About this file

This document is a Questions and Answers (Q&A) response to Solicitation N0018926RL007 for International Naval Review Hotel Lodging. The government is seeking hotel lodging services for seven geographic locations in the New York area, including sites near the Javits Center, Times Square, Pier 88, LaGuardia Airport, Teterboro Airport, Edgewater NJ, and Brooklyn Bridge. Hotels must be located within less than one mile walking distance of specified operational sites. The contract consists of seven separate Firm Fixed Price awards, one for each geographic location, evaluated under FAR Subparts 12.6 and 13.5 for commercial products and services. Prospective vendors are not required to quote all seven locations; they may submit bids for only the locations where they have available capacity. However, partial bids for insufficient room quantities will not be accepted—vendors must meet the full room requirements for the locations they bid on. The required stay period is 17 nights with specified check-in and check-out dates that will not change.

Pricing requirements mandate a firm-fixed price per unit for the entire period; split rates across the 17 nights are not permitted. Hotels must specify room configurations as either Single Occupancy (one occupant with one standard bed) or Double Occupancy (two occupants with two separate beds or one shared bed); bunk beds are not acceptable. Parking information must be identified but will not be submitted as a separate line item. The government will not provide tax exemption certificates and is not seeking per diem rates. Third-party hotel providers may bid alongside direct hotel vendors. Submission instructions are contained in Section L of the solicitation. Amendment 0001 extended the submission deadline from April 9, 2026 to April 14, 2026, with award intended on or before April 24, 2026. This is a new requirement with no incumbent contractor.

Question: The Performance Work Statement section on parking states “Hotel shall specify if parking is available at the hotels facilities or in the surrounding area to ensure the government can make parking arrangements.” Will prospective vendors be required to provide the parking rate as a separate line item in addition to the hotel nightly rates? If so, how will the parking rates be submitted?
