Amendement 0001

Questions and Answers As of 05 July 2018

1) Reference(s): (1) Section C – Paragraph 3.4.3

Question: Paragraph 3.4.3 states the contractor shall, “Maintain a data and document depository of reference materials required for the layout, integration, installation, maintenance, operation and support of in-service systems.” Where should the depository be maintained? What format? Who needs access? If other than digital, what location and do the current contract labor categories support this, or do others need to be added, i.e., library technician?

Government Response: This is not a formal library requirement. Documents for material required for layout, integration, maintenance, operation and support in-service system should be available readily to refer to and as a resource for future projects. No library technician is required. No other labor categories are required.

2) Reference(s): (1) Section C – Paragraph 8.2.2.1

Question: Contractors may be eligible for Danger pay as a percentage of their basic compensation in accordance with Department of State guidelines for Danger pay. How will these costs be reimbursed to the contractor?

Government Response: Based upon the Offeror’s Accounting Practices, Danger pay could be reimbursed either Labor or as an Other Direct Cost (ODC).

3) Reference(s):(1) Section C – Paragraph 12.2 - Table 4
(2) Section J – Attachment P8

Question: Table 4 in Section 12.2 of the RFP specifies that there is 1 Key Full Time Employee (FTE) required for each of five labor categories: General and Operations Manager (Senior), General and Operations Manager (PM-Journeyman), General and Operations Manager (SME-Senior), Electrical Engineer (Journeyman), and Team Assembler II (Journeyman). However, in Attachment P8, General and Operations Manager (PM) is called out as key in 6 different locations, General and Operations Manager (SME) is called out as key in 2 locations, Electrical Engineer is called out as key in 4 locations, and Team Assembler II is called out as key in 5 locations. Will the Government please clarify at which location the Key personnel are required?

Government Response: The location in which the Key personnel are required is the Offeror’s Off-site Contractor Facility within 50 Ground Transportation Miles of St. Inigoes, MD. Attachment P8 has been updated accordingly.

4) Reference(s): (1) Section C – Paragraph 12.5

Question: Will the Government Consider other engineering disciplines in its definition of engineering: Industrial, Systems, Aerospace, or Engineering Management?

Government Response: No, the Government will not consider other engineering disciplines in its definition of engineering aside from the engineering disciplines listed in Section C, Paragraph 12.5.

5) Reference(s): (1) Section C – Paragraph 12.5.1

Question: Are there degree requirements for the General and Operations Manager (Subject Matter Expert) Key labor category, and if so, what are they?

Government Response: The General and Operations Manager (Subject Matter Expert) Key labor category is a Senior level position and therefore requires a MA/MS degree, or a qualifying substitution as identified in Section C, Paragraph 12.4 unless otherwise specified within Section C, Paragraph 12.5. However, there is no specific degree requirement.

6) Reference(s):(1) Section F – Delivery Information

9) Reference(s): (1) Section L, Part A – Paragraph 3.0

(2) Section L, Part B – Paragraph(s) 1.2 – 1.2.3.3

Question: The table on page 123 allots 2 pages per resume for Section 1.2 Workforce. However, Section L, Part B, Section 1.2 Workforce has 3 subheadings for a required response –1.2.1, 1.2.2 and 1.2.3. Given that the requirements say “Proposal information must be structured such that its Volume and paragraph number matches the Proposal Instructions Volume and paragraph number provided in section…The Offeror must provide any reason(s) it will not provide information for a particular paragraph”, would the Government consider allotting 1 page for a response to 1.2.1 and 1.2.2?

Government Response: Section, L, Part B, Paragraphs 1.2.1 and 1.2.2 are instructional paragraphs and do not require a response from the Offeror. Therefore, the Offeror shall submit resumes that are no longer than 2 pages per resume. Any pages exceeding the page limit will be disregarded and will NOT be evaluated.

10) Reference(s):(1) Section L - Part B – Paragraph 1.3.4
(2) Section L - Part B – Paragraph 3.6.5

Question: The RFP states, this contract is for a new requirement, therefore, there is no incumbent contractor. However, the RFP requires a Transition Plan. Please clarify how Offerors are to respond to this requirement if there is no incumbent contractor.

Government Response: This answer will be provided in a forthcoming amendment.

