ATTACHMENT #1 - SAMPLE TASK #2 PBSOW

1.0 Introduction

The purpose of this Task Order is to provide a Regional Maritime Awareness Capability (RMAC) Maritime Domain Awareness (MDA) system that includes a US Government developed and owned Common Operational Picture (COP) at the existing Maritime Operations Center (MOC). This system will maximize the available existing equipment and infrastructure so that case funds can be focused on unique system equipment and technical support. Minimal case funding will be spent on infrastructure repair/support. This MDA solution will be fully compatible with other regional RMAC centers.

The tasks described in this Statement of Work (SOW) support an FMF Case to provide for the integration of a fully capable MOC utilizing the existing facilities and equipment as well as the purchase of two 25KW X-band radars. This case will include the US Navy owned and managed RMAC software to correlate radar and Automated Identification System (AIS) into a common operational display. Additionally, as part of this case, the RMAC team will integrate the existing port authority owned and controlled radar located along the local canal. It will be the responsibility of the host nation Navy to conduct all coordination necessary to make that system available. All agreements must be in place and a complete understanding of the existing system is imperative for this portion of the project to succeed.

Additionally, this case will provide the equipment and the labor necessary to conduct an installation at a second site. The host nation Navy is responsible for providing a tower with the minimum necessary facilities to contain the equipment. The tower must be suitable to mount a 25KW radar and an AIS antenna. The facility is located near the base of the tower and large enough to contain a full size equipment rack. The host nation Navy will ensure that all sites have shore power and environmentally controlled spaces for the equipment. Site One will be connected to the port authority canal site; however, the distance between Site One and Site Two will require an internet connection to be provided by the host nation Navy.

This task order outlines the contractor support required to meet the requirements of this FMS case. Labor, material and travel associated with this task order will support planning and development of RMAC technical drawings and operational procedures, engineering and integration, system design and architecture, component building and testing, installation of new hardware, and final system acceptance and testing.

2.0 Task 1: Project Planning

The intent of this task is for the contractor to install an RMAC system for the host nation Navy. This task requires the contractor to install and integrate coastal surveillance equipment in order to provide a fully functional MDA system. Under this task, the system shall consist of a single command center with fully functional radar and AIS, a Navy owned unmanned sensor site with radar and AIS, and the integration of sensor data from the local port authority radar. The system is required to display correlated radar and AIS tracks.

2.1. The contractor shall develop detailed Plan of Action and Milestones (POA&M) (CDRL A001) that will include cost, schedule, tasks, travel required and a concept of execution to ensure installation success. The travel shall clearly identify trips required, the number of people on each trip, in-country coordination requirements, logistics, and transportation/security requirements to include OCONUS travel requirements & costs. This document shall include a list of assumptions that could adversely affect a successful installation so that overall risk can be identified and addressed in a risk mitigation plan. The project plan, with stated assumptions and risks, must be submitted within two (2) weeks of award and approved by the Contracting Office Representative/Technical Point of Contact (COR/TPOC), prior to execution.

3.0 Task 2: Conduct technical services to support the installation of an RMAC system.

The intent of this task is for the contractor to install RMAC capability at the MOC, second manned sensor site, and integrate the radar from the port authority canal. Two separate installation trips will be required to complete this project. The first will include the installation of the radar and AIS at the MOC, and the integration of the radar at the port authority canal. The second installation trip will be the establishment of a second manned sensor site and integration of that data into the RMAC system.

The contractor must attempt to include the host nation Navy personnel as much as possible during the execution of this task to establish “local buy in” and to begin the process of transferring knowledge. The contractor must also conduct RMAC familiarization with the host nation Navy so that the users will have a basic level understanding of how to operate and maintain the system.

3.1. The contractor shall install RMAC Capability at the designated host nation locations. The installation shall include all of the sensors and equipment needed to run RMAC. The system shall be configured to receive and correlated, at a minimum, AIS data and host nation radar. The contractor shall also ensure that sufficient power protection is provided to protect the RMAC equipment from unacceptable shore power or external surges. The contractor shall notify the TPOC if there are suspected issues with power and/or improper grounding.

3.2. The contractor shall perform a Site Acceptance Test (SAT) of the RMAC installation, which shall be signed by a member of the installation team and signed and accepted by the host country. (CDRL A009)

3.3. The contractor shall provide basic level overview of the system and familiarization of the basic capabilities provided by the RMAC system. At a minimum, the host nation Navy POC(s) must be able to properly power the system on and off, configure the screens for use, obtain data from a track, zoom in and out, move the map, request assistance, and consult the user manual.

STATED ASSUMPTIONS
