COMBAT INTEGRATED & IDENTIFICATION SYSTEMS DIVISION

SYSTEMS ENGINEERING AND TECHNICAL SERVICES

1.0 INTRODUCTION. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, St. Inigoes, is engaged in the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistics support of Combat Identification; Non-Cooperative Target Recognition (NCTR); Air Traffic Control (ATC) equipment, systems and subsystems; and advanced technologies development. The purpose of this contract is to provide the Combat Integration & Identifications Systems (CI&IDS) Division with the engineering and technical services essential to these mission functions in the field of Navy/DoD/commercial activity Combat Identification and ATC systems.

1.1. SCOPE. The Contractor shall provide systems engineering, engineering, integration, and technical support services to NAWCAD Patuxent River, St. Inigoes. These services shall support the Combat Integrated & Identification Systems (CI&IDS) Division in research and analysis, technology assessment, requirements analysis, risk analysis, performance analysis and design engineering, test bed design and development, system test and evaluation, interface engineering, system integration engineering, installation and checkout planning, field engineering and technical support, engineering documentation, training services and quality assurance. The services performed on this contract support NAWCAD tasking for programs sponsored by the Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Sea Systems Command (NAVSEA), Naval Inventory Control Point - Mechanicsburg (NAVICP-M), other Department of Defense (DoD) agencies, United States Coast Guard (USCG), commercial entities and Foreign Military Sales (FMS).

2.0 APPLICABLE DOCUMENTS. The following documents are provided for reference only. The Contractor is encouraged to submit alternatives to specifications and standards cited; however, any proposed alternatives shall satisfy requirements of the SOW without compromising the program integrity. 3.0 TECHNICAL REQUIREMENTS. The following paragraphs describe services to be performed under this contract. The Contractor shall report results of surveys, analysis and associated technical data in accordance with Exhibit A. Performance of work shall be measured in accordance with the Contractor Surveillance Plan (CSP). Services shall require performance at the Contractor's facilities, at Government or other Contractor facilities and laboratories, and aboard U.S. Navy and Coast Guard ships and those of FMS customers.

3.1. RESEARCH AND ANALYSIS. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the Government in the research and analysis of Commercial Off-the-Shelf (COTS) hardware and software products for incorporation into new and existing systems. The contractor shall investigate potential hardware and software solutions for systems under development. The contractor shall analyze potential product modifications for fielded systems and shall track and maintain in-service and out of production systems. Such efforts shall include evaluating existing systems and equipment for possible improvement, as well as examining existing requirements and obsolescence issues for new and existing systems and equipment. The systems and equipment shall fall within the fields of Combat Identification (CID) and Air Traffic Control (ATC), including all Air Space Management, Aircraft Surveillance, Frequency Assignments (Radio Frequency Authorization's (RFA's), and Frequency Certifications (Certifications for Spectrum Support) efforts. These systems shall ultimately be required to interface with sensor and weapon systems/equipment. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.1.1. Evaluate the adequacy of COTS equipment and systems to meet current and future requirements with normal growth considered of developmental, in-production, and in-service systems.

3.1.2. Evaluate COTS solutions for operability, interoperability, reliability, and maintainability of developmental, in-production, and in-service systems in intended environments. (A001)

3.1.3. Evaluate new technologies and software algorithms developed to improve or maintain system performance. (A002)

3.2. TECHNOLOGY ASSESSMENT. (RDT&E, OP, O&M, WCF, FMS, Non-DoD)The Contractor shall support the research of technologies that show potential to improve the mission performance or capabilities of CID and ATC systems under development. Additionally the contractor shall assess technologies for insertion into in-production systems and maintain risk mitigating technologies for in-service systems. These systems shall include all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.2.1. Obtain and review public, Government, and privately held literature, including technical expertise and recommendations from experts in the fielding of such technologies.

3.2.2. Conduct and document market research to determine availability and cost factors for COTS hardware, software, and components. (A002)

3.2.3. Assess and document current and future technologies, designs, and production capability of organic and industry production facilities. (A002)

3.2.4. Document how the identified new technology will fulfill the technical and operational mission requirements, including the criteria used to select potential solutions. (A002)

3.2.5. Provide a technical report that demonstrates the applicability and effectiveness of the systems’ criteria, clearly identifying the correlation between each potential solution and the technical and operational mission requirements. (A002)

