QUESTION & ANSWERS 1
Questions and Answers:
1. Has a site visit been conducted and/or been scheduled? Answer: No. The Government has determined that a site visit is not necessary for this procurement.
2. Can a past history of the 5ESS switch be provided as well as how the switch is currently performing? Answer: History and current performance of the 5ESS Lucent Technologies switch is not pertinent to this Request for Proposal, as switch maintenance is performed by Verizon under a separate contract vehicle. As such, the Government will not elaborate on this question.
3. Can an average monthly estimate of Move’s, Adds, Changes, or Delete’s (MACD’s) be provided? Answer: MACD's are dynamic. However, in calendar Year 2012, an average of 402 requests per month were processed. Additionally, an average of 575 voice mail requests per month were received in 2012.
4. What are the averages of monthly troubles and outages? Answer: In calendar Year 2012, an average of 192 lines were repaired/replaced per month.
5. What is extent of premise wiring for MACDs, and does it include service to desktop user to include wiring, jacks and instruments? Answer: Wiring is usually already in place. However, instances occur when wiring must be placed. Placement of wire is usually performed within scope of another contract, but the prospective bidder may be asked to perform this function on an as-needed basis, per SOW paragraph 9.1.1 (Telecommunication Engineering Technical Assistance and Installation).
6. Can a more descriptive narrative be provided to further define OSP cable plant installations and Network installations? Answer: Telecommunications infrastructure includes both fiber and copper OSP. A separate contractor provides primary support of installation and maintenance of all OSP. However, the prospective bidder may provide secondary support, to include but not limited to, trouble isolation and repair as necessary, per SOW paragraph 9.1.1.
7. Do commercial circuits include Loops from LEC from MPOP to user? Answer: Yes.
8. Is there dial-up capability? Answer: The Government does not understand the intent of question. We have ability to provide dial up capability.
9. Are there core work hours requiring staff support? If so, specify. Answer: Support staff core working hours are between 6:30 a.m. and 4:30 p.m. Historically, Administrative personnel typically work 7:30a.m.-4:00p.m. for 8 hour days and 7:00a.m.-4:30p.m for those working 9 hour days with a CWS. Historically, Technicians all work 6:30a.m.-4:00p.m. with a CWS.
10. What are normal business hours of the Naval station? Answer: Normal business hours are 7:00 a.m. to 5:00 p.m. However, NAS Patuxent River is open 24X7X365.
11. Will Contractor be designated as prime POC for receiving and monitoring switch alarms? If not, how is it monitored, MANAKON SNMP traps? Answer: The BTO has maintenance agreement with another contractor whose primary responsibility is to monitor the 5ESS. Verizon (the prime contractor for the 5ESS switch system) monitors alarms and escalates contact to the appropriate personnel. The BTO Lead and Contract Program Manager are contacted in the event of a switch alarm. However, during normal working hours, the contractor also monitors the switch as part of the daily routine of managing the switch.
12. Does Government envision the TELECOMMUNICATION ENGINEERING TECHNICAL ASSISTANCE AND INSTALLATION service be accomplished by identified labor slots included in PWS or will this an overhead service responsibility of contractor? Answer: It is anticipated that this will be accomplished by identified labor slots included in the PWS.
13. What is extent of premise wiring for MACD’s? Does it include service to user to include wiring, jacks and instruments? Answer: See answer to question 5.
14. In what system are phone and services inventory being maintained, i.e., HEAT? Answer: TMA Manakon, which is transitioning to TMA Condor.
15. Can Government further define OSP cable plant installations and Network installations? Answer: See answer to question 6.
16. Do commercial circuits include Loops from LEC from MPOP to user? Answer: See answer to question 7.
17. What billing software is being used to reconcile user to DISA billing? Answer: Reports are generated directly from the Vendor’s website for processing; no separate software is used.
18. Will contractor have direct interface with organizations like Telephone Control Officers (TCO’s) for bill accounting and reconciling? Answer: Yes.

20. Can Government elaborate on support for on-going fiber zone projects? Answer: The expansion of Fiber Distribution Networks (FDN’s) is considered Government sensitive (non-public) information. No further elaboration will be provided.
