About this file
This is a Request for Quote (RFQ) for commercial items issued by NAVSUP FLC Norfolk Contracting for the U.S. Naval Academy. The solicitation number is N0018926Q0026, issued January 22, 2026, with quotes due February 5, 2026 at 10:00 AM Eastern Time.
The Naval Academy seeks procurement, delivery, and installation of athletic equipment at Macdonough Hall in Annapolis, Maryland, with a required completion date of April 1, 2026. The scope includes: (1) one Draper roll-up athletic divider curtain approximately 50 feet wide by 26 feet high with navy blue and white mesh fabric and "GO NAVY" text, to be installed in Gym Room 121 with a 115-volt motor; and (2) two Draper Model TS-21B ceiling-suspended, ceiling-braced stationary backstops with 72-inch by 42-inch rectangular glass backboards and bolt-on edge padding, to be installed in Gym Room 309. Both items are brand-name specific with no substitutions permitted. The vendor must conduct field measurements and provide shop drawings for government review prior to fabrication, anticipating one revision cycle. Delivery does not use a loading dock; the building is under construction and requires all personnel to pass criminal background checks for base access. Removal of all packaging to an off-site location is required. A mandatory site visit is scheduled for January 28, 2026 at 12:00 PM at the USNA Gate 1 Visitor Access Center; attendance by up to two representatives per vendor is encouraged. Three contract line items (CLINs) are included: CLIN 0001 for the athletic curtain, CLIN 0002 for the basketball hoops and backstops, and CLIN 0003 for installation services including measurements, shop drawings, and installation labor. All work must occur between 7:00 AM and 4:00 PM Monday through Friday. The government will award based on technical acceptability and price, with evaluation of initial quotes. The contract is Firm Fixed Price (FFP) on a commercial items basis under FAR Part 12 and FAR Subpart 13.5, with the contractor required to be an authorized reseller of the specified brand-name items.

Price will be evaluated in accordance with FAR Part 13. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Failure to submit the requested information may result in disqualification of the submitted quote.
The Government will award on the basis of price unless the Contracting Officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.