3.3. REQUIREMENTS ANALYSIS. (RDT&E, OP, O&M, WCF, FMS, Non-DoD)The Contractor shall utilize the CORE® software suite or other Government approved technologies, additional systems engineering resources, as well as associated systems engineering techniques identified by the Government to support the Government in the development capability requirements and translate operational mission requirements into qualitative and quantitative technical requirements for systems under development and to review requirement traceability for in-production systems. Additionally the contractor shall maintain current system requirements over the lifecycle of in-service systems. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.3.1. Review program plans, test and evaluation plans, and associated mission capability packages for applicability to CID and ATC systems, including all Air Space Management and Aircraft Surveillance efforts. (A001)

3.3.2. Document concept of operations for new, planned, or in-service systems that include all inputs, outputs, data flows, and phraseology to satisfy assigned mission requirements. (A002)

3.3.3. Define specific, testable requirements upon which to base engineering and implementation efforts. (A002)

3.3.4. Conduct requirement traceability studies to assess the completeness of relationships between requirements documents and system test plans. (A001)

3.3.5. Analyze requirements derived from data gathered during requirements analysis efforts. Compare candidate solutions, discussing advantages and disadvantages of the system’s/equipment’s technologies identified above. Based on the data presented, make recommendations for future Government action. (A001)

3.3.6. Assess specified electronic systems to determine potential compatibility and interoperability with other CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts. (A002)

3.4. SYSTEM RISK ANALYSES. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the investigation of technical risks in assigned areas of CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts, and perform risk-based cost/schedule/performance assessments of technical solutions to identify the most effective mitigation strategies to mitigate identified risks. Tasks to be completed by the Contractor shall include:

3.4.1. Assist the Government with the development of project specific Risk Management Plans (RMPs) including:

3.4.1.1. Identify risk sources and categories. (A001)

3.4.1.2. Determine likelihood of occurrence categorization criteria.

3.4.1.3. Determine risk severity categorization criteria.

3.4.1.4. Identify and communicate with project risk stakeholders. (A001)

3.4.2. Identify and analyze project risks. (A001)

3.4.3. Develop achievable risk avoidance, transfer, acceptance, or mitigation strategies and plans. (A001)

3.4.4. Submit risks, including all supporting information to the project risk board. (A001)

3.4.5. Participate in project risk boards to discuss and update submitted risks and associated action items.

3.5. PERFORMANCE ANALYSIS AND DESIGN ENGINEERING. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support performance analysis, and problem identification efforts, and recommend potential solutions to Government project engineers. The Contractor shall translate system requirements into physical designs for systems under development and synthesize a technical solution for systems in-production. The Contractor shall update systems’ physical solution during their post-production lifecycle. The Contractor shall support the Government in component design engineering at the unit level on specific hardware and conduct system design engineering on new, developing or existing systems undergoing modifications. Tasks to be completed by the Contractor shall include:

3.5.1. Prepare and/or update specifications applicable to new or existing systems or components. Review requirements and specification documentation to determine if they meet design thresholds and objectives and ensure they meet standards established during component or system concept formulation and initial design phases. Update final specification for production units. (A002)

3.5.2. Identify design inadequacies within the specified component or system for the desired application (e.g., response time, frequency coverage). (A002)

3.5.3. Evaluate the component or system capability to meet design goals in an operational environment and determine if it is fully interoperable with existing systems or components. Identify risk or low-performance areas, define alternate design methodologies, and recommend design modifications. (A002)

3.5.4. Support Government technical representatives in design review meetings, systems engineering technical reviews, program reviews, and conferences/presentations where component design, system design, and/or systems engineering expertise are required.

3.5.5. Perform integration, production, or maintenance tests on new and existing components and systems. Submit test reports, procedures, and results. (A003), (A004)

3.5.6. Prepare reports providing initial component or system evaluation results, possible design improvement alternatives with associated tradeoffs, and recommended approaches. Prepare updates to documentation packages including parts lists and schematics. (A002)

3.5.7. Design, code, debug, test, and document software programs for developmental, in-production, and in-service CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts.

