Answer: Yes, NCTAMS will sponsor a vendor for a Facility Clearance.
QUESTIONS FROM SITE VISIT
1. Can both the Prime plus the Sub submit up to three past performances?
‐ This solicitation was issued under FAR 13.5. In accordance with Section L, addendum to 52.212‐1 (Submittal Requirements), and Section M, 52.212‐2 (Evaluation), only the offeror’s past performance submittals will be evaluated for the trade‐off evaluation.
2. Will the Government please provide a plug‐in number to cover the price of tools, test equipment, and leased vehicles?
‐ This requirement is a firm‐fixed price service contract. Contractor’s are expected to already have this equipment or procure it to perform the services. These costs are generally already part of a companies Overhead.
3. How often are fiber pulls done?
‐ Everett: N/A, no fiber pulls are expected.
‐ Whidbey Island: Assist with pathway twice on previous contract ‐ Hospital: Rare, none are currently expected.
4. How many maintenance actions at Bangor?
‐ See Attachment 2. Historically, a total of 8 maintenance actions at this location.
5. What types of phones are used at each site.
‐ Everett: Avaya digital 2410, 2420 and standard 500 type analog sets ‐ Whidbey Island: Meridian M2000 Series, Meridian M3000 Series and Analog Devices ‐ Hospital: 2410, 2420, 2500, 7406, 7407, 7444, 8410
6. How many buildings at each site?

‐ Yes, the contractor is responsible for all confined space training to its employees.

‐ Maintenance is logged in the Master Station Log (MSL).
20. Who coordinates any required pumping of the man hole covers?
‐ Base Communications Officer (BCO) office
21. How many users at each site?

