Vendor questions and answers
Will all these fields listed be found in the provided excel lookup database or will some have to be hand keyed?
The fields will be provided in the excel database, however, we do expect a small portion that will need to be keyed in only because the inventory isn’t 100%.
Is the Drawing Number the value to be used for lookup and is it unique?
Drawing Type, Drawing Number, Revision and Cage Code are the unique values.
Will each drawing be its own separate file or combine all pages together by Drawing Number for example?
Each drawing sheet will be it’s own separate file.
What is the format and details for the "hyperlink column? (Example, is it the filename for the resulting pdf or does it need to be a fully qualified UNC path?)”
The hyperlink column will be a filename link to connect to the active pdf file.
Additional Vendor Questions and Answers
For the indexing, you need the following fields captured:
a. Drawing Type (Does this refer to the discipline- Architectural, Electrical, Plumbing, etc?)
b. Drawing Number (Example: A1, E1, M1?)
c. Revision
d. Cage Number (This will be written on the documents, right?)
e. Sheet (Is this a unique number listed on the drawings?
f. Sheet of Sheet (Such as 1 of 3, 2 of 3, 3 of 3?)
You do not have a field for the Drawing Title or the Project Name. Are these fields not getting captured? No those fields aren’t captured.
Are we provide both the TIFF and the PDF files?
PDF files only.
You state that the contractor will be responsible for properly destroying the original masters/cabinets upon authorization from Keyport. Would shredding be an acceptable means of destroying the drawings?
Yes, shredding is acceptable.
In our experience, most plan rooms have a lot of duplicate documents (anywhere from 30-50% in exact duplicates or superseded sets). Do you anticipate finding a lot of duplicates/superseded issues? What should we do if we find them?
No, we do not anticipate very many duplicates, there will be some. We want all revisions scanned.
How should we price this? Per sheet to included document preparation, scanning, and indexing? Should we include pick-up/delivery as a separate cost? Should we include the external hard drive (if requested) as a separate cost?
The pricing should include all of the requirements stated in the SOW/solicitation as part of the 1 LOT, including FOB: Destination shipping cost rolled into the pricing. Data delivery included in pricing.
Should we include in the cost boxes to box up the files from the plan room or are the drawings already boxed and ready for shipment?
The drawings will be shipped in the existing flatfile cabinets listed in the SOW and below.

I am confused by the sizes that you listed. Can you please clarify the sizes of the documents?

We are interested to bid for Solicitation No N0025321Q0073 Technical Library Digitization – Department of the
Navy.
Does NUWCDIVKPT have an electronic file that can be used to search and index the documents?
As stated in the SOW, a Flat File TACI excel database will be provided.
Can bi-weekly / monthly progress payments for completed work be a part of the contract?
I’m not able to answer this question.
Do we need to apply any naming convention to files?
Yes naming will be IAW metadata fields listed in SOW.
What is the level of preparation required? (Removal of fasteners, staples, post-it’s, etc.)
Most of the drawings are flat or rolled. Very few have post-it notes, the A size drawings are in folders or clipped together. Very few have staples.
What level of reassembly is required? (Do we need to apply to fasteners, post-it’s and rearrange the documents in the same order after scanning?)
The only reassembly required is for approximately 1600 documents that will be segregated and required to be returned to Keyport.
Is this a new requirement? If not, can you please provide the name of the incumbent, the current contract value and eligibility criteria to re-compete?
N/A
Can we pick all the documents within single visit? if no, how many documents NUWCDIVKPT will provide in each visit?
Yes.
How many documents will be there in one drawer? Are all documents prepared and ready for pick up at one time or will multiple trips need to be made?
Documents vary, depending on size. Approximately 400 -600 sheets, more for A size.
Do we need to provide the digitized documents in specific folder structure?
The digitized pdf will need to be a hyperlink to the document in the provided excel file.
What information should vendor need to index from the documents?
Provided in the SOW.
Are the documents to be scanned one sided or two sided? If two sided then what % of total document?
Anticipate 95% of the drawings are one sided.
Do we need to scan document as Black & white or greyscale or color? If color then what % documents are expected as color?
Documents are to be scanned black and white as stated in SOW. In order to get the best image, some may need to be scanned greyscale or color, approximately 5%.
Are you using any document management software? If yes, what is the name of that software?
No.
Do you want to make the files text searchable (OCR)?
No.
Is there an approved budget? If so, what is the designated budget for this project?
Not required to quote.
Does this mean that the vendor will pick up the source documents as they are currently stored inside of file storage cabinets? Yes
Are the filing cabinets made of metal? The majority are metal, some are wood.
Do you know how much each of the different size cabinets weigh? I do not now the weight.
Amendment # 2 Q&A answers that the source documents are to be destroyed by the contractor after scanning and approval from the government. Do the filing cabinets need to be returned to the government or is it intended that the contractor keep or dispose of the cabinets?” Contractor to dispose of the cabinets.
Can you please provide the dimensions of the flat file cabinets and the approximate weight? Are they stackable?
The dimensions are provided in the SOW, I do not know the appropriate weight. Yes, they are stackable.
Can you confirm there are 216 cabinets and you do not require the cabinets or original prints returned?
There are approximately 1600 prints that will be segregrated and will need to be returned to Keyport. They can be shipped in boxes. All other documents and cabinets can be destroyed once data is QA’d.
We have a 53 foot trailer which will legally transport up to 44,000 lbs – can we assume multiple trips are an option?
Yes, multiple trips are an option.
The SOW states that the drawings will be shipped in the cabinets. To better price the shipping, what are the dimensions and weight of the flatfile, tubefile, and letter file cabinets?
Cabinet dimensions are provided in the SOW. I do not have weight estimates.
Is there a requirement to perform an inventory before or after pickup of the drawings?
No.
It states the PDFs will be returned on DVDs. Is that also how the Excel database will be returned or is there an additional method required?
The PDF’s will be hyperlinked to the Excel database and returned on DVD’s.
The SOW states "All drawings will be hand-fed; Contractor will not use automated feeders.""
Does this imply all drawings should be scanned via a flatbed scanner?
The contractor can make that determination just so they aren’t using automated feeders.
Is the Contractor expected to pack the cabinets and its contents for shipping?
Yes, documents will be shipped in existing cabinets.
Are these metal or wooden cabinets?
Combination of both metal and wood cabinets.