21. Can Government elaborate on “single Line conversion” project, and is single line concept in full or partial effect? If partial, what are user side multi line systems? Answer: The base provides both single and multi-line service. Base requirements are dynamic and can change quickly. Periodically, the Government has the need to convert LEC and/or base dial tone to single line concept as needed.
22. Can Government provide access to past year CDRLs by incumbent to include metrics? Answer: Past year CDRL information is proprietary and/or business sensitive information to the incumbent. Please refer to question 19 for relevant historical information.
23. Does Navy have an overhead contract for switch support from vendor or will contractors have to establish Technical Assistance Center (TAC) support under this requirement?
Answer: The Government has an existing 5ESS Vendor switch support contract.

1 Introduction
The Information Technology/Information Management (IT/IM) Department at the Naval Air Warfare Center Aircraft Division, Patuxent River and St. Inigoes, Maryland, provides Information Technology (IT), Information Management (IM), and Information Assurance (IA) products and services to Naval Air Systems Command (NAVAIR) Headquarters and other NAVAIR components.
1.1
BACKGROUND
The Information Technology/Information Management (IT/IM) Department, Base Telephone Office (BTO) is responsible for providing voice telecommunications services, Low Bit Rate Video (LBRV) circuits and long haul data communications links for the IT/IM customer community, which includes the Naval Air Systems Command (NAVAIR), Washington Liaison Office (WLO) and Washington Planning Center (WPC), Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Station (NAS) Patuxent River, NAS based tenants, NAWCAD Webster Field MD, NRC Solomons Island and other Naval activities with whom the command may be required to establish voice communications in support of its mission. The IT/IM Department is responsible for the day‑to-day operation of this current system as well as extensive long range planning efforts to utilize emerging new technologies and comply with Department of Defense (DOD) and Department of the Navy (DON) policies and directives. These responsibilities require technical, operational and maintenance support which can best be satisfied by contract support services.
2 Objective
The objective of this performance based work statement is to procure contractor support services to perform telecommunications network support services within the scope established in this contract.
3 Scope
This performance based work statement provides for timely and efficient delivery of services required to support the telecommunications network environment. This effort includes telecommunications network support services necessary for the day-to-day operation, administration and maintenance of a Government owned and managed telephone system comprised of a Lucent Technologies 5 Electronic Switching System (5ESS) digital central office circuit switching system, seven Optical Remote Modules (ORMs) and over 28,000 Integrated Services Digital Network (ISDN), and analog phone lines and handsets, voice mail service with approximately 15,000 accounts. The scope of this work includes analysis and design, programming, software conversion, production support, system maintenance, and software engineering for 5ESS (5 Electronic Switching System) switching systems and any other peripheral equipment, Callegra voicemail systems, digital and analog handsets, outside cable plant and inside premises wiring. It also encompasses long range planning recommendations in support of the Department of the Navy (DON), Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division (NAWCAD), Information Technology/Information Management Department (IT/IM), Base Telephone Office (BTO) at Patuxent River, MD, Webster Field Annex and other communities of interest. Additionally, the contractor will support and manage approximately 5,000 wireless devices working directly with both individual customers and carriers.
The contractor must independently perform the assigned support tasks, which includes preventative maintenance; complete quality control; supervision; schedule control; equipment, tools, materials and test equipment, technical personnel and non-personal services necessary to perform tasks defined in the Performance Work Statement (PWS), except as specified in Section 7, Government Provided Resources. Administrative support, such as asset management and billing, is required.

5 Technical Environment

The contractor is responsible for researching and complying with any additional regulations applicable to the task areas in which they are involved.
7 Government Provided Resources
The Government will provide required access to corporate computer systems and other computer systems including authorizations, account numbers, and passwords as necessary for performance. Contractor personnel that require access to Government IT Systems shall comply with AIR-7.4/7.2 Memo 5510, ‘Information Technology Positions’ dated 17 May 2007. The Navy Marine Corps Intranet (NMCI) contract provides for device and network connectivity for software, hardware and applications. Software and applications must be tested and certified for execution within the NMCI environment prior to installation. The contractor will be required to coordinate with NMCI prior to installation of devices or software.
