In responses to the sources sought posted in May, the Government did not receive capability statements from two or more certified SDVOSBs. Therefore, the decision was made to compete this requirement as a SB set-aside.
2 Attachments The Offeror’s Past Performance Data (OPPD) worksheet has the wrong solicitation number at the top of the form.
This will be corrected with solicitation amendment 0001.
3 Attachments The wage determinations(WD) provided by the government are not the most current WDs.
These will be updated with solicitation amendment 0001.

Does the price template need to be summited? Offerors are not required to submit the pricing template, it is provided for convenience. Offerors are reminded they shall submit their price proposal in accordance with Addendum to FAR 52.212-1 (Section L) Volume III.

How are the 1920 hours calculated? 1,920 hours is the equivalent of one full-time equivalent (FTE) in a year if an employee works 40 hours per week for 48 weeks. This calculation accounts for four weeks of vacation, sick, and holiday time off.

Is this a new requirement? Currently the vans are operated and the responsibility of the civil service group.
This should read maintenance “rack” vice “van”. PWS will be updated with amendment 0001.
Page 85 - Technical volume page limit
In order to adequately convey our understanding of the PWS requirements and to provide in detail our approach, we request the page limitation in Technical volume II to be increased from 10 pages to a minimum of 20 pages.
The Government concurs with the increase to a minimum of 20 pages.

The Government appears to be providing required staffing levels for all sites. If requirements during execution of the work are greater than the government estimates will the contract be adjusted by equitable adjustment for additional FTEs?
This requirement is FFP, meaning that it is not subject to any adjustment on the basis of the contractor's cost experience in performing the contract. The Government is providing the suggested minimum number of hours based on the historical LOE. If an offeror proposes less hours than those listed with a sufficient narrative detailing how they can accomplish the requirements of the PWS with less personnel, then they will not be entitled to an equitable adjustment should additional FTEs ultimately be required.

TO 52.212-2
Volume III
Please confirm the Contractor is to price all base and option year using minimum (current) wage determination costs for labor and H&W and the Government will allow annual adjustment for increases to the rates via annual wage adjustments on the contract anniversary date.
Wage determination rates provide a price floor for labor and H&W and therefore contractors shall not propose wage rates lower than the wage determination rate. This contract will be subject to FAR 52.222-43.
Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
This requirement is currently being met by purchase order N00244-19-P-0474.
2.0 Management and Administration paragraph 2.3.2
The Contractor’s Facility Security Officer or representative shall submit a Visit Authorization Request within the Defense Information System for Security. Since paragraph 2.3.1 states a favorable Tier III background is required for CAC card issuanceand paragraph 2.3 states a security clearance is not required, please clarify this solicitation is not a classified contract.
There are no national security requirements applicable to the contract. Naval aviation activities and the supporting DoD/DoN logical systems (internet) are designated as sensitive/secure at a minimum. Unescorted access requires a Tier III (favorable) at a minimum for issuance of a Common Access Card (CAC). The government security manager at each site will sponsor background investigations (SF-86) for employees who do have a in scope Tier III BI.

3.0 Requirements paragraph 3.14
Technical publications, tools and replacement parts necessary to perform inspections will be provided. Please clarify these items are provided by the Navy.
All tools and technical publications to perform tasks will be provided by a govt official at each site.

4. FRCSW DET NASNI Cryogenics Facility and Customer Information, please clarify if there is a bottle storage area at all the locations. Example, Pt. Mugu table lists a bottle storage area, but none are reflected at the other sites.
Yes, each location has a bottle storage area within the compound.

6. FRCMA Patuxent River Cryogenics Facility and Customer Information, the table lists a LOX sampler. However, a sampler is not reflected in the tables at some of the other locations. Please confirm a LOX sampler is available at all sites.
ABO analyzer is available at all locations.
Question about Tank truck frequencies for all locations. Note: JAX only has 1K LIN tank but issues 1900 LIN a month. What is the minimum amount that we can order? Potential to run out based on use rate and only one tank.
The procurement of bulk O2/N2 delivered via commercial trucks is coordinated/funded by the installation supply department.
Are there any escort requirement for receipt tank trucks at any of the sites?
Yes, but escort and access requirements for O2/N2 deliveries are the responsibility of the govt.

FRCW DET Fallon, the table shows a 2K gallon LN2 tank as permanently out of service. Please confirm this tank will not be returning to service during the period of performance for this solicitation.
The 2K LN2 tank is not currently scheduled to be brought back into service during performance.

Cryogenic Service Hours. FRCW Det China Lake shows service hours during a non-flex week from 0600-1600 Mon-Thur and 0600-1500 on Friday for a total of 88hrs. Please confirm the service hours during a non-flex week are correct.
Service hours listed are correct.
We recognize that Fallon has a Nicolet 210 ABO Analyzer assigned; assuming contractor employees are responsible for operating this piece of equipment, please answer the following questions:
a. Have current contractor employees received formal training (course C-750-3217) to operate the ABO Analyzer? b. Will training be provided by the Navy as necessary in the event training is needed? c. Please define who is responsible for obtaining and submitting ABO correlation samples to the appropriate facility.
Incumbent employees have completed formal course or provided OJT by trained/qualified Navy personnel.
Training will be provided when necessary.
The Navy (FRC DET) is responsible for submission/transportation of correlation samples.
Is the contractor responsible for the shipping of any correlation samples to a site laboratory for analysis? If so, are the appropriate shipping containers provided and is shipping provided at no cost to the contractor?

Are all sampling and testing equipment items provided by the US Navy as necessary (LOX Sampler, laboratory beakers, watch-glass, and paper filters) at no cost to the contractor?

The Statement of Work does not define who/how product receipt accountability forms (DD Form
250) are handled. Typically, the completed DD Form 250s are filed IAW DLA Policy P-3 in the filing plan of the ordering agency (base Fuels?).
Please define who is responsible for maintaining/filing this documentation? If documentation is required to be transported and filed elsewhere, please provide the distance between the Cryogenic Storage area and this location for each site.
The contractor employees on site sign the DD-250 for acceptance of the bulk product at the cryogenics compound, then a government POC transports the document to the applicable supply department POC.

The Fleet Response Center (FRC) Detachment on each installation.
Does the government provide internet connectivity/LAN access at any of the locations?
No, Navy Marine Corp Internet (NMCI) access/accounts are not provided at any of the locations.

Records and reports are listed in paragraph 4.0 of this work statement. We have thoroughly examined the PWS and are unable to find a paragraph 4.0. Please clarify if this an administrative error or if valid, request copy of paragraph 4.0.

Question #10 in the Q&A
The government has indicated that the rates in the WDs are the floor for this solicitation in their response to this question. However the H&W rates in the El Centro CBA (see Article 14, Section 3) provide a range of costs for health insurance which vary by participation. The employer must pay 90% of the cost of either the individual premium, Employee +1 premium, or employee + family premium. There is also a default cost for non participants is the local area WD. These costs vary from by over $1000 per employee per month depending on the census of employees specific to that location. The incumbent contractor has participation information that is not available to other bidders which does not allow pricing from all on a level playing field. Can the government provide a baseline cost for H&W at this site to be used by all bidders which would be adjusted after award based on employee participation? For example the current local area WD could be used by all and then the contract would be adjusted for participation after award providing no unfair advantage to the incumbent.
For evaluation purposes only, please use $4.41 as a baseline for H&W for the El Centro CBA.
