About this file

This is a Performance Work Statement (PWS) for HVAC Preventative Maintenance and IDIQ Repairs, effective August 11, 2026 (Version 2.0), prepared for the Facility Management & Contracting Office.

The contractor must provide comprehensive Heating, Ventilation, and Air Conditioning services including scheduled preventative maintenance (PM) and an Indefinite Delivery/Indefinite Quantity (IDIQ) component for unscheduled repairs, emergency service calls, and equipment replacement. All work must comply with Uniform Facilities Codes (UFC), specifically UFC 3-410-01 and industry standards including ASHRAE specifications. The PM program requires twice-yearly inspections covering filters, belts and pulleys, coils, lubrication, electrical systems, refrigerant management, and condensate systems, with quarterly filter inspections based on environmental conditions. The contractor must also perform seasonal start-up and shut-down transitions and maintain detailed documentation of all PM activities. For the IDIQ component, the contractor shall respond to routine repair requests within 24 hours of task order issuance and provide 24/7 emergency service with a 2-hour on-site response time for critical failures. All replacement parts must be new and meet or exceed Original Equipment Manufacturer (OEM) specifications.

Performance metrics include 100% completion of scheduled PM tasks within the designated month, with contract performance penalties for failure to meet these Service Level Agreements. The contractor must possess all applicable state and local HVAC licenses and EPA Section 608 Universal Certifications for refrigerant work, with technicians trained on specific equipment makes and models listed in Appendix A. Safety and environmental compliance requirements include strict adherence to OSHA regulations, USACE EM 385, proper refrigerant recovery and disposal under the Clean Air Act, Lockout/Tagout procedures, and fire safety coordination per UFC 3-600-01. The HVAC equipment inventory consists of 16 units from manufacturers including Trane, Carrier, Tempstar, and American Standard, ranging from 2 to 20 tons, with a note that units at locations D607, F606, and E608 will be replaced under a NAVFAC HVAC replacement project in 2027/2028.