11) Reference(s): (1) Section L – Part B – Paragraph 2.2

(2) Section L – Part B – Paragraph 2.3

(3) Section J – Attachment P1

Question: Section L, Part B, Paragraph 2.2 states that the Offeror shall submit no more than five Past Performance Information Forms as the Prime Contractor, no more than two forms for each principal subcontractor, and/or no more than two forms for each JV team member(s). Additionally, Section L, Part B, Paragraph 2.2 requires Offerors to submit written consent from its principal subcontractor(s) and JV team member(s) that will allow the Government to coordinate any past performance issues directly with the Offeror. Furthermore, Section L, Part B, Paragraph 2.3 requires Offerors to submit a Cross Reference Matrix (CRM) of “no more than one page per Past Performance reference contract.” Would the Government consider increasing the Past Performance Volume to at least 20 pages and/or allow additional space to accommodate the maximum number of P1s as well as the other required elements of this Volume?

Government Response: Offerors may choose one of two options: They may either fill in the information in the Contract Effort Description Box of Attachment P1 – Past Performance Information Form, if the response is concise enough to fit within the limitations of the form. Or, Offerors may designate within the Contract Effort Description box “See Continuation Page” and then submit a second PDF or MS Word document up to one page in length for a total of 3 pages for an Offeror’s Past Performance reference submission. Section L, Part A, Paragraph 3.0 has been updated to reflect the page limitations for the Past Performance Volume. Additionally, the written consent from the Offerors’ principal subcontractor(s) and JV team member(s) required by Section L, Part B, Paragraph 2.2 shall not count against the page limitation referenced in Section L, Part A, Paragraph 3.0. Furthermore, the CRM required by Section L, Part B, Paragraph 2.3 shall not count against the page limitation referenced in Section L, Part A, Paragraph 3.0.

12) Reference(s): (1) Section L – Part B – Paragraph 2.3

Question: Will the Government please confirm that the Cross Reference Matrix (CRM) required by Section L, Part B, Paragraph 2.3 is excluded from the Past Performance Volume page count?

Government Response: The CRM required by Section L, Part B, Paragraph 2.3 is excluded from the Past Performance Volume page count.

13) Reference(s):(1) Section L – Part B – Paragraph 2.2
(2) Section J – Attachment P1

Question: Considering that Attachment P1 is a PDF, how would the Government like the Offeror to insert the file into the Past Performance Volume? Should the attachments be submitted as a separate file, in addition to being submitted in the Past Performance Volume? If Attachment P1 is to be inserted in the Past Performance Volume, will the Government consider providing Attachment P1 as a Word document?

Government Response: For the 1 Original and 3 Paper Copies, the Offeror shall fill out the PDF form of Attachment P1, print the completed form, and include the completed form in their submission. For the electronic copy, Offerors shall either incorporate the form into their Past Performance Volume submission or submit separate PDF files of Attachment P1 for the contracts that the Offeror is utilizing in their Past Performance Volume.

14) Reference(s):(1) Section L – Part B – Paragraph 2.3
(2) Section M – Part B – Paragraph(s) 2.1 – 2.3
(3) Section J – Attachment P1

Question: The Attachment P1 form only permits eight lines of text in the “Contract Effort Description” field. This amount of allowable space seems inadequate to sufficiently demonstrate “recency, relevancy, and quality,” per RFP Section L, Part B, Paragraph 2.3, especially considering the evaluation criteria requirements delineated in Section M, Part B, Paragraphs 2.1 through 2.3. The Offeror respectfully requests additional space within the “Contract Effort Description” portion of the Attachment P1 (e.g. the addition of continuation pages) so that the Offeror can satisfactorily demonstrate the recency, relevancy, and quality of their past performance.

15) Reference(s): (1) Section L – Part B – Paragraph 3.0

Question: Is it the Government’s intent that all subcontractors provide a signed SF33 and completed Section B with Contract Line Item (CLIN) and Sub-CLIN unit prices?

Government Response: In accordance with Section L, Part B, Paragraph 3.1(b) only the Prime is required to provide a copy of Section B. Furthermore, subcontractors are not required to submit a signed SF33 nor SF1449.

16) Reference(s):(1) Section L – Part B – Paragraph 3.3.10
(2) Section L – Part B – Paragraph 3.6.5

Question: “FAR Clause 52.222-17 Nondisplacement of Qualified Workers requires successor contractors to give the right of first refusal to all qualified service employees (within the meaning of the SCA) that were performing in the proposed positions under the predecessor contract” and requires the Offeror to demonstrate compliance with this requirement and identify the incumbent workforce in their proposal; however, Section L, para 3.6.5, page 135 indicates “This contract is for a new requirement, therefore there is no incumbent contractor.” Will the Government consider removing the requirement at paragraph 3.3.10?

