VENDOR QUESTIONS AND ANSWERS
Is there a truck high dock to allow for rolling a pallet jack with file cabinets on it directly into a truck trailer? (This is important as if there is not truck height dock then a lift gate will be required and much smaller trucks than a 53’ trailer)
No loading dock available. Truck will need lift gate.
The total square footage of the cabinets based on the quantity, width and depth is 1,945 sq/ft. The square footage of a 53’ truck trailer is 450.5 sq/ft. It may be unsafe to stack the metal cabinets greater than two high when in a truck. Are you assuming that there will need to be 2 or more full tractor trailer loads for the full pick-up?
I would assume the cabinets can be stacked 3-4 high, however, that is up to the individual contractor to determine loading and hauling restrictions.
When the agency refers to drawing type, are they referring to the discipline, Mech, Arch, Struct, etc? Will this be predominantly and easily identifiable in the title block, as part of the drawing number or will there be instances where the vendor will have to read text around the drawing or look at features of the drawing to determine the type?
Drawing type is referring to the drawing type, PL = Parts List, WL = Wire List, FN = Functional, etc. Yes, the type will be displayed in the title block. If not type displayed, the drawing is handled as a FN drawing type.
What is the minimum required to get a unique match to a single record in the excel spreadsheet? Drawing number and revision or can the same drawing number be reused on multiple disciplines? Is the cage code required to get a unique match? Will the spreadsheet contain multiple rows for the same drawing with different revisions, the revision being the only item which would differentiate the physical drawings? Please confirm that the drawing number and the revision will not create a unique match to a record that the drawing type and/or cage code will also be required to get a unique match to a record.
Unique Match = TYPE, DRAWING NUMBER, REVISION, AND CAGE.
Yes, the spreadsheet may contain multiple rows for the same drawing with different revisions.
The hyperlink is defined to be a link to the active record, however the vendor is delivering data on DVD, which is not active. Are the vendors or is the agency expecting to host the files on a server or network location which the vendor should “link to”? Please confirm that the vendor is not expected to host the data for the agency on a vendor provided platform.
Vendor is not expected to host the data for the agency. The DVD’s will include a link to the corresponding drawing.
Please confirm that the vendor can pick up monthly, quarterly or in a single lot.
Yes, monthly, quarterly or single.
In order to be competitively priced, is there any restriction as to how far the original assets can travel? Can they leave the country, can the data leave the country for indexing and QC? Is any of the content export controlled and if so how will the government insure compliance?

The drawings need to remain in the United States. No restriction on how far the drawings can travel within the United States.
Are any of the drawings encapsulated in a plastic sleeve and if so in what distribution?
I am not aware of any drawings encapsulated in a plastic sleeve.
Are the A and B sized drawings generally grouped by size where the vendor might see a stack or ring binder of 50+ sheets of the same size together.
The drawings are a mixture of sizes in each cabinet. For a drawing with multiple sheets, it may be in a paper folder or clipped together.
Are the B sized sheets commonly individually fan folded which requires manual prep to flatten/unfold the items for scanning?
No
With a fixed bid lump sum, vendors look to understand items of unknown quantity. Can the agency define % of drawings that will not have a unique match in the spreadsheet and must be manually keyed and the % of stapled documents or documents with sticky notes or that are torn and require repair prior to scanning?
Estimated 5-10% will not have a unique match and will need to be manually indexed. Estimate less than 5% are stapled/torn and require repair prior to scanning.
Does that mean that your requirement of insisting on feeding one document or the portion of one large document at a time and then manually stitching the documents back together into one digital document is still required?
Documents need to be handled, one at a time. As stated in Amendment 3, each drawing sheet will be its own separate file.
Also, does that mean that the processing of documents in a specific order is still required as opposed to letting the vendor process the documents using the most efficient industry standards and providing the end customer all of the images hyperlinked to an Excel database?
Drawings need to be scanned in specific order to ensure drawings remain intact/all sheets together and to prevent multiple data entry steps to retrieve/index data.
Please let me know if this is indeed the intent to only have vendors feed one page or place one portion of a large drawing on a scanner at a time?”
Yes, we want to ensure pages are handled, one at a time to ensure complete accuracy.
