About this file

This is a Questions and Answers document from a federal contract solicitation for basketball equipment installation in Multi-purpose Room 309.

The document addresses three primary concerns raised by bidders. Regarding installation equipment, the Government will not provide scissor lifts or other installation aids; bidders must furnish their own equipment. While scissor lifts are permitted, floor protection is mandatory. However, the Government recommends scaffolding instead of scissor lifts due to the unavailability of means to transport lifts to the third floor. Concerning basketball court striping, the Government references an attached striping layout provided in Amendment I rather than specifying court dimensions. For backstop installation, bidders may attach the specified Model TS-21B Ceiling-suspend, ceiling-braced stationary backstops to existing steel diagonal bracing in the room or suspend them from roof purlins, provided either method maintains proper placement alignment with the basketball striping layout.

Questions received during solicitation:

Question 1: Will the successful bidder be provided with a scissor lift to assist in the installation of the basketball equipment in Multi-purpose room 309? If no scissor lift will be provided, can the bidder provide their own scissor lift for installation?

Answer 1: No lifts or other equipment will be provided to assist in the installation of the equipment. The bidder must plan on providing their own equipment for the installation. Scissor lifts are permitted but floor protection must be provided. However, the means of getting the scissor lift to the 3rd floor is not available so we recommend using scaffolding for the installation.

Question 2: In multi-purpose room 309, is there a striping plan for the basketball court? If not, shall it be assumed that a 84 ft OR a 94 ft will be centered in the room?

Answer 2: See attached striping layout. (AMENDMENT I-STRIPING LAYOUT)

Question 3: Paragraph 3.3, Item 2.c specifies a Model TS-21B Ceiling-suspend, ceiling-braced stationary backstop. Below are two questions pertaining to the backstops;

• A. Can it be confirmed that the backstop may brace or fully attach to the steel diagonal bracing that is existing in the room? There is one brace on each respective wall where the backstops are to be located.

• B. Will it be acceptable to attach the backstops to the roof purlins?

Answer 3: A. Yes, the backstop may be braced or fully attached to the steel diagonal bracing as long as that allows for proper placement related to the basketball striping layout.

B. Yes, the backstop can be suspended from the roof purlins as long as that allows for proper placement related to the basketball striping layout.
