AIR-6.7 Industrial and Logistics Maintenance Planning Support (Cherry Point) Solicitation Number: N00421-15-R-0066 Questions

1. Request for the Government to reassess the labor category ceilings to ensure new requirements can be supported as these platforms evolve along the acquisition life cycle.

The Government has taken this request into consideration and is currently reviewing the estimated level of effort (LOE). A revised LOE will be included in the final Request for Proposal (RFP) if the Government makes such a determination.

2. Request for the Government to review the SOW to ensure Reliability Centered Maintenance (RCM) requirements are being met.

The Government has reviewed the Statement of Work (SOW) and has made a determination that the requirements under the tasking do meet the requirements for this contract vehicle. The Government is currently exploring acquisition strategy options for the procurement of RCM support services.

3 - The FBO synopsis and draft Statement of Work (SOW) differ with regard to potential customers, i.e., U.S. Air Force and FMS. Request clarification.

· FBO synopsis. “The potential customers include, but are not limited to, AIR 6.0 Competency and Business Unit, PEO(A), PEO(T), PEO(U&W), PEO(JSF), AIR-1.0, U.S. Air Force and FMS.”

· Draft Statement of Work.

· Paragraph 1.4 “The potential customers include, but are not limited to, AIR 6.0 Competency and Business Unit, PEO(A), PEO(T), PEO(U&W), PEO(JSF), and AIR-1.0.”

· Paragraphs 3.1 through 3.6 include FMS

The Government has reviewed the documents and made the necessary revisions, to be included in the final RFP.

4. Since it is assumed that potential customers include U.S. Air Force and FMS, request clarify the Draft SOW Paragraph 1.5 “This program utilizes the following types of funding: Research, Development, Test and Evaluation, (RDT&E), Aircraft Procurement, Navy (APN), Operations and Maintenance [and] Navy (O&MN)” to include appropriate Aircraft Procurement (AP), Operations and Maintenance (O&M), and Foreign Military Sales (FMS) funding types for U.S. Air Force and FMS customers/support efforts.

The Government has reviewed the documents and made the necessary revisions, to be included in the final RFP.

5. Incumbent and Current Contract Info The current contractor is Zenetex, and the current contract number is N00421-11-D-0039.

6. Understanding that there will be a Sample Task, will it be comprehensive enough in nature to address all competency requirements outlined in the five funded areas of the draft RFP? How will FMS requirements be handled as there are no specific taskings outlined?

The Government developed the sample tasks with the intention of capturing the essential elements necessary to provide prospective offerors the opportunity to show their understanding and capability to perform the requirements of the Statement of Work (SOW).

7. Reference 3.1.8 Metrology and Calibration: Since the Navy Call center is in Corona, CA how does this tasking interface with them? Also, request further explanation on the Navy Call Center's involvement with the Tech Directive and ECP process would be helpful.

If the Government contracts out any metrology and calibration efforts it will be to support the FST in these efforts. If any interaction is required with Corona, it will most likely be made by the FST.

3. Reference 3.2.8 Integrated Warfighter Support Community (IWSC)/Warfighter Response Center (WRC) - with the employment of requisite policies, processes, procedures, tools, SWPs, etc. the contractor shall:

a. Is this tasking in support of the current WRC in China Lake or is this a standalone system?

b. What data do we use now that RCM is no longer part of the tasking? It appears that this task cannot be performed without RCM.

c. This task appears to be talking to the development and maintenance of the Integrated Warfighter Support Community (IWSC)/Warfighter Response Center (WRC) infrastructure. Is this correct?

Please refer to Question #2. This section applies to CSS support related to future initiates that are reviewing Ready Basic Aircraft (RBA) Gap analysis to look for new and inventive ways to address improvements for out of reporting of aircraft. Anything that we can do to improve aircraft availability for the fleet we consider in our analysis. Some of the solutions may have to be supported by RCM, and we would work closely with the RCM group in those cases.