Government Response: This answer will be provided in a forthcoming amendment

17) Reference(s): (1) Section L – Part A – Paragraph 3.0

19) Reference(s): (1) Section L – Part B – Paragraph 1.1.3

Question: Can the USG confirm that with reference to the Sample Task Order response, it is expecting only those sections under Paragraph 1.1.3?

Government Response: The Government is only expecting a response to the section and subsections under Paragraph 1.1.3 Written Response. However, Offerors are advised that their response shall take into consideration the Organizational Overview and Scenario Background in Paragraphs 1.1.1 and 1.1.2, respectively.

20) Reference(s): (1) Section L – Part B – Paragraph 1.2

Question: Can the USG confirm that the proposer is not expected to respond to these informational and instructional paragraphs directly in a paragraph with similar numbering, and that they are intended only as guidance for what should be included in each submitted resume?

Offerors shall incorporate Section C responses within the responses to Section L, Part B, Paragraphs 1.2, 1.3, and 2.0 as deemed necessary by the Offerors.

23) Reference(s): (1) Section L – Part B – Paragraph 2.3

Question: If the response to Question 22 is in the affirmative, then can the USG confirm that the Offeror should submit the Cross-Reference Matrix (CRM) for the Past Performance Volume in Annex 1 and not just the Technical Volume?

Government Response: In accordance with Section L, Part B, Paragraph 2.3, the Offeror shall submit a Past Performance CRM similar to the example given in the paragraph. Offerors may include the Past Performance CRM in Annex 1.

24) Reference(s): (1) Section C – Paragraph 12 – Table 4

Question: Are the 23 FTEs listed in the Total FTEs column also considered key and estimates for the contract period, or are the FTEs listed in the Key FTEs column the only Key FTEs?

The following have been deleted:

52.222-17

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

CONTENT OF PROPOSALS

L – 1 CONTENT OF PROPOSALS (SERVICES) (Nov 2017)

PART A GENERAL INSTRUCTIONS

1.0 GENERAL

The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies.

The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.

The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of a deficiency to the proposal.

Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract or provides one or more Key Personnel. “JV Team member” is defined as one of the entities that make up a joint venture (JV) formed for the purpose of responding to this solicitation.

Questions: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at tyler.m.summers@navy.mil AND the Procuring Contracting Officer (PCO) at Kristen.Ferro@navy.mil. It is required that all questions be received within 10 calendar days of the date this solicitation is issued. Questions received after this time period may not be answered prior to the submission deadline.

2.0 PROPOSAL FORMAT

Written proposals must be formatted using a Times New Roman 12 pt Normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. Offeror's proposal shall not utilize compressed or condensed spacing between lines or characters in order to circumvent the provided page limits; any proposal that utilizes compressed or condensed spacing will be deemed non-compliant, will not be evaluated, and will be ineligible for award. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.

The Offeror shall provide one complete copy of the proposal to the Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft 2010 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM. The Offeror shall ensure that the Price/Cost Volume is provided on a separate CD-ROM. Each CD-ROM is to be labeled with the content contained on the CD, the Offeror’s name, and include “For Official Use Only” and “Source Selection Information – See FAR 2.101 and 3.104.”. If a discrepancy exists between the original paper copy of the proposal and the disk copy, the paper copy will take precedence.

3.0 PROPOSAL CONTENT AND VOLUMES

The Offeror shall present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its Volume and paragraph number matches the Proposal Instructions Volume and paragraph number provided in section “Part B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs. The Offeror must provide any reason(s) it will not provide information for a particular paragraph. The proposal information instructions are structured by paragraph numbers where first, second, third, and fourth parts correspond to the volume, section, and element, etc., in the Offeror’s proposal.

Each volume of the proposal shall be submitted as one original and additional copies as specified in the table below. The table below supersedes the copies requested in Block 9 of the Standard Form (SF) 33. All volumes of the original proposal shall be delivered to the address provided in Section 4.0 prior to the closing date and time stated in this solicitation. Page limitations for each volume, if any, are also specified in the table below; title pages and table of contents pages do not count towards the page limit. Any pages submitted exceeding the page limit will be disregarded and will NOT be evaluated.

Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific Instructions. Page limits for Annexes, if any, are specified below. The authorized Annexes are summarized in the table below.

1.0 VOLUME 1: TECHNICAL

The Offeror shall provide all information and data required to conduct a thorough and complete technical evaluation. The Offeror shall address the following in the proposal:

1.1 Sample Task

1.1.1 ORGANIZATION OVERVIEW

The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Missions Solutions (SCMS) Division operates as an organic lead systems integrator. As such the daily interactions between SCMS and its contracted vendor rely on open and frequent communications between the vendor and the individual Government Project Lead (GPL) assigned to complete the work. The nature of the SCMS customers and the speed of technology dictate an evolutionary approach to system requirements definition, solution definition, fabrication and installation. The typical cycle for an SCMS project is 6 to 24 months which demands a highly tailored acquisition and implementation approach. The final product in any effort will result from an iterative approach involving updates to user requirements, material solutions and support requirements. This sample task should be approached from the perspective that the vendor has a very active role supporting the government in the development of documentation. The vendor will be relied upon to provide reliable, accurate and timely documentation and the workforce to conduct the labor. The GPL will be responsible for final decisions and for collaborating with vendor and customer prior to approving work to commence and/or continue. The goal of this sample task is for the Government to determine that the offeror has skillsets in the domains identified by the PWS/SOW and understands the SCMS/vendor/customer paradigm, as well as the compressed and tailored approach required.

1.1.2 SCENARIO BACKGROUND

The NAWCAD, SCMS Division is performing work for the United States Special Operations Command (USSOCOM) to integrate new C5ISR technologies onto existing tactical systems to include rotary wing, transit case, land and marine platforms. USSOCOM’s objective with this effort is to rapidly upgrade existing platforms with a common C5ISR capability that exploits the latest SOF unique, DOD, and commercial technologies. The USSOCOM strategy is to develop integration kits that have both common and platform specific components that can be installed by CONUS and OCONUS installation teams with minimal external support. USSOCOM has a high tolerance for risk and strongly supports the rapid development and fielding of the latest government and commercial technologies.

The SCMS tasking includes identification and analysis of SOF appropriate technologies, development and testing of platform specific C5ISR kits, and integration and fielding of these kits into 12 deployable command posts, 16 Combatant Craft, 120 armored vehicles and 12 Rotary Aircraft to meet deployed and enroute SOF command and control requirements. SCMS has 18 months to complete development, integration, and fielding of all 160 systems and has decided to break the effort into two phases. Phase 1 is the development, testing, and production of two (2) Prototype Kits for each of the platforms within 6 months After Receipt of Order (ARO). Phase 2 is the production, installation and fielding of the Kits into all of the platforms within 12 months ARO. Note that only one (1) Prototype Kit design is required, but two (2) Prototype Kits are to be produced for each of the platforms.

1.1.2.1 The Offeror shall incorporate the following assumptions while preparing their response:

1. Government will provide GFE for testing any major end item components identified by the offeror.

2. The current Command Post C5ISR system is a two man lift portable transit case based system. New transit case based systems are acceptable.

3. There are multiple Common Operating Picture subsystems offered by competing vendors. Offerors are required to evaluate any potential subsystems during Phase 1.

4. The four required platforms are: 1) HMMWV Based Armored Vehicle; 2) Transportable Cases; 3) Combatant Craft Medium; and 4) Rotary Wing Aircraft. No additional information regarding a specific platform is required during Phase 1 for the conceptual design, testing, and production of the prototypes.

1.1.2.2 The offeror shall design and develop C5ISR integration kits to be installed on the four (4) required platforms identified above. The kits shall consist of major components, ancillaries, hardware, software, cables, mounts, installation hardware and material, drawings, and work instructions. The offeror shall incorporate the following actions or events into their response:

a.Evaluate and identify major component end items and subsystems
b.Perform risk analysis of proposed technologies, subsystems
c.Conduct a combat evaluation of the COP subsystem
d.Develop design, drawings and work/installation instructions
e.Produce (2) each Prototype Kits
f.Develop Test Plans and Procedures
g.Conduct technical reviews
h.Develop Operator Cards
i.Propose technology and capability opportunities beneficial to SOF Missions with associated risk/reward trade-offs
