About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract, specifically Amendment 0003 to solicitation N0018926QL342, issued by the Naval Supply Fleet Logistics Center (NAVSUP FLT LOG CTR) Norfolk on August 31, 2026, with an effective date of August 31, 2026.

The amendment makes two key changes to the original solicitation: (1) the small business set-aside category is modified from Women Owned Small Business to Small Business, and (2) the response due date is extended from August 31, 2026, to September 2, 2026, at 9:00 AM Eastern Standard Time. The Government intends to award a single firm fixed-price contract under FAR Parts 12, 13, and 19.15 based on initial quotes evaluated using two factors: Factor I (Technical) requiring vendors to demonstrate that quoted services/supplies meet minimum specifications aligned with the Performance Work Statement/site visit, and Factor II (Price) evaluated through total extended amounts across all Contract Line Item Numbers. Evaluation will be conducted without exchanges unless the Procuring Contracting Officer determines exchanges are necessary. The Government reserves the right to award to other than the lowest-priced vendor, conduct exchanges after initial evaluation, or award based on best value to the Government. Price reasonableness will be evaluated per FAR 13.106-3, and vendors may be required to submit supporting documentation such as copies of paid invoices or uncertified cost and pricing data, with failure to submit resulting in potential disqualification. Ratings for technical and price evaluations are limited to either "Acceptable" or "Unacceptable," and written notice of award will result in a binding contract without further action required by either party.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services

Miscellaneous text in this section has been modified to:

In addition to FAR 52.212-1, "Instructions to Offerors - Commercial Items" and any other instructions contained elsewhere in this solicitation, the following instructions are provided.

The Government intends to award a single award contract with a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12, FAR Part 13, and FAR 19.15 Total Small Business Set Aside. Award will be made to the quoter whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a contract based on initial quotes. The following factors shall be used to evaluate quotes: Factor I- Technical Factor and Factor II Price.

The Government intends to award a contract without exchanges. The establishment of a competitive range is not anticipated. Accordingly, each quoter should submit its most favorable terms from a price and technical standpoint. However, the Government reserves the right to establish a competitive range and conduct exchanges if later determined by the PCO to be necessary. The Government reserves the right to award a firm, fixed-price award to other than the lowest priced quoter; award a firm, fixed-price award without exchanges; or award a firm fixed priced after exchanges, whichever is in the best interest of the Government.

Factor I -Technical

Vendors shall provide a technical submission that demonstrates the quoted services/supplies meet the minimum specifications detailed in the specifications aligned with the PWS/site visit.

Factor II- Price

A vendor's quoted price will be determined by adding all extended amounts for all CLIN(s) which are comprised of all items listed within the quote. Although price is not the most important evaluation factor, it has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a vendor's price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quote. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, quotes, price could become the factor in determining which vendor shall receive the award.

Price will be evaluated in accordance with FAR Part 13. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.

The Government reserves the right to award an FFP contract to other than the lowest cost vendor; award a FFP contract without exchanges; or award a FFP contract after exchanges, whichever is in the best interest of the Government and represents the best value.

3. Written Notice A written notice of award or acceptance of a quote e-mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

4. Ratings Tables

These ratings will be used in the evaluation of the Volume I, Factor I - Technical, Volume II, Factor II- Price

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12, FAR Part 13, and FAR Subpart 19.15 Small Business Set Asides; after the price is determined to be fair and reasonable. The Government intends to evaluate and award a contract based on initial quote; therefore, the Quoter's initial quote should contain the Quoter's best terms from a price standpoint.

Total price will be evaluated taking into the account the total FFP. Price analysis using procedures of FAR 13.106-3 will be used to evaluate price reasonableness. The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the Options (if applicable) basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in Notice of award the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
