VENDOR QUESTIONS 0003
Leadership and Communication Training Additional Questions - Amendment 0003
Q1: The target audience is NUWC Keyport Division operational, technical professionals and leaders. The audience typically includes participants at the GS-5 to GS-14 levels, depending on the level of the class.
What level of leadership content is expected to be delivered given the range of grades? Are executive or senior-level leadership competencies expected to be integrated into the courses? Is NUWCKPT solely focused on ensuring GS-5 and GS-14 can achieve DoD Civilian Leader Development Continuum Competencies?
A1: Executive or senior level leadership competencies are not expected to be delivered for these courses. The courses should focus on basic to intermediate level of understanding for the course topic. Based on the DoD Civilian Leader Development Continuum Competencies, the courses should incorporate the competencies in Lead Self and Lead Teams/Projects, where appropriate.
Q2: The RFP mentions delivery of 8:00 a.m.PST--4:00 p.m.PST, but also mentions “Contractor is to provide five (5) Virtual instructor-led courses within the period of performance” and “The courses are to be delivered virtually and be able to support various US time zones if needed, generally PST. NUWCKPT will identify specific dates and course deliveries at minimum three (3) weeks in advance of requested delivery.”
Does this mean that the contractor instructor will also be virtual? Or is NUWCKPT seeking an in-person instructor at its location?
A2: Yes, the contractor instructor will also be virtual. We use the term virtual instructor-led to indicate there is a live instructor facilitating the course.
Q3: Does the Navy have a leadership style model that it expects its civilian personnel to follow? Is the DoD Civilian Leader Development Continuum the sole framework for this purpose?
A3: Yes, the DoD Civilian Leadership Development continuum is the framework Keyport follows. The course content for the topics outlined should focus on the competencies in Lead Self and Lead Teams/Projects where appropriate. There is not an additional leadership style model we expect the civilian personnel to follow.
Q4: Will each participant have an IDP? If so, can training program development and growth between modules be linked together using the IDP?
A4: All civilian employees are required to have an IDP. If course topic allows for integration into the IDP, that can be discussed during class to assist in continued career growth. We suggest this be done at a high level of explanation and merely a suggestion. As we are now using a new system for IDPs this may not be something all employees are versed in so there is potential for several questions during discussions on IDPs.
Q5: Does the Navy have a formal or mentoring model or framework? If so, what is it? Are there similar mentorship programs across the rest of the Navy in which NUWCKPT civilian personnel get to participate in?
A5: NAVSEA is currently building a mentoring module in Waypoints (Our new learning management system).
This module has not been rolled out yet, but will allow for easy mentor match and mentor check-ins. There is not a formal model the NUWC Keyport follows, rather we provide resources and education to help those who are mentors and mentees understand what a productive mentoring relationship should look like.
Q6: Are assessments sought for each course to validate participant KUPs?
A6: We will send out evaluations that are in alignment with Kirkpatrick Level 1 indicators to evaluate the course and receive participant feedback. It is at the contractor’s discretion if they would like to provide an assessment at the end of class to validate the participants Knowledge Process, Understanding, and Performance.
Q7: In addition to the objectives for each course – would you seek all participants receive hands-on practice and critiques for the skill they are in training for?
A7: Since the courses will be delivered virtually having break out or interactive sessions is encouraged to keep the students engaged. This is not a requirement and will be based on the course topic and at the contractor’s discretion.
Q8: Are you seeking more of a lecture-based course with less participant interaction?
A8: Since the courses will be delivered virtually having break out or interactive sessions is encouraged to keep the students engaged. This is not a requirement and will be based on the course topic and at the contractor’s discretion.
Q9: If we want to do a DISC assessment or any other behavioral assessments in combination with the Intro to leadership course and EI course is that appropriate?
A9: Yes, those are acceptable tools to use for the leadership and EI course, as long as the cost is included in the proposal. Having a behavioral assessment is not a requirement and will be at the contractor’s discretion.
Q10: On the introduction to leadership course outline – it suggests to “assess areas” in which leaders are held accountable. Are you seeking a DISC assessment or similar assessment for each participant to do for this?
Or are you referencing a high-level overview of a variety of styles?
A10: That objective was in reference to high-level overview of a variety of styles. It will be at the contractor’s discretion if they chose to use a behavioral assessment as a supplement to the course.
Q11: Are there page limits when submitting documentation? For example, when submitting the Required Credentials of Instructors, should this be a separate attachment?
A11: We suggest to send the RFQ and any amendments in separate pdf’s and all other documents such as Required Credentials of Instructors should be separate.
Q12: Are you requiring all the boxes to be checked/filled-in as appropriate regarding Provision 52.212-3 Alt 3?
A12: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
Q13: Can you clarify if this is an LPTA contract and/or the evaluation criteria that will be used to select the best vendor partner for this project?
A13: Yes, this is a LPTA contract (Lowest Price Technically Acceptable).
Q14: What is the deadline for asking additional questions to assist us in submitting a responsive reply?
A14: The deadline for receipt of questions is five (5) business days prior to the solicitation closing date.
Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered.
Q15: In reference to Section 7.0 Course Material: Is the intent to submit materials for pre‐approval before delivering the training or submitting materials so participants have a chance to review them before the course?
A15: The intent is submitting materials so participants can review prior to the course. This process can be discussed with the vendor on what works best for the class (i.e. send out materials morning of class)
Q16: In reference to 2.0 Scope: Will virtual trainings be delivered over the DOD version of MS Teams, and does that require CAC access?
A16: Yes, it is preferred the trainings will be delivered using DOD MS Teams, A CAC badge should not be required, we can test functionality prior to scheduling any classes. If the vendor has a preferred method of delivering virtual trainings we can discuss prior to scheduling the classes. The students would need to be access the virtual method via a link and not have to download any software. If zoom is used it must be zoom.gov.
