PERFORMANCE BASED STATEMENT OF WORK

Presidential Helicopter RDT&E, Logistics, and Maintenance Support

1.0 iii

2.0 INTRODUCTION

This Performance Based Statement of Work (PBSOW) establishes the Government’s requirement for the awarded Contractor to provide Contractor Logistics Support, (CLS), Research, Development, Test and Evaluation (RDT&E) support and aircraft maintenance support and services on designated aircraft in direct support of The Presidential Helicopters Program Office, PMA-274. The program office has responsibility for providing current and future safe and timely helicopter transportation for the President and Vice President of the United States, heads of state and other official parties. The global nature of these commitments requires aircraft to deploy worldwide and operate in varying environmental and climatic conditions without mission degradation. A portion of the Program Manager’s tasking is to continually evaluate both legacy system sustainment and supportability requirements as emergent technologies, capabilities and modified mission needs are identified. The program office is required to support representative air vehicles utilized as Test and Evaluation assets.

The Direct/Indirect support are to perform organizational, intermediate, and depot level maintenance support and services. Currently these aircraft include heavily modified and unique NVH-3A and NSH-60F which will transition to support for the replacement helicopter system (VXX). The Contractor will also provide transient support and oversight for any of the primary aircraft assigned to HMX-1; i.e. VH-3D, VH-60N, MV-22, UH-60N and UH-3D, aircraft periodically hosted by PMA-274, as well as supporting the PMA-274 Program Manager. Services and support include, but are not limited to:

· Project maintenance and support in the form of fit checks, Engineering Investigations (EI), Trial Kit Installations (TKI), verification/installation of Technical Directives (TD) and Engineering Change Proposals (ECP).

· Flight Equipment and Upholstery Restoration support (Option CLIN X007).

· Power-plants and Test Cell operations support (Option CLIN X008).

· Aircraft Refurbishment (Stripping and Paint application) (Option CLIN X009).

· VXX aircraft maintenance and quality assurance direct support (Option CLIN X010).

· VXX aircraft back-shop indirect support (Option CLIN X011).

· VXX transition support (Option CLIN X012).

· VXX Reliability and Maintainability Analysis (Option CLIN X013).

· VXX Aircraft Test and Evaluation Instrumentation Support (Option CLIN X014).

· Attending Integrated Product Team (IPT) and Integrated Test Team (ITT) meetings on the design and installation of proposed systems and aircraft schedules.

· Providing aircraft and project supply support, Government furnished property oversight, equipment storage and inventory control of equipment.

· Responding to PMA-274 emergent requirements in support of Integrated Product Team (IPT), Integrated Test Team (ITT) and HMX-1.

· Modification of Support Equipment and scheduled and unscheduled Support Equipment maintenance.

The services rendered will be primarily supported at the Presidential Helicopter Support Facility (PHSF), 48202 Bronson Road, Hangar 2805, Patuxent River, Maryland. Additional support may be required at off-site locations such as the HMX-1 Executive Flight Detachment (EFD), 2134 Rowell Road, Quantico, Virginia (Option CLIN X012). The HX-21 Contracting Officer’s Representative (COR) and Government Inspection Office (GIO) assigned to support PMA-274 will directly monitor the Contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP) developed for this contract for operations conducted at the PHSF. The HMX-1 Commanding Officer shall supply a Technical Point of Contact (TPOC) to monitor the Contractors performance in accordance with the QASP and they shall report to the Contracting Officer Representative (COR) for operations conducted at the HMX-1 EFD, Quantico, Virginia.