3.5.8. Perform system effectiveness studies to evaluate overall system effectiveness, reliability, maintainability, human engineering, and logistic supportability. (A002)

3.5.9. Assist the Government in conducting reviews of design and development products delivered by software and hardware vendors. (A005)

3.6. TEST BED DESIGN, DEVELOPMENT, AND MAINTENANCE. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the Government’s development of models and system laboratory test efforts to evaluate alternate design considerations and to provide data upon which to base a decision. The Contractor shall design test beds and implementation plans that shall include task definitions and schedules for design, development, fabrication, equipment installation and test efforts associated with the test bed for systems under development. The Contractor shall synthesize test bed tools for systems in-production and shall update and maintain test beds for in-service systems based on lifecycle design changes. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.6.1. Design and develop test beds for CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts, simulators, simulator software, and target scenarios. (A005)

3.6.2. Develop and maintain databases for test and evaluation in accordance with Government Team Lead direction.

3.7. SYSTEM TEST AND EVALUATION. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the Government in the preparation of test plans, to include integration, production, and maintenance testing. The Contractor shall support the Government in performing tests and evaluations of specified CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts, subsystems or equipment under development as well as for systems both in-production and post-production. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.7.1. Prepare detailed test procedures for testing and evaluating the specified system, subsystem, or equipment. The Contractor shall prepare test plans to establish basic requirements for and relationships among first article tests, factory acceptance tests, system integration tests, installation tests, acceptance tests, technical evaluations, operational test and evaluations, and test outlines; and provide inputs to Test Bed Implementation Plans, Test and Evaluation Master Plans, and Test and Evaluation Plans. Test plans shall be developed per DOD-Directive 5000.2 and NAVSEA S9095-AD-TRQ-010/TSTP. The test procedures shall clearly define the objectives of the test, the procedures that must be carried out by the test team to meet the objectives of the test, and the pass/fail criteria for the test, and equipment requirements. (A003)

3.7.2. Support the Government during integration, production, and maintenance test and evaluation efforts of specified systems, subsystems, or equipment following approved test plans and procedures, including vulnerability testing of new and existing CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts. Specifically, the Contractor shall:

3.7.2.1. Perform non-permanent installation of the system or equipment for U.S. Government testing at this Command or at other specified locations for test and evaluation efforts.

3.7.2.2. Perform tests at this Command and other specified locations.

3.7.2.3. Design and fabricate test aids for use in testing and evaluating the specified system or equipment. (A005)

3.7.2.4. Plan and design test vehicles and test against new or existing CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts to determine system vulnerability. (A005)

3.7.3. Utilize modeling and simulation to evaluate, analyze, and implement techniques and algorithms required for performance improvements to CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts. (A005)

3.8. INTERFACE ENGINEERING. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the Government in performing interface engineering between CID and ATC systems and combat systems and combat system elements such as radar, shipboard navigation systems, training systems, data fusion equipment, sensor correlation equipment, displays, tactical data systems, and datalink systems. This shall include the establishing system operational characteristics for systems under development and assessing existing system interfaces for systems in-production. In addition, the Contractor shall modify system interfaces as required for in-service systems based on external system interface changes. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.8.1. Liaison with system and equipment technical representatives and attend program and technical reviews.

3.8.2. Identify and correct interface discrepancies. (A002)

3.8.3. Identify responsible organizations for systems not under NAWCAD cognizance, recommend corrective action(s) to the Government Team Lead, and monitor the progress of corrective action(s). (A001)

3.9. SYSTEM INTEGRATION ENGINEERING. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the integration (rapid design incidental to the installation, customization of installation components, fabrication of components incidental to the installation, procurement of incidental materials, installation verification testing and certification, maintenance and logistics incidental to installation and grooms) of individual units and equipment into full systems for Fleet introduction. The Contractor shall develop, deliver, and maintain integration plans and integration system components for development, in-production, and in-service systems. Integration efforts may include, but are not limited to providing support in the development or revision of interface requirements and changes to the CID and ATC systems to accommodate extension of its application. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.9.1. Review engineering requirements for stand-alone production systems and system-of-systems and identify integration functions necessary to meet operational and technical requirements. (A001)

3.9.2. Review performance characteristics of existing stand-alone and system-of-systems and identify which best meets operational and technical requirements. (A001)

3.9.3. Prepare detailed installation design drawings and interface definitions for development, in-production, and in-service systems. (A006)

3.9.4. Prepare fabrication drawings and fabricate applicable interface devices. (A006)

3.9.5. Prepare an integration plan and support integration and installation for development, in-production, and in-service systems, including any necessary hardware and software development. (A003)

3.9.6. Support installation and post-test removal of for development, in-production, and in-service systems equipment or systems at the test site or onboard operational platforms.

3.9.7. Develop and provide revisions to operator and technical instruction manuals, and develop checkout procedures for development, in-production, and in-service systems. Manuals include, but are not limited to, instructions for handling, transporting, installing, operating and maintaining systems.

