9. GENERAL IDENTIFICATION OF THIS PROCUREMENT

Information Technology/Information Management (IT/IM) Department is in need of contract support to provide Base Telephone Office (BTO) services including providing voice telecommunications services, Low Bit Rate Video (LBRV) circuits and long haul data communications links, for the IT/IM customer community, which includes the Naval Air Systems Command (NAVAIR), Washington Liaison Office (WLO) and Washington Planning Center (WPC) Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Station (NAS) Patuxent River, NAS based tenants, NAWCAD Webster Field MD, NRC Solomon’s Island and other Naval activities with whom the command may be required to establish voice communications with in support of its mission. Services will also include day‑to-day operations of the current system as well as extensive long range planning efforts to utilize emerging new technologies and comply with Department of Defense (DOD) and Department of the Navy (DON) policies and directives.

13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)

Technical papers, briefings, presentations, either classified or unclassified to be presented at classified symposia shall be submitted for approval prior to presentation.

Determination of need-to-know in connection with a classified visit is the responsibility of the individual/host who will disclose the classified information.

Block 4: Follow-on Contract - the classified portion of work has been completed on the contract cited in this Block. No further processing of classified material/information shall be accomplished under this contract. All classified material/ information associated with this contract is authorized to be transferred to the contract number cited in Block 2a.

Block 10.a: Classified COMSEC material is not releasable to contractor employees who have not received a final security clearance at the appropriate level. Cryptologic keying materials and Controlled Cryptographic Items (CCI) are controlled by Department of the Navy, NISPOM, and National Security Agency (NSA) guidelines. The contractor shall be guided by NSA/CSS Policy Manual 3-16 in the control and protection of COMSEC material/information at their facilities. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by DoD 5520.22-M, EKMS 1 (series) and Command policy and procedures. Written concurrence of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

Block 10.e.(2): Access to Intelligence information required for performance. Non-SCI Intelligence Information is not releasable to contractor employees who have not received a final security clearance at the appropriate level. Contractor shall comply with Naval Air Warfare Center Aircraft Division Scientific and Technical Intelligence Liaison Officer Memo of 03 MAR 09 (attached). Block 10.g: To facilitate potential access to NATO classified information, all DoD military, civilian, and contractor personnel who are briefed on their responsibilities for protecting U. S. classified military information, shall also be briefed on the requirements for protecting NATO information, per Deputy Under Secretary of Defense Policy Security memo of 5 Dec 01. Written concurrence of the Technical Point of Contact/Contracting Officer Representative is required prior to subcontracting.

Block 10.k: Access to Secure Internet Protocol Router Network (SIPRNet), Secure Defense Research and Engineering Network (SDREN), Secure Terminal/Telephone Equipment (STEs), and secure electronic e-mail and facsimile machines authorized at the government’s facility.

Block 11.a & 11.e: All classified information/material shall be provided by the contractor facility or Government Contracting Agency (GCA) and safeguarded at the approved actual performance site.

Block 11.j: While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with the provisions of OPNAVINST 3432.1, the local Command/Facility 3432 instruction series (OPSEC) as well as any procedures identified in Program Specific Operations Security Plans and Program Protection Plans (PPP) as applicable Security Classification Guides and other unclassified limited documents (e.g.; FOUO, Distribution Statement Controlled) are not authorized for public release; therefore, they may not be posted to a publicly accessible web server or transmitted over the Internet unless appropriately encrypted.
