QUESTIONS AND ANSWERS

1. Is there an incumbent? If so, can you provide us the incumbent number?

The incumbent is Virtual Computing Technology, Inc.; N00244-21-C-0024.

2. Can the government provide the current Wage Determination for this e ort?

WD 2015-5635 REV26; An amendment has been issued to add wage determination to attachments.

3. Will the government consider excluding resumes and letters of intent from page count?

Resumes and letters are excluded from page count.

4. Please confirm that commitment letters documenting the meaningful relationship between sister companies will be excluded from page count.

A solicitation amendment will be issued to exclude the commitment letters from the page count. O erors are reminded that merely stating the a iliation between the o eror and the a iliate is not su icient for use of an a iliate’s past performance, o erors must demonstrate that the a iliate will have a meaningful role in performance of the contract being competed.

5. Given a 10 March RFP release and 21 March proposal due date, O erors only have 10 days to prepare a proposal. Will Government consider a 7-day extension to proposal submission date from 21 March to 28 March to provide o erors adequate time to prepare proposal as well coordinate with its government customers to submit “O eror’s Past Performance Data” (OPPD) by the proposal due date?

We will amend the solicitation to extend the solicitation o er due date to 24 MAR 2025 at 10:00 am.

6. On the PWS the labor categories that appear are:

Financial Analyst III (EODGRU-ONE) Supply Technicians (EODESU-ONE) Material Transportation Coordinator (EODESU-ONE) Warehouse Specialist (EODESU-ONE) Data Entry Operator II (EODGRU ONE) But on the attachment 2 appears an additional labor category: Material Support Program Analyst - Professional Services Can you please clarify if the labor categories intended to this requirement are 5 labor categories or 6 ?

Material Support Program Analyst has been removed from the Pricing Template and a revised pricing template has been issued.

7. Can the Government please provide personnel qualifications for Non-Key Person V, as the qualifications for this position are currently missing from section 9.2.1 of the PWS?

Qualification are listed in the PWS under Section 9.2.1

8. Is the government open to extending the solicitation to a full 30 days to respond with bidders’ proposals?

Due to the Period of Performance start date a 30-day extension is not possible. The Government has issued an amendment to extend the o er due date to 24 MAR 2025 at 10:00 am.

9. Regarding the Key Personnel resume, would the government accept a Representative Resume in lieu of a Named Resume and Letter of Intent?

No, the Government will not accept a Representee Resume

10. Can the Government please confirm that the due time for recipt of proposals is Noon Pacific Daylight Time?

Amendment was issued to extend o er due date to 24 MAR 2025 at 10:00 am PST

11. Can the Government confirm that tables/graphics/illustrations and headers/footers can use TNR 10 font?

The Government prefers one-inch margins on all sides and single-spaced, 12-point Times New Roman font with normal spacing, and pages of each volume numbered consecutively.

Digital copies shall be provided in Microsoft Word, PDF, and Excel.

12. Can the Government confirm that the Price Narrative can include additional Price related information within the five-page limit?

Yes

13. Can the Government clarify if we can add the H&W (Health and Wellness) to the hourly rate for the SCA LCATs? If so, do we use the pricing template as is and add the HW to the labor rate as defined in the established wage determination and input that as the hourly labor rate or can we add a column for H&W?

The O eror can add a H&W column or add it to the hourly rate.

14. Can the Government confirm that the O eror’s CPAR record is outside the page limit for Volume III?

Yes, CPAR record is outside the page limit

15. Per the RFP, "Each employee must be eligible for a favorable trustworthiness determination and verification of licensing is required to be submitted with the proposal." Can the Government please clarify what documents have to be submitted specific to the licensing verification requirements? Is this specific to key personnel only?

The qualification requirement of the Key Personnel are listed in Section 9.2.1 of the PWS

16. Section 9.1 of the PWS does not list the Material Support Program Analyst position for qualifications and clearance level required. Can you provide industry with this information?

Education & Experience:

High school diploma or GED required; no degree required.

Minimum of 2 years of experience in supply chain management, material handling, inventory control, or logistics support within a DoD or government contracting environment.

Prior experience working with Navy supply and logistics systems (e.g., DPAS, RCRP, or similar inventory management tools) is preferred.

Required Skills:

Basic knowledge of DoD supply chain processes, material management, and procurement tracking.

Ability to use Microsoft Excel, Word, and government inventory databases.

Strong organizational skills and attention to detail.

Ability to lift and move material packages up to 50 lbs as required for inventory tasks.

Security Clearance Requirement:

Minimum: Confidential clearance or the ability to obtain one before contract performance.

17. Can the government confirm if there is any HAZMAT material handling that would require any training/certifications?

The government can confirm that there may be limited handling of HAZMAT materials as part of the Material Support Program Analyst’s responsibilities. However, the required training is minimal and does not necessitate industry certifications beyond standard workplace safety protocols.

To meet this requirement, the contractor’s personnel will be required to complete one of the following training options prior to handling HAZMAT materials:

1. An online HAZMAT awareness course (such as DoD HAZMAT Familiarization or an OSHA-compliant online training).

2. Government-provided HAZMAT training through EODESU ONE, which will cover unit-specific handling, storage, and safety procedures.

No additional formal certifications (e.g., HAZMAT shipping certification) are required, as contractor personnel will not be performing transportation or regulatory reporting functions related to hazardous materials.

18. Given this, can you confirm whether experience with SABRS is still considered a legitimate and necessary requirement for key personnel, or if experience in other current financial systems would be deemed acceptable?

Experience with SABRS (Standard Accounting, Budgeting, and Reporting System) is not required for any role under this contract but may be considered beneficial.

While familiarity with SABRS can be useful, experience with other current DoD financial systems (such as Navy ERP, Defense Agencies Initiative (DAI), or Wide Area Workflow (WAWF)) would also be acceptable in meeting the financial management and reporting needs of this contract.

19. Can the government identify which personnel need to be on-site daily or is remote/hybrid acceptable?

All personnel supporting this contract must be on-site daily at the designated government facility. No telework or remote/hybrid work arrangements are authorized.

Due to the nature of the work, including inventory management, material handling, logistics support, and direct coordination with EODESU ONE personnel, contractor sta must be physically present to ensure real-time execution of mission-critical tasks.

20. The Government confirm that any of the Labor Category roles within PWS can also function in a dual role as the overall lead for the team?

Yes, the Government confirms that any of the Labor Category roles within the PWS can function in a dual role as the overall lead for the team, provided that it does not result in any additional cost to the Government.

This flexibility allows the contractor to assign a qualified individual from the existing labor categories to assume leadership responsibilities while continuing to perform their primary duties. The Government expects that this approach will help maximize e iciency without increasing contract costs.
