Excluded items are individual computers, docking stations, monitors, personal electronics, and hazardous materials. The contractor must comply with federal facility security protocols including REAL ID-compliant identification, Base Access Visitor Registration (BAVR) submissions, and Defense Biometric Identification System (DBIDS) credentials. All operations are local and confined to NUWC Keyport's Building 1 and Building 894. The period of performance is 45 calendar days from award, with the site visit scheduled for October 29, 2026, and a required two-week advance notice before commencing the move.

STATEMENT OF WORK (SOW)

PROJECT TITLE: Office and Industrial Equipment Relocation Services (NUWC Keyport)

1.0 BACKGROUND AND OBJECTIVE

The Naval Undersea Warfare Center (NUWC) Keyport requires professional relocation services to execute the physical transfer of assigned workspaces for 180 personnel between Building 1 and Building 894. To minimize operational downtime and maintain mission readiness, this transition must be executed as a single, highly coordinated, consolidated evolution completed within five (5) consecutive weekdays during working hours between 7am to 5pm.

The Contractor shall deliver safe, efficient, and damage-free relocation services for all designated government property, including but not limited to office boxes, secure safes, glass display cases, shelving, file cabinets, and miscellaneous office electronics and accessories.

2.0 SCOPE OF WORK

The Contractor shall provide all necessary labor, technical supervision, packing materials (not otherwise provided by the Government), transportation, and Material Handling Equipment (MHE)--including but not limited to forklifts, pallet jacks, and heavy-duty dollies--required to safely extract, secure, and transport assorted office furniture and Government property.

Key Exclusions & Boundaries

Excluded Electronics: The Contractor is not required to pack or move individual computers, docking stations, monitors, or personal electronics.

Hazardous Materials (HAZMAT): The movement of HAZMAT is strictly excluded from this SOW. Any required hazardous material movement must be handled separately by the Government.

Elevator/Stairs Access: Personnel elevators and stairwells are available and authorized for contractor use in both Building 1 and Building 894.

2.1 Detailed Work Description (Inventory & Tasks)

The Contractor shall execute all relocation tasks in accordance with the following breakdown. The Government will provide final seating charts and mapping guides upon contract award. Move designated equipment between Bldg 1 and Bldg 894 in both directions. Map items strictly to the assigned 180 workspaces on Government-provided seating charts. (Note: Government employees will pack and label their own boxes with name and new location).

Scheduling Window: The exact start date will be mutually established with the Awarded Contractor following contract award.

Answers to contractor questions

Question 1. Is this a new requirement, or a follow-on to a previous contract?

Answer: This is a new requirement.

Question 2: SITE VISIT (L-237-W001): The site visit is scheduled for Thursday, October 29, 2026. May a representative of our proposed subcontractor attend the site visit in our place? If so, we understand the BAVR and VAR must be submitted at least five (5) business days prior -- please confirm that deadline.

Answer: Subcontractors are able to attend the site visit if their associated BAVR requests are submitted and approved. The BAVR and VAR must be submitted five business days prior to the site visit on 29 October 2026.

Question 3: WAGE DETERMINATION: FAR 52.222-41 (Service Contract Labor Standards) is included and a Statement of Equivalent Rates (52.222-42) is provided, but no wage determination appears among the Section J attachments. Please provide the applicable Service Contract Act wage determination number and revision for Kitsap County, Washington, so labor pricing is built on the correct rates.

Answer: Wage Determination has been added in Section J.

Question 4: PACKING MATERIALS (SOW 2.0 / 2.1.A): The SOW states the contractor provides packing materials "not otherwise provided by the Government," and notes Government employees will pack and label their own boxes. Should our price include furnishing the approximately 950 boxes and packing materials, or will the Government provide them?

Answer: The Government is providing the 950 boxes, and Government employees are expected to pack and label their own boxes.

Question 5: We request an extension of the BAVR/VAR submission deadline for the October 29 site visit, or if an extension is not possible, consideration of an alternate site visit date.

Answer: The site visit is set for 10/29/2026. If this date is updated, it will be done in the form of an amendment to the solicitation.
