Industry Questions RFP # N00421-15-R-0052
Part I
1. Section L, Part A, General Instructions, Paragraph 1.0, General, page 101. A “principal subcontractor” and “team member” are defined; however, there is no definition for a “critical subcontractor.” Please provide the critical subcontractor definition.
The Government does not intend to use critical subcontractor for this solicitation.
Section L, Instructions, Conditions and Notices to Bidders, Part B Specific Instructions, 3.1 General, Paragraph 3.1.1, page 108. At least five (5) past performance summaries should be identified for efforts similar to those performed by the Offeror, the Offeror’s principal subcontractors, and the Offeror’s team members. However, the last sentence in that paragraph states at least three contracts should be included for the prime contractor. Is this intended to mean of the five required summaries, at least three should be from the Prime Contractor?
Yes
2. Section L, Instructions, Conditions and Notices to Bidders, Part B Specific Instructions,
3.1 General, Paragraph 3.1.2, page 108. Past Performance Questionnaires shall be forwarded within two weeks from the RFP release date with enough lead-time so that responses can be received by the Government concurrently with the Government’s receipt of the Offeror’s Past Performance information submitted as per paragraph 4.1 and 4.2. Page 104 addresses the submittal date for the Past Performance information as 7 days prior to the closing date, but paragraphs 4.1 and
4.2 are not included. Are paragraphs 4.1 and 4.2 inadvertently missing or should the correct reference be Paragraph 4.0?
Section L, Part B para 3.1.2 reference will be corrected via Amendment.
3. ,Section L, Instructions, Conditions and Notices to Bidders, Part B Specific Instructions, 3.1 General, Paragraph 3.1.2, page 108. Paragraph 3.1.2 states Offeror’s shall forward PPQs to the COR/TPOC within two weeks from RFP release date which would be 5 May. Further, instructions shall be provided for the customers to send the completed questionnaires which would be 19 May 2016. Paragraph 3.1.2 also states that submittal information is provided at the top of the questionnaires; however, there is no “Due Date” specified on the PPQ. Should “19 May 2016” (3 days after Volume 3 due date) be input at the top of the Questionnaires?
Attachment P5 due date will be updated.
4. Section L, Part B, Specific Instructions, Volume 3, Past Performance, Paragraph 3.1.2, General, page 108. A Past Performance Questionnaire (Attachment P6) is required for all contracts that do not have CPARS Reports. Please confirm no PPQ is required if a CPAR report is on record and visible in the CPARS system.
Yes, PPQ is required for all contract identified which do not have CPAR reports. No PPQ is required if CPAR is on record.
5. Attachment P4, Past Performance Matrix. The “Work Description” column is extremely narrow and therefore causes the overall page count to increase. Is it acceptable to adjust the column widths within the overall table, but remain within the current table margins?
Yes, the work description column can be adjusted.
6. Section M, Evaluation Factors for Award (Services) (MAR 2013), Part B, Specific Information, Paragraph 3.0, Price/Cost, Paragraph 3.6 on page 125. The tripwire rate for the “Logistics Engineer, Senior” is specified at $110 per hour. Instead, should the NAVAIR tripwire rate be $140 per hour and reference the “Engineering” Functional Area?
Logistics Engineer, Senior functional Tripwire rate will be updated via Amendment.
7. Section C, Statement of Work, Paragraph 3.13.11, Functional Area on page 26 – CDRL
A014 is identified as Training Evaluation Document (CDRL A014); however, DD Form 1423-1, CDRL A014 lists it as Training Evaluation Document/Test Data. Please provide the correct title.
CDRL A014 will be updated via Amendment.
8. Section C, Statement of Work, Paragraph 13.0, Quality Surveillance and Performance
Standards on page 43 – Subparagraph 3.2 states the Government will evaluate contractor performance for Small Business Compliance. Since the resultant contract is a Small Business Set Aside procurement under NAICS 541330 ($38.5M), it appears no evaluation criteria would be required for Small Business Compliance. Please confirm.
Yes, that is correct.
9. Section C, Statement of Work, Paragraph 15.1.2, Labor Category Qualifications, Computer Operator I, page 50 – The education and experience for the Computer Operator I references the Department of Labor functional description; however, no
Service Contract Act (SCA) Area Wage Determination (AWD) is identified in Section J.
Should the SCA AWD minimum rate of $18.92 per hour for SCA Code 14041 apply to this category and if so, will an AWD be incorporated?
The Solicitation is accurately written. The Government do not intend to incorporate Wage Determination for this requirement.
10. Section C, 15.0 Personnel Requirement, paragraph 15.1.2 Labor Category
Qualifications, page 50 – The Draft SOW that was issued October 28, 2015, stated the Education requirement for a Sr. Program Manager was an “MS or MA degree in a Business, Management, or Relevant Technical Discipline.” The Sr. Program Manager Education requirement on page 50 of the final RFP is an “MS or MA degree in a Business, Management, or Mathematics or Sciences”, thus Engineering or Technical degrees could be seen as not complying with the requirement. Would the government consider revising the Education Requirement to read: “MS or MA degree in Business, Management, Mathematics, Sciences or Engineering”?
The Solicitation requirement is accurately written.
11. Section E, Inspection and Acceptance, page 54 – Should CLIN 0001 read “N/A” for columns 1-3; and CLIN 0002 read “Destination”/”Government”/”Destination” for columns 1-3?
Section E, Inspection and Acceptance will be updated via Amendment.
12. Section F, Deliveries or Performance, page 56 – CLINS 0001 through 0019 are identified; however CLINS 0020-0022 appear to be missing. Please clarify.
