PERFORMANCE WORK STATEMENT
(PWS)
FACILITY CEILING TILE REPLACEMENT AND GRID REPAIR/REPLACEMENT
SERVICES
1.0 GENERAL INFORMATION
1.1 Background
The Federal Government requires professional facility support services to maintain safe, functional, and aesthetically appropriate interior environments across its real property inventory. Over time, suspended acoustic ceiling systems degrade due to building movement, humidity, utility maintenance access, and general wear. To preserve facility integrity, professional intervention is required to repair or in some cases replace structural grid suspension systems and replace all ceiling tiles due to them not matching, being damaged, stained, or missing.
1.2 Scope of Work
The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and non-personal services necessary to perform ceiling grid repair, alignment, and acoustic ceiling tile replacement services as defined in this Performance Work Statement (PWS). The work includes, but is not limited to:
• Conducting pre-work inspections of ceiling systems.
• Identifying and repairing damaged, bent, or misaligned ceiling grid members
(tees and mains).
• Securing and leveling the suspension grid system, including replacing or adding hanger wires.
• Replace grid that has sustained damage by being bent, missing, or is discolored and/or rusted on 1st, 3rd, and 6th floor hallways.
• Replace all hallway ceiling tiles on the 1st ,3rd, and 6th floor hallways with
Armstrong school zone fine fissured 24”x48”x3/4” (1714). On the 3rd floor hallways, replace all damaged ceiling tiles with matching tiles that are unique to that floor. Contractor will need to identify the 3rd floor ceiling tile and match the same brand, style, and color.
• Legally dispose of all old ceiling tiles and ceiling tile grid offsite. Trash needs to be removed from the worksite daily.
• Coordinating work around existing utility fixtures (HVAC diffusers, lighting fixtures, fire sprinklers, and life safety sensors).
• New ceiling tile and grid must be stored offsite and only brought to the worksite to be installed the same day.
• Enforcing strict adherence to federal, state, and local safety regulations, specifically including OSHA standards and the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1).

• The Contractor shall inspect the designated work areas to identify any structural, electrical, mechanical, or plumbing obstructions above or within the ceiling system.
• The Contractor shall protect all existing facility assets (including walls, floors, carpeting, desks, IT infrastructure, and sensitive equipment) from dust, debris, and damage.
• The Contractor shall deploy drop cloths, heavy plastic sheeting, and dust curtains prior to removing any tiles or manipulating the ceiling grid.
5.2 Ceiling Grid Repair and Alignment
• Structural Integrity: The Contractor shall repair, reinforce, or replace bent, damaged, rusted, or structurally compromised grid sections.
• Leveling and Squaring: The Contractor shall level and square the grid network to a tolerance of no more than 1/8 inch over 10 feet.
• Suspension Support: The Contractor shall verify that hanger wires are secured to the building structure (not to conduits, pipes, or ductwork) at intervals not exceeding 4 feet on center, and within 8 inches of any grid splices or wall moldings, in accordance with ASTM C636.
5.3 Ceiling Tile Replacement
• Demolition and Removal: The Contractor shall carefully remove undamaged, damaged, stained, broken, warped, or mold-contaminated tiles.
• Precision Installation: The Contractor shall measure, cut, and fit new acoustical ceiling tiles seamlessly into the repaired grid.
• Fit and Appearance: Installed tiles must sit flat on the grid flanges with no visible gaps, warps, or uneven surfaces. Cut edges on perimeter tiles must be clean, straight, and properly supported by wall moldings.
5.4 Utility and Fixture Coordination
• The Contractor shall ensure that ceiling-mounted fixtures (HVAC registers/diffusers, lighting fixtures, exit signs, fire sprinklers, smoke detectors, and occupancy sensors) are not disturbed or compromised during grid alignment or tile replacement.
• Any ceiling tile cuts made around utilities or fixtures must be clean, tight, and professional, leaving no gaps exceeding 1/16 inch, unless otherwise governed by manufacturer installation requirements (e.g., sprinkler escutcheon plates).
• Heavy light fixtures or HVAC diffusers must be supported independently by hanger wires attached to the building structure; the Contractor shall notify the COR immediately if any utility fixture is found to be resting entirely on the ceiling grid without independent support.
5.5 Housekeeping and Waste Management

• Scaffolding & Work Platforms: If rolling baker scaffolds or scissor lifts are utilized, they must be equipped with standard guardrails (top rails, mid-rails, and toe boards) and locking casters. Scissor lift operators must be fully trained and certified, utilizing appropriate fall restraint systems as required by EM 385- 1-1 Section 21.H.
• Three-Point Contact: Employees must maintain three points of contact while climbing or descending ladders.
6.4 Personal Protective Equipment (PPE)
The Contractor shall ensure all employees are outfitted with, and properly utilize, the mandatory PPE required for the work environment in accordance with OSHA 29 CFR 1926 Subpart E and EM 385-1-1, Section 05:
• Head Protection: ANSI Z89.1-compliant hard hats or bump caps (depending on overhead clearance hazard levels as assessed in the AHA).
• Eye and Face Protection: ANSI Z87.1-compliant safety glasses with side shields are mandatory at all times during overhead demolition and installation to protect against falling debris and fibers.
• Hand Protection: Cut-resistant gloves matching the task (e.g., ANSI Cut Level A3 or higher when using utility knives or handling metal grid edges).
• Respiratory Protection: NIOSH-approved N95 particulate respirators shall be made available and worn when handling dusty ceiling tiles or when required by the silica control plan.
• Footwear: Protective, slip-resistant, closed-toe work boots.