3.10. INSTALLATION AND CHECKOUT. (OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support production and in-service installation efforts at Government facilities, aboard ships and at various shore sites. Tasks to be completed by the Contractor shall include:

3.10.1. Provide testing and inspection of installed, modified, or overhauled CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts. Test reports shall be prepared in sufficient detail to provide objective evidence of the extent of conformance to requirements and to permit analysis necessary for further action. (A003)

3.10.2. Conduct pre-certification inspections prior to formal certification by the Government, determine the status of deficiencies in systems, and recommend appropriate courses of action. At a minimum, the Combat Systems Test and Evaluation Manual shall be used to determine pre-certification inspection procedures. (A003)

3.10.3. Conduct surveys of the operability and adequacy of in-production and in-service systems at the beginning and end of the visit. (A004)

3.10.4. Install in-production and in-service systems at ship and shore sites. All equipment installed shall conform to the requirements of the Government approved Ship Alterations (SHIPALT) documents, SHIPMAIN Entitled Modernization Process, Installation Control Drawings (ICD) and Standard Installation Type Plans for the equipment concerned. All hardware drawings shall be delivered upon installation and shall meet Level II or Level III drawing requirements as directed by the Government.

3.10.5. Test and verify system installations for proper system operability and acceptability. The Contractor shall support certification efforts of the proper installation of systems, including those by non-NAWCAD activities, in accordance with Government provided SHIPALT, SHIPMAIN Entitled Modernization Process and test procedure documentation. (A005)

3.10.6. Provide on-site personnel with guidance on changes, and the resultant impact on performance, operations, and maintenance.

3.11. FIELD ENGINEERING AND TECHNICAL SUPPORT. (OP, O&M, WCF, FMS, Non-DoD) The Contractor shall utilize appropriate Government provided documentation such as SHIPALT and test procedure documents in order to deliver and update technical assistance in support of in-production and in-service CID and ATC systems directly impacting the battle readiness of Naval units. Tasks to be completed by the Contractor shall include:

3.11.1. Provide scheduled technical assistance by visiting Navy ship and shore activities as well as other military and Federal Agency installations. Respond to casualty reports onboard Naval vessels or other locations as required.

3.11.2. Provide emergency technical assistance by visiting Navy ship and shore activities as well as other military and Federal Agency installations within (48 hrs) of notification by the Government.

3.11.3. Conduct a survey upon arrival and departure of each technical assistance visit, noting the adequacy of on board spares and the general condition of the equipment.

3.11.4. Provide operator and maintenance personnel assigned to the equipment with guidance to include information on the scope of the technical assistance problem, possible solutions, and future problem prevention.

3.12. ENGINEERING DOCUMENTATION. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the creation, production, and modification of life cycle documentation for CID and ATC development, in-production, and in-service systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts by providing technical inputs to the Government. Tasks to be completed by the Contractor shall include:

3.12.1. Conduct critical reviews of the content and format of preliminary documents. (A005)

3.12.2. Analyze and prepare design review reports. Documents reviewed may include, but are not limited to: Program Performance Specifications, Program Design Specifications, Program Description Documents, Computer Program Test Procedures and Specifications, Interface Design Specifications, Database Design Documents, Software Configuration Management Plans, Software Design Documents, Version Description Documents, Software Test Plans, Software Test Description, Software Test Reports, Software User’s Manuals, Software Requirement Specifications, Interface Requirements Specifications, Interface Design Documents, Software Product Specifications, and Software Development Plans. Test procedures shall be validated by the Government for each system. (A005)

3.12.3. Review, validate, propose and prepare revisions to technical manuals, training guides, operating procedures and instructions, test procedures, and other related operational documentation. (A007)

3.12.4. Develop, review and document Engineering Change Proposals (ECPs) and field changes. (A014)

3.13. TRAINING SERVICES. (OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the development, delivery, and updates of formal Fleet training for CID and ATC systems, including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts for both in-production and in-service systems. Tasks to be completed by the Contractor shall include, but not be limited to the following:

3.13.1. Develop, produce, and update training outlines and materials with information gathered from technical manuals, questions from user sites, and corrective and preventive maintenance information gathered through previous visits or technical assistance calls to be used in both classroom lectures and hands-on demonstrations including presentation materials, handouts with binders, exams, course/instructor critique forms, maps, charts, slides, textbooks, handbooks, bibliographies, and tests. The Government shall approve all training documentation before it is distributed. (A007)

3.13.2. Conduct systems training. Training shall be in the areas of new or upgraded CID and ATC systems, including all Air Space Management and Aircraft Surveillance efforts. The Contractor shall provide training materials as defined in 3.13.1. (A007)

