Text version

1. Is an Offer Letter required? Usually it is Volume 1.

“An offer letter is not required.”

2. Pages 108 and 109: Are the tripwires correct for the Junior and Senior positions since they are the same amount?

“The tripwires in Section M are correct for the Junior and Senior positions.”

3. Section L, para 2.0, page 94, 2nd paragraph: Should “Past Performance Questionnaire, Attachment P5” be “Past Performance Matrix, Attachment P4”?

“Past Performance Matrix, Attachment P4 is the correct reference.”

4. Section L, para 2.0, page 94: Please clarify if Past Performance Questionnaires are required if

CPARs are available

“Please see the last sentence under Section L, paragraph 2.0 Volume 2 - Past Performance:

“FOR CONTRACTS THAT ARE CURRENTLY IN THE CONTRACT PERFORMANCE ASSESSMENT

REPORTING SYSTEM (CPARS), AND FOR WHICH ANNUAL REPORTING HAS BEEN PERFORMED, DO

NOT SEND THE PAST PERFORMANCE QUESTIONAIRE (P5) TO THE CUSTOMER. FOR CONTRACTS

THAT HAVE BEEN COMPLETED AND FINALIZED IN CPARS, DO NOT SEND THE PAST

PERFORMANCE QUESTIONNAIRE (P5) TO THE CUSTOMER.””

5. Section L, Part A, para 5.0, p91-92: Are all like volumes to be packaged together or a full set of

Volumes 1, 2, and 3 packaged together? Please clarify packaging requirements.

“Section L says: “The Offerors shall package the proposal volumes in cartons or equivalent packaging containers in the most efficient manner possible, grouping like volumes to the maximum extent possible.””

6. Section L, Part B, para 3.7.4 and 3.7.5: 4% of spaces at Pentagon equals 1.86 FTEs but para 3.7.5 states there are 3 spaces at Pentagon – please clarify how many FTEs are at Pentagon.

“The following corrections will be made via solicitation amendment:

para 3.7.4 - NAS PAX: 92%, Pentagon: 6%, Contractor Facility: 1% para 3.7.5 – should read 46 spaces”

7. Are interim secret clearances acceptable at contract award?

“No. See Section C, Statement of Work paragraph 10.1.”

8. Will overtime pay be available to members of the guard force?

“No overtime will be available. It is a contract requirement to be staffed 24/7/365 by guard positions.”

9. Section L, 2.0 requires proposals to be compatible with Microsoft 2007. Is Microsoft Office 2010 compatibility acceptable?

“Microsoft Office 2010 documents are acceptable as long as they can be opened with Microsoft 2007.”

10. For the Guard labor category, does an undergraduate degree negate the requirement for any years of experience?

“For the “Guard” labor category, “Substitution: An undergraduate degree from an accredited college can be equivalent to four (4) years of general experience.”

11. The labor category description lists “Acquisition Specialist” and the labor hours chart lists “Acquisition Analyst”. Which is correct?

“Acquisition Specialist “

12. Is it acceptable to provide a past performance citation for a subcontractor who does not meet the criteria for a principal subcontractor?

“No. The offeror shall comply with the past performance requirements described in Section L, paragraph 2.0 Volume 2 - Past Performance.”

13. The government has indicated in Section M, Part B that “no strengths will be given for exceeding minimum security clearance levels”. Section L of the RFP requires key resumes must demonstrate that the employees “meet or exceed the key labor category requirements outlined in Section C”. The RFP language is unclear, as the offeror is encouraged to provide candidates that exceed qualifications, but the government is only valuing strengths in years of experience and education, when the clearance and access qualifications are equally as important to the successful execution of PMA-274’s mission.

“The RFP regarding “no strengths will be given for exceeding minimum security clearance levels” is correct; however, the offeror is reminded that the Government has other ways of crediting beneficial proposed approaches such as a “risk reducer”.”

“Or exceed” will be removed from the Section L mentioned above via solicitation amendment.