23. What are the requirements for personnel and vehicle flight line access?
‐ Free 3 hour flight line driving class is required to be able to drive/park on flight line.
24. Are all the buildings easy to access? Do any require special requests prior to entry?
‐ Everett: A common key is required for all telephone rooms, other facilities require request for entry.
‐ Whidbey Island: No, some buildings are more secured than others or have limited access hours.
Tenant provides escort if needed.
‐ Hospital: Easy access, no special requirements
25. About how many tickets are submitted each month
‐ Everett: Approximately 30 ‐40/month tickets both trouble and work orders ‐ Whidbey Island: Average of 175 ‐ Hospital: Approximately 30 ‐40/month
26. Who is responsible for the purchases of phones.
‐ The government tenant command at each location is responsible for purchasing phones.
27. How often are the cut sheets updated on CAIRS?
‐ Daily
28. What type rack manufacture are used at the sites.
‐ Everett: Standard network systems rack suitable for space and design.
‐ Whidbey Island: CPI Chatsworth & Panduit ‐ Hospital: CPI server rack, 5 Definity cabinets
29. Who is responsible for the up keep, producing and storage of all base communication drawings (AutoCAD)
‐ Naval Facilities Command (NAVFAC)
30. IRT the solicitation who is responsible for IA(system updates, patches, virus protection, and entering results in VRAM) for the Avaya CM4?
‐ NCTAMS Command Security Manager is responsible for security updates to PBX terminals.
31. Will the contractor be required to dispose of any data retention equipment or media?
No, NCTAMS Command Security is responsible.
32. Are any drawings available for the sites.
‐ Yes. Drawings are available for Everett and Whidbey Island. These are for official use only and can be requested by email to James.wasson@navy.mil.
QUESTIONS 04 March 2020
1. Additional clarification concerning “Telecommunications Equipment” (PWS 3.2.2) vs “Test Equipment” (Q&A #2 – Amend 0002). PWS 3.3.2 states, Telecommunications Equipment: The Government will furnish the telecommunications equipment for use by the Contractor. All Contractor-provided equipment, associated software, and documentation shall become Government property upon termination of this contract. All property is tracked by Government inventory.
- The government has consumable telecommunication equipment and replacement parts that will be inventoried and made available to the contractor for maintenance and service of the telecommunication systems under this PWS. CLIN 0002 is provided for a not to exceed amount of $115,000.00 to purchase hardware, replacement/repair parts or consumables that become part of the telecommunications system. Telecommunication equipment purchased under CLIN 0002 is expected to be government property.
2. Are we to understand this to mean that “Telecommunications Equipment” refers to hardware and software, while “Test Equipment” are tools used to test the Telecommunications Equipment?
- Confirmed.
3. As such, the contractor is expected to include the costs for ALL Vehicles, Tools and Test equipment, including items such as: Trimble GPS Systems, Tuggers, Cat 6 Testers and Fiber Probes, Fusion Splicers, Cable Trailers, Cable Locators, Manhole Retrieval Systems and Gas Testers, Duct Routers, Splicing Tools, Fiber Splice Kits, Trench Compactors, Generators, Cable Splicing Tools and Tents, Blowers, Submersible Pumps, TDRs, etc, and whatever else is needed in its Firm Fixed Price CLIN x001 price and not to separately change the Government for such costs/expenses?
- Yes. Tools, test equipment, and vehicles should be part of the overhead. Any trenching will be done by
Naval Facilities and there are environmental and superfund sites to be considered. Equipment that is not for routine use (i.e. submersible pump, generator, blower, tent, etc.) can be approved for rental under CLIN 0002 by the BCO (COR) or other Navy assets may be available to the BCO such as NAVFAC for pumping flooded manholes.
4. Can the Government please confirm where the data in Attachment 2 “Historical Level of Effort” was derived from?
- The data was derived from the government historical work orders.
5. The data only appears to be a partial record of hours associated with services performed and must not account for all hours of personnel necessary. Are these estimated historical hours per year “only” referring to “actual touch time” or “productive or tool turning time” used during corrective actions? If using an average man-year of 2080 hours, this would result in only 3.5 FTEs per year.
- Yes, these only account for estimated time to complete the work orders.
6. It appears these hours must not account for “non-productive time”, such 1 FTE associated with the Site
Manager in PWS 1.2.6 “The Contractor shall designate one individual with primary duties as the Site Manager”, or ISP and OSP Technician’s administrative time processing paperwork/task orders, driving to locations, coordinating service calls with customers, ordering/receiving/inventory/returning parts/materials, holiday, vacations, sick leave, etc. which would yield a considerable higher FTE count than that which is referenced in Attachment 2. Would the Government please confirm if this understanding is correct? The historical FTE requirements for this effort are considerably higher than would otherwise be contrived from the Attachment 2 data.
- Confirmed; administrative time and any travel time is not accounted for in the historical level of effort.
Note: 1.1.4 An ISP technician is required at three locations.
7. Our Avaya distribution channel is telling us that the sold to numbers for the Avaya systems at Bremerton and Everett are at CM4 so SA does not qualify. Page 18 task Q of the solicitation states, “Contractor must procure AVAYA SUPPORT ADVANTAGE coverage”. Please provide clarification. Upon further review of the amendment 0002 did not see any Q&A related to Avaya SA coverage.
- The PWS is updated to remove Q. It is confirmed that the CM4 is no longer covered under Avaya
Support Advantage and cannot be purchased for these systems. The requirement for the contractor to be an Avaya Partner remains.
8. Can the Government please confirm the incumbent contract requires all personnel to meet 8570 requirements, per 2.2.2 Information Assurance Work Force (IAWF)?
- Current PWS states for all personnel to meet the requirements of 8570.01-M
6. Can the Government please confirm/clarify whether Attachment 1 is describing the requirements for all personnel on contract for their respective labor category, or is Attachment 1 outlining minimum requirements for Key Personnel?
- Attachment 1 references 8570.01-M IAT Level II; baseline certifications one of which is Security+ which is preferred
7. Can the Government please confirm whether all personnel (multiple FTEs per Labor Category) are considered “Key Personnel?”
- Yes, all proposed personnel will fall under Key Personnel
8. Per 3.2.1 and 3.2.2 of the PWS, all Terminal and Telecommunications equipment is to be Government-Furnished Equipment. Per the response to answer #2 in Amendment 2, can the Government please clarify what equipment the Government expects Contractors to have and utilize in performance of this contract? For example, can the Government please provide the List of Equipment it will provide to the Contractor under 3.2.1 and 3.2.2 so offerors can better understand the delineation point of the Government’s definition of “All Telecommunications Equipment,” to help mitigate risk for offerors under the terms of this Fixed Price contract?
- The government will provide a computer and NMCI seat for access to email and CAIRS, office space, existing telecommunications network, and consumables (such as; extra copper/fiber line, spare replacement parts for existing equipment) which will be inventoried during the phase in period.. The contractor should have all tools, test equipment to perform testing on copper/fiber, and vehicles to go from base to base when necessary to do jobs. (PWS 1.1.1)
9. What is the anticipated impact of the coronavirus outbreak in nearby King County on the performance of this contract, and what are escalation points the Navy will assess in terms of contractor-related impacts (base closures, telecommuting policies, etc.).
- We currently do not have any areas we perform services in King County. We will follow what the Region dictates regarding the Corona Virus and how it will affect us.
QUESTIONS 06 March 2020
1. In ATTACHMENT 1, Personnel Requirements for Labor Categories, 3. Outside Plant (OSP) Technician (Key Personnel--Resume Submission and Approval Required), requires “IAT Level II Certified IAW DoD 8570.01-M.”
However, 2.2.2 IAWF only requires IAT Level II, Security+ certification for “employees operating and maintaining
. . . Switches.” Can the Outside Plant (OSP) Technicians be exempted from IAT Level II Certified IAW DoD 8570.01-M, so long as they are not operating or maintaining the NCTAMS PAC DET PS DSN Switches?
- OSP Technicians that do not operate or maintain switches are not required to have IAT Level II, Security+ certification. Please note on the Key Personnel list that they are proposed only as OSP work.