7.1 Facilities, Supplies and Services
The Government will supply office space, computer equipment (e.g., Navy/Marine Corps Intranet/Continuity of Services Contract/Next Generation Enterprise Network (NMCI/CoSC/NGEN) seat, telephone, scanners, and reproduction resources when the Contractor is working on-site to the extent permitted by the Government and contractor. Office supplies such as pens, paper and other incidental items shall be provided by the Contractor for all Contractor personnel.
Under certain circumstances, the contractor may have to purchase NMCI seats directly from the NMCI contractor, in which case, funds are reimbursable, except when purchased to provide NMCI seats at the contractor site. No direct purchase of NMCI seats is anticipated under this contract.
Should it become necessary for the contractor to place an order for seats from the NMCI contractor, the contractor shall obtain written authorization from the Contracting Officer executing this contract prior to placing the order. Any NMCI order exceeding the written authorization of the Contracting Officer shall be treated as an unallowable cost pursuant to Federal Acquisition Regulation Part 31.
7.2
INFORMATION
The Government will provide the Contractor copies of, or access to, all required directives, publications, and documents, as available. The Government will also provide necessary, available and reasonable access to personnel.
7.3
MATERIALS
The Government shall procure equipment and materials to be utilized by the contractor in performance of duties. Incidental material such as cabling, labels, crimping tools, test equipment and other peripheral items shall be provided by the Contractor when essential to the contract performance and not provided by the Government. Except for those items specifically stated to be Government-furnished property, the Contractor shall furnish everything required to perform individual contract requirements. All materials purchased by the Contractor for the use or ownership of the Government will become property of the Government. The Contractor shall document the transfer of the materials in the monthly progress report and appropriate Government documentation. A Not to Exceed (NTE) amount will be included as a line item to be used on a cost-reimbursement basis.
8 General Requirements
8.1 PLACE OF PERFORMANCE
This requirement shall be performed 100% at NAS Patuxent River, MD. However, this contract shall provide support services at St. Inigoes, MD; Solomons Island, MD; leased areas within a 30 mile range of Patuxent River, MD; and other communities of interest such as the NAVAIR Washington Liaison Office (WLO,) located in Arlington VA, and Washington Planning Center (WPC) located at the Washington Navy Yard. Additional support services can be provided to all NAVAIR locations, including but not limited to Lakehurst, China Lake, Point Mugu, Orlando, Cherry Point, Jacksonville, San Diego, and North Island. This contract does not usurp contractual support normally provided at these other NAVAIR locations.
8.2
TRAVEL
Although most tasks will be performed locally, some efforts may require the contractor to travel to various Government or Industry Voice Communications working group or user group meetings. Travel may also be required for business meetings conducted at the Washington Liaison Office (WLO). Travel across geographical site boundaries to various NAVAIR and Navy locations may also be required. Typical destination sites include Lakehurst, China Lake, Pt. Mugu, NAVAIR Depots and Orlando. Actual travel expenses are limited by the Joint Travel Regulations (JTR) and must be pre-approved by the COR. Estimates of travel costs that are proposed must be reviewed / approved. A Not to Exceed (NTE) amount will be included as a line item to be used on a cost-reimbursable basis.
8.3
VEHICLES
The contractor will be responsible for providing vehicles applicable to the work function. The contractor will be responsible for ALL costs associated with VEHICLES, INCLUDING BUT NOT LIMITED TO, insurance, fuel, and maintenance. For informational purposes, it is noted that the current incumbent provides 7 vehicles in support of this tasking.
8.4
TRAINING
The Contractor shall provide qualified personnel who are capable of assuming their duties at contract inception. Training for contractor personnel shall be at the Contractor's expense. All training requirements must be coordinated with the COR and/or TPOC/ATPOC to ensure compliance with contract requirements and schedules.
8.5
INVESTIGATIONS
All contractor employees shall cooperate with Government investigative agencies conducting criminal or administrative investigations.