3.13.3. Liaise with and provide on-the-job training at various sites. The Contractor shall ensure all system changes are incorporated into the training curriculum and documentation. (A007)

3.14. SYSTEM TECHNICAL MANAGEMENT. (RDT&E, OP, O&M, WCF, FMS, Non-DoD) The Contractor shall support the Government’s systems engineering efforts by establishing, implementing, and maintaining technical management support associated with the engineering, technical, and logistics tasks for all CID and ATC development, in-production, and in-service systems including all Air Space Management, Aircraft Surveillance, Frequency Assignments (RFA’s), and Frequency Certifications (Certification for Spectrum Support) efforts. The Contractor shall support the development of Project Management Plans, POA&Ms, Staffing Plans, Ship Alteration Implementation Plans, Work Breakdown Structures, Integrated Logistics Support documentation, Installation Schedules and Risk Management Plans. Specifically, the Contractor shall:

3.14.1. Identify, monitor, and report on key project requirements to Government Team Leads, including but not limited to, planning, installation support, scheduling, and interfacing with site personnel, obtaining site access, and recommending problem solutions during site visits. (A001)

3.14.2. Prepare inputs to program plans, schedules, and related work estimates in accordance with NAVAIR 4355.19D. Provide reports and documentation to the Government in support of these items. (A001)

3.14.3. Develop summary plans and schedules based upon the integration of program plans using Microsoft Project Server. (A001)

3.14.4. Perform periodic process reviews and provide recommendations to the Government for process improvements.

3.14.5. Analyze program acquisition strategies and determine the cost benefit(s), if any, of integrating acquisition requirements. Make recommendations to Government Team Leads on the results of such analyses. (A001)

3.14.6. Analyze project cost and schedule performance and determine the effect of current performance on the overall project schedule and resource al1ocations. Make recommendations to the Government Team Leads on the results of such analyses. (A001)

3.14.7. Develop briefs for periodic reviews for various systems for the Government. (A001)

3.15. QUALITY ASSURANCE. The Contractor shall support the CI&IDS Division’s ISO 9001:2008 assessments by utilizing all Division process for work performed at the Division’s St. Inigoes facilities.

3.16. SOFTWARE ENGINEERING INSTITUTE/CAPABILITY MATURITY MODEL (CMM). The Contractor shall provide inputs to the CI&IDS Executive Planning Group (EPG) and utilize their approved processes in completing Division software development efforts.

4.0 TRAVEL. Travel shall be required in the performance of this contract. The Government shall reimburse the Contractor for allowable travel costs, exclusive of fee, incurred by the Contractor in performance of the contract in accordance with FAR Subpart 31.2 and with rules set forth for temporary duty travel in the Department of Defense Joint Travel Regulations, Volume II, for civilian personnel. Travel and subsistence are authorized for travel beyond a 50 ground-mile radius of the Contractor's office whenever a task assignment requires work to be accomplished at a temporary alternate work site. Travel other than local must receive prior written authorization by the Contact Officers Representative (COR). The Contractor is responsible for making all travel arrangements for its personnel. The costs associated with obtaining passports for Contractor personnel shall not be billed as a direct charge to this contract. The Contractor may, on occasion, be required to provide transportation to Government members of the TDY team when it is deemed most economical to the Government and is otherwise in the Government’s best interest, and the cost for such transportation will be reimbursed in accordance with the Travel CLINS included in this contract. A trip report shall be delivered within 10 days after trip completion. (A008) Possible travel locations include U.S. Navy homeports and ports of call, U.S. Coast Guard stations, U.S. Navy and Marine Corps air stations, U.S. Army Air Bases, and U.S. Air Force bases throughout the world, U.S. Navy supply and logistic centers, as well as deployed ships. Emergent technical support requirements will occasionally require immediate travel with no prior notification. Anticipated travel locations include, but are not limited to:

5.0 GOVERNMENT FACILITIES. The Government will provide access to facilities in which to perform applicable SOW requirements. All facilities are located at the Naval Air Warfare Center Aircraft Division, St. Inigoes, MD.

5.1. Contractor personnel will require access to the following NAWCAD St. Inigoes, MD facilities in performance of SOW; additional facilities/locations as directed, validated and approved by the COR may be required.

5.1.1. The Contractor will occasionally need access to Communications Security (COMSEC) material to perform various equipment tests. Mode 4 and Mode 5 cryptographic keying material is required for use in approved Government Facilities at NAWCAD, St. Inigoes. The Contractor shall provide a minimum of 5 candidates who have been COMSEC briefed according to the NISPOM. A Government employee will be required whenever Contractor access to COMSEC is necessary.

