Industry Day N00421-08-R-0056 Procuring Contracting Officer: Melisha Y. Proctor (melisha.proctor@navy.mil) Contracting Officer/Team Leader: Paul B. Campbell (paul.campbell@navy.mil) Contract Specialist: Monique J. Johnson (monique.johnson@navy.mil)
Why Industry Day?
FAR 15.201
“Exchanges of information among all interested parties, from the earliest identification of a requirement through receipt of proposals, are encouraged…”
“The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities…and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award…”
Statement of Objectives (SOO) The SOO is how the government requires the offeror to submit a Performance Work Statement (PWS) and Contract Data Requirements List (s) (CRDL-DD1423) as part of the proposal. In addition, performance metrics, measurement plan and QA Plan.
SOO concept…
… a Government prepared document incorporated into the RFP that states the overall requirement objectives. It is provided in the RFP instead of a Government written PWS. The SOO can be used to provide the maximum flexibility to each offeror to propose an innovative deployment approach to satisfy the objectives. Offerors use the SOO, government furnished equipment list, and RFP as a basis for preparing their proposals, which will include a PWS and CDRL(s).
SOO purpose…
… should provide the basic, top-level objectives of the acquisition. This approach provides potential offerors the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives meeting the stated objectives. It also presents the Government with an opportunity to assess the offeror’s understanding of all aspects of the effort to be performed.
Ground Rules All (detailed) questions should be submitted in writing
Per FAR 15.201(f)
We don’t want to create any unfair competitive advantage to those interested offerors who were unable to attend.
Everyone was given the opportunity to address the Draft Statement of Objectives (SOO) package prior to Industry Day.
If questions arise during this conference, please submit them in writing at the question and answer period, and they will be formally addressed at the discretion of the contracting officer.
The Q&A session will be documented and posted to the NAVAIR homepage within a two (2) week time period following Industry Day.
Disclaimer Nothing said here today will qualify the terms and conditions of the SOO. The terms of the SOO will remain unchanged unless it is amended in writing.
No final decisions have been made in regard to the SOO.
Use information obtained from Industry Day for GENERAL planning purposes.
You should not rely on this info for proposal preparation purposes
