61. Question: With respect to the draft DD254, why is the protection of proprietary information and OCI addressed in Block 9 versus in contractual clauses per FAR Subpart 9.5 - Organizational and Consultant Conflicts of Interest? Please clarify.

Answer: See amendment 0002 for inclusion of Organization Conflict of Interest language.

62. Question: Based on the OCI language in the draft DD254 Block 9, would the Government please clarify what specific acquisition programs could create significant conflict (or exclusion) for a contractor?

Answer: See amendment 0002 for inclusion of Organization Conflict of Interest language.

73. Question: According to Volume I, Factor I – Facility Security Clearance, the guidance is to provide the Facility Clearance verification via NISS. According to our FSO, that document is CUI, which would make our proposal CUI as well. We have the ability to encrypt emails but wanted to make sure that was known or if the verification could be provided in a separate document and not part of the volume.

Answer: All CUI shall be handled in accordance with the “Access to Controlled Unclassified Information” section of the RFP. Offerors also may submit the verification as an attachment to the volume.

OCI CLAUSE AND PROVISION

NOTICE OF INCLUSION OF AN ORGANIZATIONAL CONFLICT OF INTEREST CLAUSE

a) This solicitation contains a clause entitled Organizational Conflict of Interest, pursuant to FAR subpart

9.5, which is to be included in any task order to be awarded hereunder. Prospective offerors are requested to furnish with their proposals, information pertaining to any existing contract between the offeror and the companies engaged in furnishing to the United States Government any services or supplies pertaining to the support identified in the Performance Work Statement (PWS) of this solicitation or listed below, if any, which may have a bearing on any existing or potential conflict of interest within the meaning of the clause in the Schedule. Such information shall include:

• The identity of the company

• A description of the work to be performed under the contract with the company or the relationship between the offeror and the company

• The dollar amount of the contract or any other ownership interest

• The period of performance

• A description of the internal control taken by the offeror to avoid potential organizational conflict of interest, and

• Any other information requested by the Contracting Officer.

b) The basis for including an OCI clause is:

• The solicitation requires the contractor to exercise subjective judgment; and the exercise of that judgment could affect the contractor’s interests unrelated to the performance of the contract;

• The contractor could utilize other contractors’ proprietary information, gained during performance of this requirement, to enhance its own competitive status,

• The contractor could utilize their access to the Navy and NAVIFOR systems to give itself a competitive advantage.

c) This solicitation contains a clause entitled Organizational Conflict of Interest which is to be included in the contract to be awarded hereunder. The language of this clause is subject to revision, based on questions/concerns raised by prospective offerors to the attention of the Contracting Officer prior to solicitation closing.

ORGANIZATIONAL CONFLICT OF INTEREST

(a) Definitions - In this clause:

(i) “Contractor” means the firm signing this contract;

(ii) “Affiliates” means employees or officers of the contractor and first tier subcontractors involved in the performance of this contract, or in the decision making process concerning this contract.

(iv) “Interest” means organizational or financial interest.

(v) “Term of this Contract” means the period of performance plus any extensions thereto.

(b) Restrictions on Contracting – the contractor agrees that during the term of this contract, and for a period of twenty-four (24) months thereafter, that:

(i) Neither the contractor nor its affiliates who performed under this task order shall:

(1) Enter into any contract action for the provision of;

(2) Create for themselves any interest in the contractors providing;

(3) Consult, discuss, or otherwise disclose any aspect of work under this contract, unless required under the terms of this contract, with contractors providing; or

(4) Furnish to the United States Government, either as a prime contractor or as a subcontractor, any:

Supplies, services, and/or materials that are a product of, or related to, the tasks and deliverables provided through this contract related to Navy enterprise management and technical support services in support of

NAVIFOR. This does not include follow-on contract actions for substantially the same tasks and deliverables as the predecessor contract actions.

(ii) The contractor further agrees that neither it nor its affiliates will conduct a review nor make recommendations under this contract concerning any item which is the product of work performed by the contractor or its affiliates under any other contract.

(iii) To the extent that the contractor or its affiliates are required to create a specification or develop recommendations for future work to be competed under this contract or any other contract, the contractor agrees, that during the term of this contract, and for a period of 24 months thereafter, that neither it nor its affiliates shall enter any contract action for the performance of work resulting from the specification or recommendations.

(iv) To the extent that the work under this contract requires access to proprietary, business confidential, or financial data of other companies, and as long as these data remain proprietary or confidential, the contractor shall protect these data from unauthorized use and disclosure and agrees not to use them to compete with those other companies.

(v) To the extent that the work under this contract requires access to sensitive Government technical, business sensitive, or procurement sensitive information, and as long as these data remain proprietary or confidential, the contractor shall protect these data from unauthorized use and disclosure and agrees not to use them to compete with those other companies.