5.1.2. The Contractor shall provide the Government CMS Custodian an up-to-date list of Contractor personnel that have been COMSEC briefed and who require access at the Government facility in performance of this contract. Contractor personnel shall adhere to COMSEC rules and regulations as mandated by CMS-1 and command policy and procedures.

5.1.3. Contractor personnel may also be responsible for assisting Government personnel both with daily inventories of COMSEC material/equipment and in controlling access to CMS-restricted areas.

5.1.4. Secure Internet Protocol Router Network (SIPRNET) Access – Contractor requires access to the SIPRNET (at Government activity only). Although intelligence data is available on SIPRNET, and could be inadvertently accessed, there is no valid requirement for intelligence data at this time. Therefore, Contractor shall not intentionally access or download intelligence data from the SIPRNET. In the event intelligence data is required, the Contracting Officer’s Representative (COR) or Technical Point of Contact (TPOC) will modify this requirement for submission to the NAVAIR Scientific & Technical Intelligence Liaison Office (STILO). Written approval of the User Agency Contracting Officer is required prior to subcontracting. A final United States Government clearance, at the appropriate level, is required prior to access to intelligence information.

5.1.5. The Contractor may be required to perform building security responsibilities when provided office or lab spaces in a Government building under this contract. These responsibilities may include such duties as ensuring that all windows are closed and locked, coffeepots are turned off, all external doors are locked, or other duties as deemed necessary by the Government. Each building will have written procedures for the responsibilities of securing that building. If the Contractor’s failure to use reasonable care causes damage to any property, the Contractor shall replace or repair the damage at no expense to the Government. If the Contractor fails to secure the external doors, he/she may be called back to lock the door after regular working hours. This time may not be a direct charge to the contract.

6.0 WORKPLACE AND SCHEDULE

6.1. RESTRICTED ENTRY TO THE WORKPLACE. In the event that the offeror/Contractor is restricted from entry to the workplace due to non-controllable emergencies such as weather, power outages, etc., the offeror/Contractor shall not charge the non-work time as direct labor to the contract.

6.2. COMPRESSED WORK SCHEDULE (CWS). The Contractor shall provide the required services and staffing coverage during Normal Working Hours (NWHs). NWHs are 8.5 hours (including a 30-minute lunch break), from 0730-1600 each Monday through Friday (except on the legal holidays specified elsewhere). Some supported Government offices have flexibility to start as early as 0600 and end as late as 1800 Monday - Friday. Services and staffing shall be provided for each office at least 8 hours per day (during the 8.5 hour workday which includes the 30-minute lunch break). Government Employees are allowed to voluntarily work a "Compressed Work Schedule" (CWS). CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule an employee completes the following schedule within a two-week period of time: eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other. The Contractor awarded this contract, with agreement by COR, may allow its employees to work a CWS schedule. Any Contractor that chooses to allow its employees to work a CWS schedule in support of this contract agrees that any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. All overtime hours must have prior COR approval. Furthermore, all Contractors shall comply with the requirements of the Fair Labor Standards Act and particularly with Section 7 regarding compensatory overtime. Additionally, the CWS schedule shall not prevent Contractor employees from providing necessary staffing and services coverage when required by the Government facility.

7.0 GOVERNMENT FURNISHED PROPERTY (GFP). The Government shall provide agency test equipment to conduct applicable Fleet requirements.

7.1. The Government shall provide access to computers located on the RDT&E network for the purpose of engineering design, development, integration and support for the Government systems listed in this contract.

8.0 CONTRACT ADMINISTRATION. The Contractor shall provide various reports as an aid to the Government in monitoring progress.

8.1. COST TRACKING SYSTEM. The Contractor shall maintain a DCMA-approved cost tracking system, which is able to differentiate labor, travel, material, and other direct costs according to task areas defined by the Government. The tracking system shall be maintained to the point of being able to produce "real-time" data reports regarding expenditures at the request of the Government.

8.2. CONTRACTOR REPORTS. The Contractor shall deliver the following reports:

8.2.1. Monthly Engineering and Technical Services Reports (ETSR) (CDRL A009).

8.2.2. Quarterly Labor Mix reports. The Contractor shall submit Labor Mix reports consisting of employee list to show name, branch, labor category, clearance level, and, if applicable, the date of last COMSEC briefing.
