SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified in Section L2:

1.5 Single or Split Award Information

The Government requires that Offerors’ proposals include all items listed in the Section B Schedule. The Government does not intend to make a split award under this solicitation.

Questions and Answers for Solicitation N00421-09-R-0057

Q.

Does this solicitation require that the successful offeror have more than one relevant GSA Schedule? We currently only have MOBIS.

A.

The successful offerors do not need to have any General Services Administration (GSA) schedules. The contracts will not be awarded as a Blanket Purchase Agreement or a GSA Task Order. Therefore the successful offerors do not need to have any GSA schedules.

Q.

Could you clarify the sentence, "The scope of work to be performed will be based on size standard under North American Industry Classification (NAICS) code 541611, $6.5M dollars." We're assuming that the sentence does not mean that there will be a small business set aside, because the pre-solicitation states that this will be a full and open competition. Does the sentence mean that should a small business be one of the awardees, the scope of work for that awardee will be smaller than the definition of "small" for this procurement?

A.

This sentence was part of the synopsis and is misleading. The SBA has established numerical definitions, or "size standards," for all for-profit industries. Size standards represent the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business concern. Section K of this solicitation updated the size standard to $7M. This is a full and open competition and the scope of work will not change for any offeror.

Q.

Are all of the incumbents eligible to bid on this solicitation?

A.

Yes

Q.

Do you have a budget for this solicitation?

A.

See the paragraph entitled “Ceiling Value” at the beginning of Section B of this solicitation.

Q.

As the scope of this contract services is large, and I have observed from PBWS that the incumbents consist of three contractors: Eagan, McAllister and Associates, Booz, Allen, Hamilton, and Bearing Point, could new contractors just bid for certain contract services instead of all contract services?

A.

In accordance with Section L2, paragraph 1.5, the Government requires that Offerors’ proposal include all items listed in the Section B Schedule. The solicitation is corrected herein to change the second sentence to read: “The Government does not intend to make a split award under this solicitation.”
