QUESTIONS AND ANSWERS – CRYOGENICS RFQ - N00244-19-Q-0184
1. The Statement of Work does not define who is responsible for ordering liquid oxygen and liquid nitrogen. Typically, product is ordered through the local Base Fuels Office in accordance with the Defense Logistics Agency - Energy (DLA-E) Policy P-11 . Please define whose responsibility it is to place the order for product and how that process works at each location.
The Aviation Supply Department (ASD) at each site is responsible for procuring LOX/LN2 products based on low limits set for each site.
2. The Statement of Work does not define who/how product receipt accountability forms (DD
Form 250) are handled. Typically, the completed DD Form 250s are filed IAW DLA Policy
P-3 in the filing plan of the ordering agency (base Fuels?). Please define who is responsible for maintaining/filing this documentation? If documentation is required to be transported and filed elsewhere, please provide the distance between the Cryogenic Storage area and this location for each site.
A government representative of the ASD is responsible for filing/maintaining/transporting DD-
250’s.
3. Does the government provide escorts (as needed) for the liquid oxygen and nitrogen delivery drivers/vehicles to access the base?
The government is responsible for sponsoring installation access privileges and escorts as required for delivery truck drivers.
4. Does the government provide traffic control (as needed) for the liquid oxygen and nitrogen delivery vehicles so they can safely access the cryogenic storage areas?
Yes.
5. The PWS does not define what governs quality surveillance testing, please define what
NAVAIR or standard is applicable?
A6-332AO-GYD-000 (dated 01SEPT2007) outlines the Aviators Breathing Oxygen (ABO)
Surveillance Program.
6. Please provide a current copy of any applicable standard/NAVAIR, to include NAVAIR A6-
332AO-GYD-000.
A current copy of applicable standards (NAVAIR A6-332AO-GYD-000) has been provided under amendment 0001.
7. The PWS does not define the contractor’s responsibility in the event a LOX sample (tank or receipt) fails to meet standards. Please define the contractor’s role/responsibilities in the event a sample fails to pass, other than notifying the COR.
PWS has been updated to define contractor and government responsibilities regarding testing and transporting samples.
8. Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items paragraph 5, Volume
III Past Performance, offerors are required to provide an Offeror’s Past Performance Data
(OPPD) questionnaire to past performance reference to complete and submit to NAVSUP FLC
San Diego for evaluation. Since the references must email the OPPD to the POC and the
Government intends to award without discussions, we have no assurance the OPPD was submitted to the POC. Please confirm if the POC will notify offerors if the OPPD is not received by the solicitation due?
No, the POC will not notify offerors. OPPDs are not mandatory. It is the offerors responsibility to follow up with activities filling out the survey if they would like one submitted.
9. The annual cryogenic throughput appears to be inaccurate. Actual cryogenic throughput at
FRCMA Patuxent River from Jan 2019 through May 2019 shows an average of 1087 gallons of LOX and 733 gallons of LIN issued per month compared to only 650 and 200 identified in the Statement of Work. Please confirm that the throughput data provided in the Statement of
Work is accurate.
Monthly LOX/LN2 throughput data identified in the PWS is based on historical annual throughput and is as accurate as possible given the fluctuations in flying hour op-tempo that occur throughout each year.
10. The FRCMA Patuxent River GFE listing appears to be inaccurate, as there is now only 1 -
2,000-gallon LOX tank and 1 - 2,000-gallon LN2 tank assigned to the facility. Please verify accuracy at each site as without a site visit this information is all we have to price the contract.
PWS GFE listing now updated
11. Please identify what additional GFE is provided if any, to include common hand tools, computers/telephones and cryogenic sampling equipment at each site.
PWS updated to answer this question
12. Only FRCMA Patuxent River GFE shows a LOX sampler assigned. This equipment is required as it is used to transport LOX samples to the appropriate facility so it can be analyzed.
Is this an oversight, or if not please define how the contractor obtains and transports LOX samples to be analyzed at each location?
PWS updated to reflect access to ABO analyzer will be provided at each site and transportation of samples to/from the Cryogenic Compound will be provided by the government.
13. Where samples are required to be transported to the appropriate facility to be analyzed, please provide the approximate distance between the Cryogenic facility and the appropriate agency.
See response to question number 12.
14. DET Fallon GFE shows a Nicolet 210 ABO Analyzer. Who is responsible for maintenance and periodic calibration of this piece of equipment?
The government is responsible for repair/upkeep of ABO Analyzers.
15. Will the contractor have access to a fax/copier/scanner machine at each cryogenic facility? If not, will the contractor be allowed to purchase and install one using the government provided telephone line?
Yes, access to fax/copier/scanner will be provided at each site.
16. Does the government provide internet connectivity/LAN access at any of the locations?
No.
17. Please verify services at NAS Fallon begin 1 Apr 2021 for 6 months of service (Item 2007) with 2 additional option years; item 3007 and 4007 each covering 12-month periods.
The periods of performance and CLINs in the solicitation are correct.
18. The instructions to offerors regarding the content of Volume III indicates we are to provide a spreadsheet showing a full breakdown of costs.
a. Will the Navy provide a template for this spreadsheet?
No
b. Also, since the spreadsheet will contain all the pricing data, do the fill-ins on pages 3-19 of the RFQ need to be completed?
Yes, please fill in your pricing for each CLIN within the RFQ.
19. The instructions to offerors for Volume III inform offerors that “…reasonable escalation of labor and fringe rates is authorized and encourage.” [sic] Normally multi-year services contract would include FAR Clause 52.222-43, FAIR LABOR STANDARDS ACT AND
SERVICE CONTRACT LABOR STANDARDS – PRICE ADJUSTMENT (MULTI-YEAR
AND OPTION CONTRACTS) which provides for price adjustments due to changes in wage determinations (including CBAs). Also, paragraph (b) of this clause specifically prohibits including any allowance for any contingency to cover increased costs for which adjustment is provided under this clause.
a. Will the Navy include FAR Clause 52.222-43 in this contract, and correspondingly remove the instructions to include wage and fringe escalation with its quote?
See RFQ clause FAR 52.212-5 where 52.222-43 is checked and included in the solicitation. The language regarding escalation is removed in the RFQ amendment.
20. Is FAR Clause 52.222-17 NON-DISPLACEMENT OF QUALIFIED WORKERS applicable to this contract?
It is included in FAR 52.212-5.
21. Is FAR Clause 52.222-62 PAID SICK LEAVE UNDER EXECUTIVE ORDER 13706 applicable to this contract
It is included in FAR 52.212-5.
22. We recognize that Fallon has a Nicolet 210 ABO Analyzer assigned; assuming contractor employees are responsible for operating this piece of equipment, please answer the following questions:
a. Have current contractor employees received formal training (course C-750-3217) to operate the ABO Analyzer?
Unknown.
b. Will training be provided by the Navy as necessary in the event training is needed?
Yes, Navy unique training to operate ABO analyzers will be provided as needed.
c. Please define who is responsible for obtaining and submitting ABO correlation samples to the appropriate facility.
Contractor
23. Is the contractor responsible for the shipping of any correlation samples to a site laboratory for analysis? If so, are the appropriate shipping containers provided and is shipping provided at no cost to the contractor?
The government is responsible for shipping.
24. Are all sampling and testing equipment items provided by the US Navy as necessary (LOX
Sampler, laboratory beakers, watch-glass, and paper filters) at no cost to the contractor?
Yes.
File details come from the government source that posted it.
