Government Answers to Industry Questions (Amendment 0003)
1. Will the government allow vendors to reorganize The Past Performance Matrix (Attachment 10) into rows rather than columns?
The attachment shall stay as is. However, the height of individual columns on the Past Performance Matrix may be adjusted by Offerors as needed.
2. Attachment_9_Workforce_Quals_Staffing_Plan shows twelve (12) TF CFT positions. TO 0001 SOW describes thirteen (13) positions (4.4.7.1 – 4.4.7.3), one of which does not have a location assigned (4.4.7.6). What position # does SOW Task 4.4.7.6 correlate to?
The 13 task areas in Section 4.4.7 are currently supported by twelve positions. The tasking under 4.4.7.1 can be accounted for by Total Force positions located in San Diego, CA and/or Norfolk, VA. The SOW has been updated accordingly in Amendment 0003. Additionally, the required location for task 4.4.7.6 (San Diego, CA) has been noted in the TO 0001 SOW for clarification. Task 4.4.7.6 is currently accounted for in the Staffing Plan within the Total Force Cross Functional Team (TF CFT) with required domain expertise of MPTE.
3. Section L, 1.0 Instructions for Submission of Proposals, Paragraph 1.1 (page 63) of the RFP states “the Offeror will ensure that each volume submission, including the Price/Cost Volume, includes a separate CD-ROM. For example, for Volume 1, Offerors shall submit 1 original and 3 hardcopies. Additionally, Offerors shall submit 4 CD-ROMs for Volume 1 (1 CD with each copy).”
Table L2, 3.3 Proposal Organization and Page Limits (page 64-5) states in the “Copies Required” column the following requirements for Volumes 1, 2 and 3 – “1 original and 4 copies”. There is no CD-ROM requirement listed I the table for those volumes. CD-ROM requirement is only listed for Volume
Please confirm the number of hard copies and CD-ROMs required for each volume of the proposal.
Section L, 1.0 Instructions for Submission of Proposals, Paragraph 1.1 is revised to read “the Offeror will ensure that each volume submission, including the Price/Cost Volume, includes a separate CD-ROM. For example, for Volume 1, Offerors shall submit 1 original and 4 hardcopies. Additionally, Offerors shall submit 1 CD-ROM for Volume 1 (1 CD with each Volume).” Consequently, Table L2, 3.3 Proposal Organization and Page Limits has been updated to list the CD-ROM requirement for Volumes 1, 2, and 3. Please see Amendment 0003.
4. Section L, 1.0 Volume 1-Offer Letter/Section K, 1.1 Offer Letter (page 65) states “Identify at a minimum the solicitation number, enclosures being transmitted, proposed subcontractors and team members to be utilized under the task order, the CAGE code, DCMA, DCAA, and DFAS point of contacts and Department of Defense Activity Address Codes (DoDAACs) for the prime contractor and all proposed subcontractors and team members...”
Table L2, 3.3 Proposal Organization and Page Limits (page 65) provides a 5 page limit for the Offer Letter.
Would the Government consider removing the requirement for DAFAS POCs and DoDAACs information for subcontractors, since their payments do not come directly to them from the Government? Also, would the Government consider removing or increasing the Offer Letter page limit for offerors, since the 5 page limit may not provide enough space for offerors with large teams?
The page limit for Section L, 1.0 Volume 1-Offer Letter/Section K, 1.1 Offer Letter is removed from Table L2, 3.3 Proposal Organization and Page Limits and is replaced with “No Page Limit.” However, the content required shall remain the same. Please see Amendment 0003.
