About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract, specifically Amendment 0001 to solicitation N0018926QL342, effective August 25, 2026. The amendment adds a revised Performance Work Statement (PWS) for facility ceiling tile replacement and grid repair/replacement services at Naval Station Norfolk, Building W143, located at 9550 Decatur Avenue, Norfolk, VA 23511.
The PWS requires the contractor to provide comprehensive ceiling system maintenance services including pre-work inspections, identification and repair of damaged or misaligned ceiling grid members, securing and leveling suspension systems with hanger wires, and replacement of all hallway ceiling tiles on the 1st, 3rd, and 6th floors. Hallway tiles must be replaced with Armstrong School Zone Fine Fissured 24"x48"x3/4" tiles (model 1714), while 3rd floor damaged tiles require matching tiles unique to that floor. The contractor must coordinate work around existing utilities (HVAC diffusers, lighting, fire sprinklers, life safety sensors), legally dispose of all old materials offsite with daily trash removal, maintain strict adherence to OSHA standards and USACE Safety Manual EM 385-1-1, and store new materials offsite for same-day installation. The Period of Performance runs from October 26, 2026 through January 31, 2027, with normal work hours of 0700-1600, Monday through Friday, excluding federal holidays. Work is performed at a federal military installation, and the contractor must submit an Accident Prevention Plan, Activity Hazard Analysis, and Quality Control Plan within 15 calendar days of award. Deliverables include safety documentation, weekly toolbox meeting minutes, material technical data sheets, and waste disposal receipts, with performance standards requiring 95% grid compliance, 98% defect-free tile installation, and 100% safety compliance.

(PWS)
FACILITY CEILING TILE REPLACEMENT AND GRID REPAIR/REPLACEMENT SERVICES
1.0 GENERAL INFORMATION
1.1 Background
The Federal Government requires professional facility support services to maintain safe, functional, and aesthetically appropriate interior environments across its real property inventory. Over time, suspended acoustic ceiling systems degrade due to building movement, humidity, utility maintenance access, and general wear. To preserve facility integrity, professional intervention is required to repair or in some cases replace structural grid suspension systems and replace all ceiling tiles due to them not matching, being damaged, stained, or missing.
1.2 Scope of Work
The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and non-personal services necessary to perform ceiling grid repair, alignment, and acoustic ceiling tile replacement services as defined in this Performance Work Statement (PWS). The work includes, but is not limited to:
- Conducting pre-work inspections of ceiling systems.
- Identifying and repairing damaged, bent, or misaligned ceiling grid members (tees and mains).
- Securing and leveling the suspension grid system, including replacing or adding hanger wires.
- Replace grid that has sustained damage by being bent, missing, or is discolored and/or rusted on 1st, 3rd, and 6th floor hallways.
N0018926QL3420001
- Replace all hallway ceiling tiles on the 1st , and 6th floor hallways with Armstrong school zone fine fissured 24"x48"x3/4" (1714).3rd, On the 3rd floor hallways, replace all damaged ceiling tiles with matching tiles that are unique to that floor. Contractor will need to identify the 3rd floor ceiling tile and match the same brand, style, and color.
- Legally dispose of all old ceiling tiles and ceiling tile grid offsite. Trash needs to be removed from the worksite daily.
- Coordinating work around existing utility fixtures (HVAC diffusers, lighting fixtures, fire sprinklers, and life safety sensors).
- New ceiling tile and grid must be stored offsite and only brought to the worksite to be installed the same day.
- Enforcing strict adherence to federal, state, and local safety regulations, specifically including OSHA standards and the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1).