Section F, Deliveries or Performance will be updated via Amendment.
13. Section F, Deliveries or Performance, page 56 – It appears CLIN 0001 delivery date should be “N/A” and CLIN 0002 should be “POP 24-OCT-2016 TO 23-OCT-2021”.
Please confirm.
Section F, Deliveries or Performance will be updated via Amendment.
14. Section F Delivery Information on pages 56-57; Clause 5252.211-9507, Period of
Performance on page 57; and Clause 5252.215-9503, Anticipated Award Date (NAVAIR) (FEB 1995) on page 100 – The period of performance is shown as 24 October 2016 whereas the anticipated award date is 17 August 2016. Will the transition period occur from 17 August 2016 through 23 October 2016?
Clause 5252.215-9503 anticipated award date will be updated via Amendment.
15. Section L, Part A, Paragraph 2.0, Proposal Format, page 101 – One complete copy of the proposal shall be provided to the PCO as electronic files in MS Office 2010.
Section L Part A 3.0 states that each volume is to have two CD copies to be delivered with the originals and copies. Are the PCO CD ROMs in additional to those listed in Section L Part A- 3.0?
Section L Part A- 3.0 includes PCO CD ROM. Section L Part A -2.0 is updated to clarify the requirement.
16. Section L1, Part B, Specific Instructions, Volume 1, Executive Summary, Item v, page 105 – An Affirmation of no Exceptions, Deviations or Waivers is required “if Volume 6.0” is not being submitted. It appears this statement contains a typo and should read “if Volume 5.0” is not being submitted. Please confirm.
Section L1, Part B, Specific Instructions, Volume 1, Executive Summary, Item v will be updated via Amendment.
17. Section L1, Part B, Specific Instructions, Volume 2, Technical, 2.2(d), page 108 – If an
Offeror’s cost proposal reflects a Key personnel substitution in option years, should those resumes also be submitted in the proposal for evaluation in lieu of proposing perspective hires for option year performance?
Yes. Furthermore, the technical and cost volumes should be consistent.
18. Section L1, Part B, Specific Instructions, Volume 4, Price/Cost Proposal, 4.1(a), page 109 – This instruction requires Section B prices to be provided separately in one digital data copy in MS Office 2010 Excel format on CD-ROM media. Is it acceptable to provide Section B using the .pdf document from the Solicitation in lieu of an Excel format? If so, does this CD count as one of the 2 CDs required for Volume 4? Please clarify.
Section L Part B- 4.0 has been updated to clarify the requirement.
19. Section L1, Part B, Specific Instructions, Volume 4, Price/Cost Proposal, 4.3, page 111
– The RFP skips from 4.3.4 to 4.3.6. Paragraph 4.3.5 was left out. Please correct the numbering.
Section L1, Part B, Specific Instructions, Volume 4, Price/Cost Proposal, 4.3 numbering will be updated via Amendment.
20. Section L2, Government Furnished Information, Paragraph 1.0, ODCs, page 114 – It appears the Travel/Material CLINs for Year II-Year V should read CLIN 0008 and CLIN 0015 vice CLIN 0007 and 0013, respectively. Please confirm.
Section L2, Government Furnished Information, Paragraph 1.0, ODCs table will be
21. The requirement to provide a resume for any proposed Key Personnel would require the submission of approximately 37 resumes. Would the Government consider reducing the number of resumes required, for example, in cases where there are >5 individuals in a category or the requirement includes a part time individual based on the Government estimate of hours and the definition of a work-year (1920 hours)?
No, the Solicitation is accurately written.
22. Under Proposal Submission in Section l , the solicitation states “The submission date for all Volumes shall be no later than the date and time specified in Block 9 of Standard Form (SF) 33 of the RFP.” Will the Government be issuing a SF 33 with the appropriate data included?
The Solicitation has been updated via Amendment.
23. The solicitation states “Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at may.dimitrov@navy.mil <mailto:may.dimitrov@navy.mil> and the contracting officer at stephanie.dunlap@navy.mil <mailto:stephanie.dunlap@navy.mil> . Please submit any questions within 10 calendar days of the date this solicitation is issued.”
Assuming multiple questions will be submitted by 1 May 2016 that will require some time for the Government’s response and that these may result in significant changes to the RFP requirements, will the Government consider extending the submission date to allow sufficient time for Offerors to prepare a responsive proposal?
The proposal due date has been updated via Amendment.
24. Since this is a paper submission (with CDs), is it acceptable to modify Attachment P6 to include all years on a single spreadsheet rather than having multiple tabs for the outyears? Given that subcontractors follow the same format, this will reduce the volume size and assist the Government during proposal evaluation. Please advise.
The offeror shall submit Attachment P6 format that is provided in section J.
25. L, Part A, 2.2, 2.2.1 (a) 107of 128 Key Personnel Resumes The RFP states, “The Offeror shall submit a list of proposed candidates for the designated key labor categories.
(a) For any proposed Key Personnel provide a resume of the work assignments, training, etc., that demonstrates the experience and specialized qualifications of each key person proposed.”It is the offeror’s assumption that only one resume per key labor category (Acquisition/Operations Logistics Manager/Onsite Lead, Senior; Logistics Manager, Senior;
Logistics Analyst, Senior; Logistics Engineer, Senior; Program Manager, Senior) is required.
If this is not accurate, please clarify in more detail with labor categories and how many resumes for each category are required.
The offeror is required to provide a resume for each individual key personnel employee that is proposed for this requirement.
