracting plans are different than Master subcontracting plans. The RFP will not be amended to include

Master subcontracting plan as an exception to providing a required small business subcontracting plan.

11 86 Section L.A.2 Regarding proposal format. The RFP says "Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented."

Will the Government accept the 10pt font for tables and graphics?

The Government will accept 10pt font for tables. This will be revised in in Section L, part A, paragraph 2.0 in Amendment

0001 to the RFP. Any information that is not legible or that is displayed with less than 10pt font will not be evaluated for content.

12 86 Section L.A.2 Regarding proposal format. The RFP says ".. Provide one complete copy to the PCO as electronic files fully compatible with Microsoft 2010 and for information not supported by MS

Office products, with the latest Adobe Acrobat reader on a CD-ROM…."

To avoid any confusion on what is or is not supported by Microsoft 2010, will the Government allow all electronic files to be submitted in PDF format on CD-ROM?

The Government will allow for the submission of proposals in the latest Adobe Acrobat reader, with the exception of the cost spreadsheet (Attachment P4). The Government requires the

Cost Spreadsheet (P4 Attachment) to be in Excel format so the

Government can confirm the accuracy of formulas within the spreadsheet.

13 86 Section L.A.2 Regarding font requirements.

Will the Government exempt headers/footers from the font requirements for the Section L text requirements?

The proposal format instuctions in Section L related to font size does not apply to the headers and footers of the proposal.

However, any verbaige in a header or footer must be legible.

14 86 Section L.A.2 Regarding font requirements for screenshots.

Would the Government allow font sizes less than 10pt for pictures or screen shots to best illustrate a point or system (and not meant to be legible)?

The Government will not allow for a font size of less than 10 point font on proposal pages (excluding headers and footers) in accordance with the RFP. In addition, there should not be any data submitted in the prosopal that is not legible.

15 86 Section L.A.2 Regarding font requirements.

Would the Government allow font sizes of 10pt for figure captions and call out boxes?

Yes. The Government will revise the solicitation to allow for this revision for figure captions and call out boxes.
