About this file
This is a Request for Proposal (RFP) for engineering services issued by the Naval Supply Fleet Logistics Center Norfolk on behalf of U.S. Fleet Forces Command. The solicitation number is N0018926Q3105, with an offer due date of October 8, 2026, at 12:00 PM Eastern Time. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside acquisition conducted under FAR Subpart 16.505 as a firm fixed-price task order. The NAICS code is 541330 (Engineering Services) with a size standard of $25,500,000. The contract will be administered by U.S. Fleet Forces Command in Norfolk, Virginia, with Arthur Bradley serving as the Contracting Officer's Representative.
The contractor shall provide Systems Engineering and Technical Assistance (SETA) services for a 12-month base period with two optional 12-month periods (November 18, 2026, through November 17, 2029). Key deliverables include engineering labor priced as firm fixed-price for 12 months per period, plus other direct costs and travel reimbursed as cost-no-fee. Government-estimated ODCs and travel are $12,000 and $500 for the base period, with annual adjustments for option periods. The evaluation will be based on four factors: Facilities Security Clearance (acceptable/unacceptable), Technical Approach (corporate experience and staffing), Past Performance, and Price, with technical factors weighted more heavily than price. Proposals must be submitted electronically in four separate volumes addressing security clearance verification, corporate experience demonstrating capability on similar GFM/NRRE POR systems, staffing approach with retention data, up to three past performance references within eight years, and a detailed price breakdown. Offerors must possess an active Secret Facilities Security Clearance and comply with all representations and certifications in the System for Award Management (SAM).
