Key Exclusions & Boundaries
Excluded Electronics: The Contractor is not required to pack or move individual computers, docking stations, monitors, or personal electronics.
Hazardous Materials (HAZMAT): The movement of HAZMAT is strictly excluded from this SOW. Any required hazardous material movement must be handled separately by the Government.
Elevator/Stairs Access: Personnel elevators and stairwells are available and authorized for contractor use in both Building 1 and Building 894.
2.1 Detailed Work Description (Inventory & Tasks)
The Contractor shall execute all relocation tasks in accordance with the following breakdown. The Government will provide final seating charts and mapping guides upon contract award. Move designated equipment between Bldg 1 and Bldg 894 in both directions. Map items strictly to the assigned 180 workspaces on Government-provided seating charts. (Note: Government employees will pack and label their own boxes with name and new location).

Answers to contractor questions
Question 1. Is this a new requirement, or a follow-on to a previous contract?
Answer: This is a new requirement.
Question 2: SITE VISIT (L-237-W001): The site visit is scheduled for Thursday, October 29, 2026. May a representative of our proposed subcontractor attend the site visit in our place? If so, we understand the BAVR and VAR must be submitted at least five (5) business days prior -- please confirm that deadline.
Answer: Subcontractors are able to attend the site visit if their associated BAVR requests are submitted and approved. The BAVR and VAR must be submitted five business days prior to the site visit on 29 October 2026.
Question 3: WAGE DETERMINATION: FAR 52.222-41 (Service Contract Labor Standards) is included and a Statement of Equivalent Rates (52.222-42) is provided, but no wage determination appears among the Section J attachments. Please provide the applicable Service Contract Act wage determination number and revision for Kitsap County, Washington, so labor pricing is built on the correct rates.
Answer: Wage Determination has been added in Section J.
Question 4: PACKING MATERIALS (SOW 2.0 / 2.1.A): The SOW states the contractor provides packing materials "not otherwise provided by the Government," and notes Government employees will pack and label their own boxes. Should our price include furnishing the approximately 950 boxes and packing materials, or will the Government provide them?
Answer: The Government is providing the 950 boxes, and Government employees are expected to pack and label their own boxes.
Question 5: We request an extension of the BAVR/VAR submission deadline for the October 29 site visit, or if an extension is not possible, consideration of an alternate site visit date.
Answer: The site visit is set for 10/29/2026. If this date is updated, it will be done in the form of an amendment to the solicitation.

The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.
(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company's established policy and procedures. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary.
