SF33
The due date listed in line item 9 of the SF33 is 04 May 2017. However, the date listed on Fed Biz Ops identifies 15 June 2017 as the date for submission.

Will the Government please provide an amendment to reflect the corrected due date?

Due date for proposal submission is:

15 June 2017 no later than 2:30pm Eastern Standard Time or 1430 military time.

Section L – A.2.0. Proposal Format
Section 2.0, Proposal Format states that graphs shall be no smaller than a 10 pt. font. However, next sentence states that Graphic resolution should be consistent with the purpose of the data presented.

Will the government please confirm that a size 8 point font would be acceptable for graphics?

The acceptable font size for graphics is no smaller than 10 point font.

Section L – B.2.1
Section L.B.2.1 references Attachment P3 as the Past Performance Information Form to be provided for each reference in the Past Performance volume. Section LB.2.1 also references a Contractor Performance Assessment Questionnaire (CPAQ), Attachment P4, to be submitted to the Government Program Manager for each past performance reference that does not have a CPAR.

Attachment P3 that was released by the Government on 12 May 2017 is titled “Past Performance Questionnaire Package for Services” and the content requested within this attachment seems more consistent with the CPAQ than the PPIF, including completion of a performance evaluation survey.

(1) Will the Government please confirm that the Attachment P3 released on 12 May 2017 is the correct PPIF for the Volume 2 – Past Performance submission?

(2) Will the Government please confirm that the Attachment P4 provided with the initial Solicitation release is the correct CPAQ Form to be submitted to Government Program Managers for past performance references, as needed?

The P3 and P4 attachments will be reposted with the correct documents that are required for this Solicitation.

Section L.3.7.1. ODCs
In L.3.7.1 ODC’s, the Government provides ODC values for informational purposes only and indicates that the offeror should propose costs/prices for ODC CLINs that it determines reasonable or appropriate. Given that the Solicitation for this procurement is intended for award of an Indefinite Delivery, Indefinite Quantity (IDIQ) based contract with specific requirements and tasking to be identified at the task order level, sufficient information (e.g. # of required trips, duration of trips, and material requirements) is not available to reasonably estimate ODCs (Travel and Materials) for the IDIQ Contract.

To avoid potential under-estimation of contract ceiling associated with these costs; will the Government instead require that all Offerors propose the ODC values provided in this section as Not-to-Exceed unburdened values?

No changes will be made to the ODCs in Section L 3.7.1.

“The values provided above are for informational purposes only. The Offeror should propose costs/prices for the ODC CLINs that it determines reasonable and appropriate. If it is the Offeror’s accounting practice to apply (and invoice for) burdens with regards to ODCs, then the Offeror shall propose the ODC amount plus the addition of the applicable burdens. If the Offeror chooses not to burden ODCs, then the Offeror shall propose an H-clause to identify this special term and condition. (NO FEE SHALL BE APPLIED TO ODCs).”

Section 12.4.1.2 Engineer/Scientist, Senior (Key)
Question: The RFP identifies the requirement for two Engineer/Scientist, Senior positions as Key Labor Categories. The labor qualifications include specific experience in IFF equipment, systems and subsystems, and advanced identification waveforms. The labor qualifications do not however address experience relative to NCTR which is also a key component of the RFP Statement of Work.

Will the Government please consider identifying one of the Key Engineer/Scientist labor categories as requiring specific experience in NCTR equipment, systems and subsystems?

There will be no changes made to Section 12.4.1.2 labor qualifications in the SOW.

Section L.3.7.2. Labor Hours
In L.3.7.2 Labor Hours, the Government provides historical data and indicates that it is expected that the Offeror will propose a mix of labor categories based on its understanding of the work being requested. Given that the Solicitation for this procurement is intended for award of an Indefinite Delivery, Indefinite Quantity (IDIQ) based contract with specific requirements and tasking to be identified at the task order level, sufficient information (e.g. tasking and requirements) is not available to reasonably estimate level of effort and labor (functional and skill) mix for the IDIQ Contract.

To avoid challenges associated with evaluating labor estimates that will vary significantly in Total CPFF as a result of varying assumptions being made by Offerors relevant to requirements and tasking for the IDIQ Contract, will the Government require that hours identified by labor category, ordering period and CLIN as identified in the referenced RFP section be proposed by all Offerors to develop the evaluation cost estimates to ensure a level playing field?

There will be no changes to Section L 3.7.2 in regards to the Labor Hours provided.

“The estimated hours below are based on Government historical data inclusive of options for the entire work effort. It is expected that the Offeror will propose a mix of labor categories based on its understanding of the work being requested. A work-year is defined as 1920 hours exclusive of holidays and leave, and shall be utilized for proposal purposes.”

Section L.3.7.2
The line item for TOTAL HOURS Subtotal in the table provided by the Government in L.3.7.2 is 469,440. However, the reference in the preceding paragraph states that the Government estimate is 450,240 hours for the entire performance based work effort.

Will the Government please confirm that the total hours is 469,440?

The correct estimated total Labor hour is: 469,440.

The sentence in Section L 3.7.2 will be corrected to state:

The Government estimate is 469,440 hours for the entire performance based work effort.

Section L – 3.0 Proposal Content and Volumes
In Section L.B.1.1.2, the Sample Task Instructions and associated submission requirements are included as part of Volume I Technical, 1.1 Understanding of the Work. In the table provided in section L – 3.0 Proposal Content and Volumes, there is no distinction or additional page count for the Sample Task.

To allow Offerors to adequately respond to the Sample Task Requirements, will the Government please add a separate page limit of 10 pages for the Sample Task in addition to the 40-page limit for Understanding of the Work?

There will be no added pages for the Sample Task this is part of the Understanding of the Work.

“Understanding of the Work - 40 pages

Workforce – Key Personnel (2 pages per resume)

Management Plan - 20 pages”