14. Per Enclosure 2 of DoD Instruction 5210.87, “Selection of DoD Military and Civilian Personnel and Contractor Employees for Assignment to Presidential Support Activities”, the guards requested as part of this solicitation are to be considered “Category Two”. This determination is made per the definition in paragraph E2.2.8.1: “Employees of contractor firms who provide recurring services or who require unescorted access to Presidential support areas, activities, or equipment--including the maintenance of the Presidential retreat or Vice President's residence, communications, aircraft, or facilities”. Based on this determination, the need for Yankee White access clearly exists. The above referenced instruction mandates that Category Two personnel must have a favorably completed SSBI within 36 months preceding selection for Presidential support duties. Given this requirement, the clearance table listed in Section C, paragraph 10 of the RFP lists a conflicting requirement, in that the Access Control Team must have a Secret clearance. DoD Contractors, per the NISPOM instruction, cannot process an SSBI investigation if the employee is only required to have a Secret clearance. Can the government please clarify their intent for meeting the requirements mandated by the DoD Instruction and how that will affect the derived requirements for contractor personnel?

“The investigative process for obtaining a favorable determination for a Secret Clearance does not include the requirement to conduct a Single Scope Background Investigation (SSBI).

The investigative process for obtaining a favorable determination for Yankee White (YW) DOES include the requirement to conduct a SSBI.

So, Contractors will submit the request for a SSBI to meet YW requirements (per the DoD Instruction), NOT for meeting the Secret Clearance requirement (per the NISPOM). These are two completely separate issues: Secret Clearance versus YW Access.

Contractors need to comply with both requirements, DoDI 5210.87 for submission of YW for those personnel requiring YW; AND NISPOM for submission and attaining Secret and Top Secret Clearances.”

15. Section L, paragraph 2.0 states that the offeror shall complete a Past Performance

Questionnaire (PPQ), Attachment P5, for each past performance reference. In a subsequent paragraph, the government indicates that PPQs are not required if CPARs are available in the Past Performance Information Reporting System (PPIRS). Was it the government’s intent that offerors are to complete Attachment P4, Past Performance Matrix for each reference? Also, could the government please provide Attachment P5, as it was not included in the RFP release package?

“Yes, offerors are to complete Attachment P4, Past Performance Matrix for each reference.

Attachment P5 will be uploaded to FBO via an amendment to the solicitation.”

16. The RFP requires the submission of Past Performance Questionnaires (PPQ). Section L and Section J indicate that the PPQ template should be provided in Attachment P5. No Attachment P5 was issued with the solicitation or the subsequent amendment. Would the Government please issue Attachment P5 and consider an extension to the proposal submission deadline so that offerors’ customers have adequate time to complete the required PPQ form.

“Attachment P5 will be uploaded to FBO via an amendment to the solicitation. No extension will be granted, the Government will review PPQ submissions as they are submitted from the customers even after the proposal submission deadline.”

17. Section L.3.3, 2nd paragraph states, “Complete Attachment P7, (Fully Burdened Labor Rates), detailing the fully burdened labor rates for all prime contractors and their subcontractor personnel. Fully burdened labor rates are defined as direct labor rates plus all applicable burdens, to include indirect rates, fee, and subcontractor pass-through costs where applicable.

For subcontractor labor, the fully burdened labor rates shall be inclusive of any pass-through charges (e.g., subcontractor handling, fixed fee on subcontractor labor, etc.) applied by the prime contractor. Some labor categories identified may be subject to NAVAIR tripwires as identified in Section M. Offerors are strongly encouraged not to exceed the labor rate tripwires, however if they do, the Offeror shall identify the rate(s) in excess and provide rationale that justifies the higher rate(s) as reasonable.” Does the Government intend to issue a new Attachment P7 to reflect the Fully Burdened Labor Rates spreadsheet?

“Attachment P7 will be replaced with the correct document via solicitation amendment.”
