About this file

This is a Questions and Answers document for the NRRE SETA Engineering Services RFP.

The document clarifies five key procurement requirements and specifications. The contract is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with the SAM.gov posting updated to reflect this designation. Both the prime contractor and any subcontractor performing on classified requirements must possess an active Facility Clearance (FCL); interim clearances are not acceptable due to program timeline and mission continuity concerns. Past Performance forms (PPIFs and PPRFs) referenced in Section L of the RFP have been uploaded to SAM.Gov. For pricing purposes, offerors must utilize $535.61 as the Other Direct Costs (ODC) government estimate for Option Year 2 in Volume IV, with an update made to Attachment 2.02 (the pricing spreadsheet) to correct a previous discrepancy of $536.51.

NRRE SETA Engineering Services QuesƟons and Answers

Q1: The SF 1449 cover page shows this as an SDVOSB set-aside, but the SAM.gov posƟng does not. Which one is correct?

A1: This is a SDVOSB set-aside, the Sam posƟng has now been updated.

Q2: Will you accept an interim Facility Clearance (FCL)?

A2: An interim clearance will not be accepted. Due to the Ɵmeline required and the significant risk to the conƟnuity of the program and mission with any potenƟal delay, the offeror must have an acƟve clearance.

Q3: SecƟon L of the RFP, page 29, menƟons the requirement for PPIFs and PPRFs for the Past Performance volume; however, these forms were not included in the aƩachments. Will the government be issuing those via an amendment in SAM?

A3: Past Performance forms have been uploaded to SAM.Gov.

Q4: Does the prime need to possess a FCL for this RFP?

A4: Yes, the prime does need to possess an FCL. Any facility awarded a classified contract, as prime or subcontractor, must hold an acƟve FCL in order to perform on the classified requirements.

Q5: SecƟon L specifies an Other Direct Costs (ODC) government esƟmate for OpƟon Year 2 of $535.61. However, the pricing spreadsheet (AƩachment 2.02) inputs and calculates OpƟon Year 2 ODCs as $536.51. Should offerors uƟlize $535.61 or $536.51 for OpƟon Year 2 ODCs in Volume

IV?

A5: Offerors should uƟlize $535.61, an update to the pricing spreadsheet has been made.
