VENDOR QUESTIONS AND ANSWERS

Questions and Answers Leadership and Communication Training

Q1: Please specify how the current solicitation differs from previous Solicitation N0025323Q0033, which was cancelled on March 23, 2023, as they appear almost identical?

A1: The previous solicitation included options, the current solicitation is for base year only.

Q2: For CLIN 0001, please clarify the following: Does the government firmly intend to order 1 session of each of the 5 courses? If the government does not have firm plans to order any sessions, is it possible that no courses are ordered for CLIN 0001? Does the government plan to order multiple sessions of some of the 5 courses, and none of the rest, such that the Net Amount calculated for CLIN 0001 is not merely the sum of the FFP of each of the 5 courses listed? If the types and numbers of courses to be ordered by the government are currently not final nor subject to a firm minimum amount, how do Offerors calculate the “Net Amount” field in CLIN 0001?

A2: Yes the government firmly intends to order 1 session of each of the 5 courses listed in CLIN 0001

Q3: The SOW calls for five specific topics to be addressed over five separate days during the course of the year.

In my initial reading, I considered that each topic (e.g. Emotional Intelligence, Presentation, etc.) would be covered completely during a single day-long session. However, upon more careful reading of 2.0 SCOPE, it appears that the preference is for each day-long session to consist of multiple topics. For example: 2.5 hours of Leadership, 2.0 hours of Communication, 1.5 hours of Mentoring, and 2.0 hours of Presentation.

Do I understand that correctly?

A3: Each of the topics would be addressed on different days, they are not all to be delivered in the same session. There would be a session scheduled for each topic apart from one another. We are treating these 5 topics as stand-alone classes. Meaning you would not have to attend one session topic to be able to attend and understand what is being taught in another session topic.

Q4: Would you be able to tell me if there is an incumbent? If so, contract information?

A4: No, we do not have anyone currently on contract for this.

Q5: Does the contracting vendor need to fulfill every component of this project?

A5: Yes, the contracting vendor would need to have the experience and the ability to deliver each of the 5 course topics.

Q6: Other than what is on page 5 of the solicitation, is there any other guidance regarding what you want in the proposal?

A6: The only information we are requesting to be submitted as supplement to the proposal is the information listed on page 5 in section 6.2 and 6.5.

Q7: Do you want the proposal electronically emailed to you or in paper delivered to you (if so, what FedEx address should be used) and if not to you, where does the proposal go?

A7: No paper copies will be accepted. Only digital copies sent via email will be accepted. Email address is patricia.j.rees.civ@us.navy.mil Q8: Are the courses expected to be delivered in FY23 only or FY23 and FY24?

N0025323Q0043

A8: There is potential for some of the sessions to be delivered in FY24, the determining factor would be based on instructor and NUWC Keyport schedule. Our goal is to have all 5 classes scheduled for FY23 delivery.

Q9: Will students be attending from their home or from a central location at their work setting?

Q9: Students would be attending from home or their on-site work station and would log into the session individually. There is not going to be central location that students attend from.

Q10: Do you have the Period of Performance (POP) for the contract?

Q10: To be determined at time of award.