8.6
GOVERNMENT OBSERVATIONS
Other Government personnel, such as Inspector General or staff personnel, are authorized to observe contractor operations. However, these personnel shall not interfere with contractor performance.
8.7
DISCLOSURE OF INFORMATION
Contractor employees shall not discuss nor disclose any information to which they are exposed during the execution of contract tasking to parties other than the originator of the information, authorized Government investigative personnel, the Contracting Officer, or Contracting Officer’s Representative personnel. Improper disclosure of sensitive information may be grounds for removal of contractor personnel. The contractor shall provide the COR within 30 days after contract award, a signed non-disclosure agreement (NDA) from each individual contractor employee before the employee begins performance.
8.8
WORK SCHEDULE COORDINATION
Compressed Work Schedule (CWS) is an alternative work schedule to the traditional five 8.5-hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule an employee completes the following schedule within a two-week time period: eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one Friday is alternately worked as 8.5 hours (which includes a 30-minute lunch), and one Friday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other. Support staff core working hours are between 6:30 a.m. and 4:30 p.m Monday through Friday.
The contractor may allow its employees to work a CWS schedule provided that the schedule does not interfere with necessary staffing and services coverage required by the Government facility. Any contractor that chooses to allow its employees to work a CWS schedule in support of this contract agrees that any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable and will not be reimbursed by the government. All contractors shall comply with the requirements of the Fair Labor Standards Act.
Telework under this contract may be authorized; however, the contractor must provide their Telework policy detailing the roles, responsibilities, security, safety, and requirements for adherence by the contractor to the COR for approval within 30 days after award. Once approved, the contractor's eligibility may be authorized on a case by case basis by the TPOC/ATPOC. The Government is not responsible for any operating costs associated with telework by the contractor up to and including maintenance, insurance and/or liabilities. Telework can be terminated by the TPOC/ATPOC at any time.
Telephone and circuit services are required twenty-four (24) hours a day, three hundred sixty five (365) days a year; therefore, support for the BTO tasks will require on call services during non-business hours on weekdays, weekends, and federal holidays for emergency 5ESS switching system, telephone service, or circuit problems, disruptions or outages as determined by the Government BTO Team Lead. The contractor shall identify key/critical personnel as ‘essential during a declared emergency’, which means that they may be required to report for work in the event of an emergency. The contractor is required to provide an on call schedule to address emergency 5ESS switching system, telephone, or circuit service problems, disruptions or outages. The contractor will develop an on call process and provide this process to the Government BTO Team Lead. This process must be reviewed and approved by the Government technical point of contact (TPOC). The BTO Team Lead will function as the focal point for all on call services. The BTO Team Lead will use the on call process to contact identified contractor personnel as needed. The on call process will require contractor personnel to respond to the BTO Team Lead and/or customers within 2 hours of initial contact. When/if on call support requires onsite work, the contractor will be onsite and actively working issues within 4 hours of initial contact.
Contractor work schedules shall be coordinated with the COR/TPOC to ensure: 1) coverage during critical periods, 2) coordination of tasks involving other contractors, and 3) security compliance for buildings/areas where access is controlled.
8.9
FORCE PROTECTION CONDITION REQUIREMENTS
The contractor is required to identify KEY and ESSENTIAL/critical personnel as defined by Patuxent River Force Protection Guidance. Changes in Force Protection Condition status may result in base closure for the general workforce. In the event this occurs, the following guidance applies:
· KEY personnel must report for duty
· ESSENTIAL personnel must remain on standby at their residence until specifically requested to report for duty
The contractor is required to identify 2 individuals in each functional area as KEY/critical personnel. The contractor is also required to identify ESSENTIAL personnel as deemed necessary to sustain data center operations.
8.10
HOLIDAY AND INSTALLATION CLOSURE
8.10.1

However, it is solely at the contractor’s discretion which Federal and State holidays they choose to observe.
With the exception of 24x7 service areas and critical systems extended hours coverage, the contractor is permitted to observe Holidays in accordance with their respective corporate policy.
