About this file

This is a Questions and Answers document from a federal contract solicitation addressing staffing and qualification requirements for a Ground Support Equipment Mechanic position.

The government clarified that Amendment 0001's reference to "one Auto Mechanic who also serves as the Regional Technician and Regional Forklift Trainer" describes the current staffing situation justifying the need for contractor support, not a specification of required contractor staffing levels. Offerors have flexibility to propose staffing that accomplishes the work according to the Performance Work Statement (PWS) and solicitation requirements. Regarding the designation of an onsite Supervisor/Project Manager as the Government's single point of contact, the government did not mandate a separate individual; contractors may structure their staffing approach as needed to meet performance objectives. For personnel qualifications, the government requires that proposed staff be capable of performing work as stated in the PWS and solicitation, with no additional minimum education, experience, certification, or licensing requirements specified beyond those documents. Regarding Navy-specific certifications for shore-based and shipboard forklift weight certifications per NAVSUP P-538 and NAVSEA SW023-AH-WHM-010, the government will provide the required training and certifications as on-the-job training after contract award during initial performance, meaning proposed personnel need not possess these qualifications prior to performance start.

Q: Amendment 0001 indicates that the anticipated staffing for this requirement is one Auto Mechanic who also serves as the Regional Technician and Regional Forklift Trainer. However, the Personal Services Mitigation and Avoidance Plan requires the Contractor to designate an “onsite Supervisor/Project Manager (PM)” who will serve as the Government’s single point of contact. Please clarify whether the Government requires: (1) a separate onsite PM in addition to the mechanic; (2) the mechanic to serve concurrently as the onsite PM/SPOC; or (3) whether the Contractor may designate an offsite corporate PM/SPOC who manages and supervises the onsite mechanic from the Contractor’s corporate office.

A: The government stated in Amendment 0001 that the current staffing is one Mechanic who is also the Regional Technical and Forklift Trainer. This is why contractor assistance is needed and not an indication of contractor staffing requirements. The offerors shall propose staffing which accomplishes the work in accordance with the PWS and the solicitation.

Q: Please confirm whether there are any minimum education, years of experience, certification, licensing, or other qualification requirements for the proposed Ground Support Equipment Mechanic beyond those identified in the PWS. Additionally, please confirm whether there are any separate minimum qualification requirements for the individual designated as the onsite Supervisor/Project Manager.

A: The personnel must be capable of performing the work as stated in the PWS and solicitation.

Q: The PWS requires the Contractor to perform shore-based and shipboard forklift weight certifications in accordance with NAVSUP P-538 and NAVSEA SW023-AH-WHM-010. Please identify any specific training, certification, qualification, or authorization an individual must possess to perform and certify these forklift weight tests. If a Navy-specific qualification or certification is required, will NAVSUP FLCPS provide the required training/qualification after award, or must proposed personnel possess the qualification prior to the start of performance?

A: The specific certifications will be provided by the government as on the job training after award, during initial contract performance.
