SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

VENDOR QUESTIONS & ANSWERS

Leadership and Communication Training Additional Questions - Amendment 0002

Q1: In section 6.5 Course Requirements, page 5, could you please expand on “Issues of copyrighted materials and intellectual property ownership will remain the same pursuant to what is outlined in the agreement.”

Can you point to the agreement? Is this something the contractor would be providing, or is this an agreement inside this solicitation?

A1: Yes, we would just want the materials to reflect your vendor name and something like “prepared for NUWC Keyport”. These materials would strictly be used for the class you are instructing and would not be distributed or recreated to use for any other purpose.

Q2: Can you confirm that the course curriculum can be procured then customized to meet the requirements of this SOW, and that there is no expectation of the entire course being authored by the instructor alone.

A2: Yes, once the contract is awarded we will meet with the vendor to discuss curriculum objectives to ensure the objectives meet the need.

Q3: My plan is to build a program response that will include subcontractor support. Is this approach acceptable to your organization? I will consider my company as the sole bidder with a subcontractor. Is this acceptable?

A3: As you would be the prime contractor, it is acceptable should you chose to use a subcontractor, with the understanding the government only works with the prime contract and the prime contractor is fully responsible for the performance of the subcontractor.

Q4: Is there a page requirement for the proposal or any specific content you want covered, like a technical approach, overview of the company, or any additional information?

A4: There is not a page requirement for the proposal. Please feel free to include any information you feel is relevant. The only supplemental documents we are specifically asking for is noted in 6.2 and 6.5 of the

SOW.

Q5: Within the solicitation, it specifies that the contractor has to have worked for the government. Can you please clarify?

A5: The contractor does not have to have previous employment with the government. We prefer the contractor has experience working with government agencies, whether that be from past employment or working as a vendor instructing government employees.

Q6: In reference to the number of courses to be delivered and personnel to be trained: how many total people does the government intend to provide training for under this period of performance? How many training sessions (i.e. - how many groups of 25 people) are anticipated for each of the 5 requested courses? Is it anticipated that the same 25 people would attend all of the 5 courses over the course of the performance of this contract, or will they more likely be different people attending each course?

A6: There will be a total of 5 training classes offered with the potential of 25 people per class. These could be the same people or different people, we won’t know until participants sign up

N0025323Q0043

Q7: In reference to the period of performance: Elaborating on Q8 from Amendment 0001 concerning the delivery of the classes in FY23 or FY24, is it the preference of the government to complete the teaching of all 5 classes in the remainder of FY23? Or is it possible for the vendor to complete the creation of those courses in FY23, yet teach them into FY24 depending upon the availability of the instructor and students?

Q7: Our goal is to have all 5 classes scheduled for FY23 delivery. The determining factor would be based on instructor and NUWC Keyport schedule.