8.10.2
INSTALLATION CLOSURE
The purpose of this section is to make expressly clear that the Government shall not reimburse the contractor the costs of salaries or wages of contractor personnel performing under this contract for the period during which contractor personnel are dismissed from, or do not have access to, the Government workplace/installation due to emergency situations including inclement weather conditions or other unforeseen reasons. In such cases where the contractor personnel are already present on the installation, they shall be dismissed. If services were provided to the Government for portions of the day until the contractor personnel were dismissed, then the contractor shall direct charge these services during this time-frame.
Please note, however, that under this contract, there will be select contractor personnel designated as providing contractor support services to mission-essential federal employees and functions. The names of these designated contractor support personnel will be provided to the appropriate facility management areas to ensure access is permitted in case of installation closure or restricted access as per NASPAXRIV INSTRUCTION 12610.7G. The contractor shall direct charge services rendered by these designated support contractors who were permitted to the Government workplace and rendered services. The contractor is responsible for supporting identified mission essential functions and shall provide the requisite qualified personnel to ensure the continuity of operations. Mission-essential/Critical contractors will include the Program Manager, Network Management Systems support person and any other personnel deemed necessary to support services to mission-essential federal employees and functions .
8.11
CONTRACT TYPE
The Government anticipates award of a Cost Plus Fixed Fee (CPFF) Contract with Contract Line Item Numbers (CLINs) for Labor and Cost Reimbursement CLINs for Other Direct Costs (ODCs) (i.e., material, travel).
8.12
PERIOD OF PERFORMANCE
The Period of Performance (PoP) shall be for a Base Period and Four (4) Option Periods as follows:
Base Period:
1 December 2013 through 30 November 2014
Option Period One:
1 December 2014 through 30 November 2015
Option Period Two:
1 December 2015 through 30 November 2016
Option Period Three:
1 December 2016 through 30 November 2017
Option Period Four:
1 December 2017 through 30 November 2018
9.
Performance Requirements
Performance will employ the quality and timeliness standards in Section 10.0, performance in Section 11.0, deliverables/metrics matrix in Section 12.0, and the quality assurance plan in Section 13.0.
The contractor shall perform hardware and system support tasks in such a manner as to ensure continuity of services. All systems shall be sustained such that they satisfy organizational requirements for timely, effective, and efficient collection, processing, and storing of data. Additionally, all systems shall be sustained in such a manner as to ensure system, application and data availability to customers. Systems shall be inherently capable of producing information required by managers and working level personnel.
The contractor shall remain current on technological advances relevant to the requirements they support and provide documented recommendations when appropriate. The contractor shall remain up-to-date on the latest 7.2 guidelines and policies, and the services provided shall align with the mission and goals of the 7.2 Department, as distributed and implemented by 7.2 leadership and as defined in the DoN Enterprise Architecture.
Support activities shall comply with Command initiatives such as Navy ERP and AIRSpeed and shall be performed in accordance with NAVAIR, DOD, and DON initiatives, standards, policies, and mandates such as Application Portfolio Management, Defense Business Transformation Guidance, Navy Enterprise Application Developer’s Guide (NEADG), Clinger Cohen Act, FISMA, and Web Enablement. Any tools that will be hosted by NMCI or run on NMCI workstations must be certified for NMCI and comply with NMCI policy.
9.1 Operational Support
9.1.1 TELECOMMUNICATION ENGINEERING TECHNICAL ASSISTANCE AND INSTALLATION
The contractor shall provide telecommunications systems and software engineering to analyze/integrate current Government systems. The contractor shall provide management support, data processing, and management support resources for investigations and reports relating to project management concepts, systems, engineering, performance requirements, assessments and installations. The contractor shall provide technical analyses of developing telecommunications systems capability, interoperability, and interface engineering requirements. Tasks will include:
· Assist in identifying and documenting NAVAIR/NAWCAD technical planning requirements and procedures for the integration of improvements or new systems/subsystems into the Navy's existing telecommunications system and Telecommunications Modernization Plan.
· Assist in identifying and defining integration and interface requirements among the Navy's telecommunications systems to include those requirements for compatibility with other emerging, major DOD telecommunications systems (i.e. Defense Information Systems Agency (DISA) and Government Services Administration (GSA) Networx) and subsequent interaction with ongoing commercial developing systems (i.e. Voice Over Internet Protocol, [VOIP]).
