Statement of Objectives Three sections of requirements

1.0 Baseline Design Goals

2.0 Program Objectives

3.0 Support

Will USNTPS consider an optimal solution to performance based goals that does not meet all section 2 and 3 requirements? Yes.

1.0 Baseline Design Goals

1.2.1Provide an integrated system of sensors, controls, and displays typical of current and future tactical aircraft.
1.2.2Provide support and instrumentation systems typically employed in developmental test aircraft.
1.2.3Allow complete control of entire sensor suite from either of two operator stations.
1.2.4Allow instructor monitoring of all student actions.
1.2.5Allow continuous ground operation with no overheating

2.1 General Aircraft Requirements

2.1.1Crew
2.1.1.1No more than 2 pilots required.
2.1.1.2No non-pilot flight crew (flight engineer, observer, etc.) required.
2.1.1.3During systems training within local restricted areas, one pilot seat may be occupied by a test pilot student under instruction.
2.1.1.4Seating to accommodate a minimum of 4 students and 2 instructors (including the two operator stations).

2.1 General Aircraft Requirements

2.1.2 Support

2.1.2.1All aircraft modifications, to include installation of any provided GFE, will be accomplished by the contractor.
2.1.2.2Use government provided fuel when supporting USNTPS missions.
2.1.2.3Contractor use other than support to USNTPS curriculum normally restricted to maintenance and ferry flights (no ASTARS system operation). All other flights require specific approval from the Commanding Officer, USNTPS.
2.1.2.4Aircraft sustainable with equipment in the current Navy inventory (no special government ground support equipment required).
2.1.2.5Maintain all GFE in accordance with applicable instructions.
2.1.2.6Aircraft available to USNTPS use 40 weeks per year, non-contiguous.

2.1 General Aircraft Requirements

2.1.3Performance
2.1.3.1Instrument rated aircraft
2.1.3.2Power and cooling budget for all ASTARS sensor systems (including radar) to operate simultaneously during ground and airborne operation.
2.1.3.3Adequate power and cooling to operate all systems and sensors (including the radar) continuously for at least 3 hours on the ground with no overheating and no additional ground support equipment.
2.1.3.4Endurance to operate at normal cruising speed for at least 4 hours, with sufficient Instrument Flight Rules (IFR) reserve.
