1. Question: Will the Navy be willing to sponsor a vendor for a Facility Clearance?
Answer: Yes, NCTAMS will sponsor a vendor for a Facility Clearance.
Items Addressed During Site Visit
1. Can both the Prime plus the Sub submit up to three past performances?
- This solicitation was issued under FAR 13.5. In accordance with Section L, addendum to 52.212-1 (Submittal Requirements), and Section M, 52.212-2 (Evaluation), only the offeror’s past performance submittals will be evaluated for the trade-off evaluation.
2. Will the Government please provide a plug-in number to cover the price of tools, test equipment, and leased vehicles?
- This requirement is a firm-fixed price service contract. Contractor’s are expected to already have this equipment or procure it to perform the services. These costs are generally already part of a companies Overhead.
3. How often are fiber pulls done?
- Everett: N/A, no fiber pulls are expected.
- Whidbey Island: Assist with pathway twice on previous contract
- Hospital: Rare, none are currently expected.
4. How many maintenance actions at Bangor?
- See Attachment 2. Historically, a total of 8 maintenance actions at this location.
5. What types of phones are used at each site.
- Everett: Avaya digital 2410, 2420 and standard 500 type analog sets
- Whidbey Island: Meridian M2000 Series, Meridian M3000 Series and Analog Devices
- Hospital: 2410, 2420, 2500, 7406, 7407, 7444, 8410
6. How many buildings at each site?
- Everett: 80 buildings including Marysville and Jim Creek
- Whidbey Island: 325 Buildings (Ault Field:300, Seaplane Base:25, Outlying Field Coopville:3)
- Hospital: 10 Buildings
7. How many manholes at each site?
- Everett: 50 manholes including Marysville and Jim Creek
- Whidbey Island: 180 Manholes (Ault Field:125, Seaplane Base:55)
- Hospital: NA
8. How many closets at each site?
- Everett: 100 closets in Everett including Marysville and Jim Creek
- Whidbey Island: 425 Closets

- Records are available in CAIRS telephone records system

- Everett: 8
- Whidbey Island: 18
- Hospital: 11
17. How many 110 blocks vs 66 blocks are there
- Everett: 40 -50 blocks, most are 66 blocks others are on patch panels
- Whidbey Island: Fifty percent 110 block, older buildings are 66 and newer buildings are 110.
- Hospital: Closets are mostly 66, demark and new installs have 110. 75% 66 block.
18. Is there required training for entrance of man hole covers/ who provides?
- Yes, the contractor is responsible for all confined space training to its employees.
19. How is scheduled maintenance tracked?
- Maintenance is logged in the Master Station Log (MSL).
20. Who coordinates any required pumping of the man hole covers?
- Base Communications Officer (BCO) office
21. How many users at each site?
- Everett: 2,070 (approximately 1,370 digital and 700 analog)
- Whidbey Island: 5,300 (approximately 2,300 digital and 3000 analog) o Ault Field: 2033 digital, 2540 analog o Seaplane: 70 digital, 137 analog o Ault Hospital: 231 digital, 309 analog o Outlying Field Coopeville: 6 commercial
- Hospital: 1,600 (approximately 1,000 digital and 600 analog)
22. Are all the phone lines at each site on the same prefix?
- Everett: Yes, prefix 425-304
- Whidbey Island: Yes, prefix 257
- Hospital: Yes prefix 475, but there are 10 lines on prefix 813 for testing.
23. What are the requirements for personnel and vehicle flight line access?
- Free 3 hour flight line driving class is required to be able to drive/park on flight line.
24. Are all the buildings easy to access? Do any require special requests prior to entry?
- Everett: A common key is required for all telephone rooms, other facilities require request for entry.
- Whidbey Island: No, some buildings are more secured than others or have limited access hours.
Tenant provides escort if needed.
- Hospital: Easy access, no special requirements
25. About how many tickets are submitted each month
- Everett: Approximately 30 -40/month tickets both trouble and work orders
- Whidbey Island: Average of 175
- Hospital: Approximately 30 -40/month
26. Who is responsible for the purchases of phones.
- The government tenant command at each location is responsible for purchasing phones.
27. How often are the cut sheets updated on CAIRS?
- Daily
28. What type rack manufacture are used at the sites.
- Everett: Standard network systems rack suitable for space and design.
- Whidbey Island: CPI Chatsworth & Panduit
- Hospital: CPI server rack, 5 Definity cabinets
29. Who is responsible for the up keep, producing and storage of all base communication drawings (AutoCAD)
- Naval Facilities Command (NAVFAC)
30. IRT the solicitation who is responsible for IA(system updates, patches, virus protection, and entering results in VRAM) for the Avaya CM4?
- NCTAMS Command Security Manager is responsible for security updates to PBX terminals.
31. Will the contractor be required to dispose of any data retention equipment or media?
No, NCTAMS Command Security is responsible.
32. Are any drawings available for the sites.
- Yes. Drawings are available for Everett and Whidbey Island. These are for official use only and can be requested by email to James.wasson@navy.mil.