· Conduct interface/integration design studies and dependency analyses necessary to support Low Bit Rate Video (LBRV), Digital Subscriber Loop (DSL) and data integration requirements.
· Provide telecommunications network support in the day to day operation of the Lucent Technologies 5ESS (5 Electronic Switching System) digital switching system.
· Perform simple and complex 5ESS switch translations for moves, adds, changes and deletes of ISDN and Analog lines utilizing the Trunk Line Work Station.
· Maintain, operate, and provide administration for the Callegra Voice Mail System.
· Interface with the various telephone related vendors such as Verizon, LGS, Lucent and others to schedule and track the installation of new services and/or maintenance of equipment.
· Coordinate and perform all tasks, including submitting service requests for systems containing repair, moves, adds, changes, and deletes (MACDs) data. These include, but are not limited to HEAT and TMA Manakon/Condor databases.
· Provide technical support for all generic software and hardware upgrades to the switching system.
· Support the 5ESS switch equipped with System Signaling Seven (SS7) telecommunications trunking to the public switched network.
· Coordinate and/or perform corrective maintenance on all various ISDN and Analog telephone instruments, peripherals including batteries, power supply units, NT1 equipment, and VTC delivery equipment. Perform maintenance of additional communications equipment as required.
· Install and maintain Integrated Access Device’s (IAD), (i.e. ADTRAN or similar equipment) used to provide analog and ISDN voice telecommunications services to remote locations and high capacity circuits.
· Maintain and perform inside premises wiring and other tasks to complete moves, adds, changes and deletes.
· Provide recommendations for modification or expansion of existing facilities. Conduct required reviews of telecommunications architecture to include submission of recommendations for any shortfall of equipment and the development of new architecture plans for evolving requirements, as required.
· Following Government and industry standards, assist in developing criteria for interface of various systems which exist within the NAWCAD complex.
· Provide documentation incorporating system design and project plans that address NAWCAD requirements in conformance with Navy and industry standards.
· Conduct market network surveys, network traffic studies, and equipment audits and provide recommendations, as required.
· Maintain inventory of phone equipment and services.
· Assist in developing Verification and Validation (V&V) and quality assurance plans for telecommunications systems and support in the certification of other contractors installing telecommunications systems at Patuxent River, St. Inigoes, Solomons Island and other community of interest sites.
· Provide installation of inside and outside cable plant, customer premises equipment and networks and digital switching systems to conform to engineering plans, as required.
· Extend, install and maintain DISA and/or commercial circuits and services utilizing existing base communications infrastructure.
· Review or develop wire distribution plans to include: disposition of telephone instruments, dial‑up data requirements, required cabling by type, size, routing, distribution frame requirements, and identification of special feature and class marking requirements.
· Following standards, assist in developing criteria for interface of all subsystems to be interconnected with designated telephone, data and/or carrier systems.
· Perform telecommunications traffic studies or evaluate traffic studies conducted by other agencies, perform economic evaluations, and make recommendations for additions, deletions or enhancement of various types of trunking configuration and common user or dedicated circuitry.
· Conduct required coordination with the DISA and/or the Navy Circuit Management Office (NCMO), including the preparation and submission of Telecommunication Requests (TR), for the provisioning and installation of telecommunications circuits, necessary to provide external connectivity for the Naval Air Systems Command (NAVAIR), Washington Liaison Office (WLO) and Washington Planning Center (WPC), Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Station (NAS) Patuxent River, NAS based tenants, NAWCAD Webster Field MD and Solomons Island. This connectivity may be required with other DOD, Navy, or commercial activities with which the command may be required to establish voice, video or data communications in support of its mission.
9.1.2
SWITCHING EQUIPMENT TESTING AND QUALITY ASSURANCE (QA)
The contractor shall support Government personnel and independent contractors in the certification and acceptance of switching systems, equipment upgrades and monitoring of the 5ESS switch. Tasks will include:
· Assist in developing Validation and Verification (V&V) plans.
· Observe test and inspection in conjunction with duly authorized Government personnel.
· Perform or work in conjunction with independent contractors to test and inspect new or existing base telecommunications systems.
· Review test plans/procedures for adequacy and completeness.
· Certify that the system is ready for cutover and Government acceptance after successful completion of a Type I Factory Test, Type III Pre‑Cut‑over Tests, Interoperability Test, Operations Test, Type III Acceptance Tests, Functional Test and Load Performance Test.
9.1.3
NETWORK MANAGEMENT SYSTEMS (NMS) SUPPORT
The contractor shall provide Network Management Systems support. Tasks will include:
· Update Base Telecommunications System data including moves, adds, changes, and deletes of telecommunications equipment.
· Receive service trouble reports from the Telecommunications Service Coordinator and assign responsibility for correction.
· Generate periodic reports from the NMS on traffic loading, billing, trouble reports, maintenance, and customer service.
· Enter, monitor, and assign data for cable plant management.
· Enter, monitor, and track switch office equipment records.
9.1.4
TELECOMMUNICATIONS SERVICE COORDINATION
The contractor shall provide telecommunications service coordination support. Tasks will include:
· Coordinate all service requests for the Base Telephone Office.
· Coordinate with the NMS Administrator in support of the day-to-day operation of the network management system including providing assistance in making assignments for corrective action between the various on‑site agencies.
· Review all maintenance actions on telecommunications equipment. Coordinate with on‑site switch technicians on performance of the installed 5ESS switch.
· Coordinate with equipment technicians in their daily assignments.
9.1.5
LONG RANGE TELECOMMUNICATIONS PLANNING
The contractor shall support the Base Telecommunications Office in long range planning, particularly in relation to the on‑going fiber optic zone plans. Tasks will include:
· Maintain plans for telecommunications distribution and single line conversion projects using the installed Microsoft Project or other Government directed software.
· Provide administrative support for long range planning in the operation of the Base Telecommunications System.
· Prepare necessary correspondence.
9.1.6
TELECOMMUNICATIONS SYSTEM DESIGN
The contractor shall provide documentation that will incorporate system design and project plans that address NAWCAD or other naval facilities requirements in conformance with Navy and industry standards. At a minimum, the documentation shall include:
· Site Requirements
· Switch Technology
· Number of Ports (Wired/Equipped)
· Station Features
· Special Purpose Trunks
· Special System Features
· System Integration/Interface Requirements
· Maintenance Requirements
· Personnel System Management/Attendant Operations Training 9.1.7
TECOMMUNICATION SYSTEMS ARCHITECTURE AND CONNECTIVITY REQUIREMENTS
The contractor shall provide telecommunication systems architecture and connectivity requirements support. Tasks will include:
· Conduct reviews of local area telecommunication systems architecture as specified by this contract to ensure adequacy of communication channel bandwidth/data rate capacity necessary to support the communications requirements with other naval facilities and identify shortfalls. Identify current and projected telecommunications systems and equipment necessary to meet communications requirements with other Naval facilities with whom the command may be required to establish voice communications in support of its mission. An analysis of external connectivity requirements with the DISA and commercial carriers shall be conducted to ascertain adequacy of the government owned telecommunications facility. This includes but is not limited to, switching equipment, outside cable plant and inside cable plant. Recommendations for modification or expansion of these facilities shall be provided with estimated cost data.
9.1.8
TECHNICAL EVALUATION AND MARKET ANALYSIS STUDIES
The contractor shall provide technical evaluation and market analysis studies support. Tasks will include:
· Conduct and document analyses of existing Naval Facility telecommunication services and conduct and document surveys for new switch and voice technology procurements. These studies shall as a minimum include replacement system estimated costs and options, cable plant options and estimated cost, logistics support options and possible technical problem areas with the various proposed options. Conduct telecommunication studies to determine current and planned operational requirements; validate user requirements and existing capabilities for telecommunications facilities.
9.1.9
COMMERCIAL CARRIER COORDINATION POINT PAPERS
The contractor shall develop point papers that include standards, procedures and point of contact information necessary to assist the government in engaging DISA, DITCO, commercial carriers and other providers in formal negotiations for communications services. These point papers shall address the specific capabilities and estimated cost recommendation for installation and/or maintenance of telecommunications outside cable plants, estimated cost recommendation for commercial and military circuits, and estimated cost recommendation to provide bulk data carrier technology, such as but not limited to, Digital Signaling 1 (DS-1), Optical Carrier Level 3 (OC-3) circuits and other high bandwidth services.
9.1.10
MILCON PROJECT TECHNICAL SUPPORT
The contractor shall provide technical support regarding telecommunication aspects of military construction projects including documentation that would be used for DD Form 1391 (Military Construction Project Data), cost estimates, economic analyses, and recommendations as required in the planning, preparation and review of such projects. The contractor shall also provide technical review of project design to ensure adequacy of telecommunication facilities and/or requisite supporting facilities.
9.1.11 LIFE CYCLE MANAGEMENT DOCUMENTATION
The contractor shall provide technical and management support resources for Life Cycle Management (LCM). Tasks will include:
· Evaluate and report on logistics support requirements and provide estimates of costs required to bring and maintain logistics elements to their required levels of support.
· Develop planning and procedures for the installation and checkout of the telecommunications systems equipment to ensure that full LCM requirements are met.
· Develop LCM segments for “draft” installation plans of telecommunications systems.
· Develop LCM Plans.
· Review and provide recommendations to Government personnel on proposed telecommunications systems, solutions and supporting services, hardware, and software requirements.
9.2 Administrative SUPPORT
The contractor shall provide Base Telephone Office (BTO) customer service and administrative support for the following tasks.
9.2.1 Cell Phone Administration
In addition to standard telephone service, the BTO is responsible for providing wireless devices, calling cards and associated services to government employees of NAVAIR, NAWCAD and other government activities serviced by the BTO. These devices and services are provided through other government contracts which are not part of this PWS. However, the customer service and administration of these devices and services are part of this PWS and include, but are not limited to, the following tasks:
· Assist BTO customers with wireless devices and calling card equipment inquiries and assist them with the ordering process and forms.
· Process and submit orders for new or discontinued wireless devices, calling cards and services through the appropriate government contract for the procurement of these types of equipment and services.
· Track orders, receive wireless devices and calling cards, distribute to the users, and demonstrate operation and features of these devices if required.
· Conduct and maintain inventory of wireless devices, equipment, pagers and calling cards.
· Receive and make proper disposition of wireless devices and calling cards returned to the BTO by customers.
9.2.2 Telephone Service Billing and Accounting Administration
The base telephone office is responsible for conducting daily accounting and billing operations for NAVAIR, NAWCAD and other government activities serviced by the BTO. This tasking includes, but is not limited to, the following:
· Oversee the production and dissemination of approximately 300 monthly BTO billing Account Summary reports. These include 35 Tennant Activity reports, 40 NAWCAD reports, and 120 NAVAIR reports.
· Ensure the receipt, validation, and reconciliation of various incoming vendor bills to include, but not limited to, Verizon phone and circuit invoices, Verizon wireless, Defense Information Technology Contracting Organization (DITCO) Program Designator Code (PDC) charges for long haul communication circuits, GSA Networx long distance, calling card and 800 number charges.
· Coordinate with the Government BTO Team Lead and Business Financial Manager (BFM) to answer all data calls regarding telecommunication accounts and their respective bills.
· Ensure data is accurately maintained within the BTO Account Summary Database. Ensure all customer-billing inquiries are resolved efficiently and satisfactorily. Cost and V&V inquiries shall be answered within 24 hours. Any other customer billing related questions shall be answered within normal business hours of the same day.
· Identify and resolve any vendor billing discrepancies.
· Identify potential cost reductions, such as inactive commercial lines, cellular calling plan analysis, and long haul vendor circuit’s verification.
· Ensure compliance with all BTO Team policies and procedures. Conduct periodic review of policies, procedures and processes and recommend improvements.
· Prepare ad hoc progress, status and management reports as required.
· Support internal or external audits.