(c) Restrictions on Newly Identified Conflicts of Interest

(i) The contractor recognizes that during the term of this contract newly identified requirements may result in potential conflicts with previous or existing efforts performed by the contractor or its affiliates. In such events, the contractor agrees to immediately disclose to the Government information concerning such potential conflict.

(ii) The Contracting Officer shall have the sole discretion to determine whether a potential Organizational

Conflict of Interest exists concerning any interest or contract action which arises or is identified during the term of this contract. The Contracting Officer may take such steps as are necessary in the best interest of the Government to eliminate a potential conflict.

(d) Non-Disclosure of Proprietary Data

Certain information of a proprietary nature may be submitted to the Government by a contractor.

While performing under this contract, the prime contractor and any subcontractors may receive this information. The prime contractor and any subcontractors agree to use and examine this information exclusively in the performance of this contract and to take the necessary steps to prevent disclosure of such information to any party outside the Government, as long as it remains proprietary. The contractor and the subcontractors agree to indoctrinate their affiliates who will have access to this information as to the proprietary nature of the information and the relationship under which they have possession of the information. Affiliates will also be informed that they may not engage in any other action, venture or employment where this information will be used for profit of any party other than the party furnishing this information. Additionally, the contractor and subcontractor agree to execute agreements to this effect with companies providing proprietary data for performance under this contract. The contractor and subcontractors will restrict access to proprietary information to the minimum number of employees for performance of this contract.

(e) Government Remedy

The contractor agrees that any breach or violation of the warranties, restrictions, disclosures or non-disclosures set forth in this conflict of interest clause shall constitute a material and substantial breach of terms, conditions, and provisions of the contract and that the Government may, in addition to any other remedy available, terminate the contract for default.

1. Question: Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

Answer: Incumbent contractor is Booz Allen Hamilton. Contract Number: N0018920D0012, PoP 8/3/2020 – 8/2/2025.

2. Question: Can we request the Government for the Incumbent vendor’s Name & their contract number (which is currently underperformance)?

Answer: See response to question 1.

3. Question: What is the total award value (size) of the current contract, which is presently ongoing by the Incumbent vendor?

Answer: Contract awarded with $92,899,999.80 maximum ceiling.

4. Question: Can the government provide information on the current incumbent, including current contract number, period of performance, and the contract value?

5. Question: Can the government please confirm if there is any change in the scope of requirements—either an increase or decrease—compared to the current contract?

Answer: There is an increase in scope for PWS Sections 3.2 (Navy Network Modernization and Transformation Support) and 3.7 (Command Data Office Data Science Support) compared to the current contract.

6. Question: Solicitation Page 14, Sub-Factor I – Performance and Management Approach. On page 14, under Sub-Factor I – Performance and Management Approach, the instructions state: “Provide a performance and management approach that demonstrates its understanding of, familiarity with, and ability to perform the specific technical requirements within Sections 3, 5, 6, 8, and 10-14 of the PWS.”

Given that Section 3 covers Task Area requirements, could the government confirm whether offerors are also expected to address their performance and management approach, as well as their understanding of the requirements, for Sections 5, 6, 8, and 10-14? If so, could the government please clarify the level of detail expected for these sections?

Answer: Yes, offerors are expected to demonstrate its understanding of, familiarity with, and ability to perform the specific requirements within Sections 3, 5, 6, 8 and 10-14. The Government will not define the level of detail expected. Offerors are responsible for providing enough detail that the government can make a meaningful evaluation of their ability to perform and fulfill the requirements of Sub- Factor I.

7. Question: Solicitation Section 3.1, Page 85. Could the government provide a list of tools currently being utilized to support Strategic Planning and Project Management activities as described in

PWS 3.1?

Answer: Basic MS Office tools, MS Teams, and Sharepoint

8. Question: Solicitation Section 3.2, Page 86. Could the government provide a list of tools currently being used for Navy Network Modernization and Transformation efforts as described in PWS 3.2?

12. Question: Solicitation Section 3.6, Page 89. Could the government provide a list of tools currently in use for IT Portfolio Management tasks as described in PWS 3.6?

Answer: The Portfolio Management Team currently uses the Navy Information Technology Approval System (NAVITAS) for IT procurement tracking; DoN Applications and Database Management System (DADMS) for managing applications; and DoD Information Technology Portfolio Repository (DITPR) Department of the Navy (DoN) for managing systems.

13. Question: Solicitation Section 3.7, Page 90. Could the government provide a list of tools currently employed for Command Data Office (CDO) Data Science support as outlined in PWS 3.7?

Answer: Various tools are in used in the context of current task orders supporting organizational functions. O365 power platform is used in some cases due to constrained resources, and vendor provided JIRA in some cases for larger tasks developed via enterprise platforms (Jupiter/Advana, RAVEN, etc.)

14. Question: Solicitation Section 3.0. Could the government please clarify what ITSM tool is currently being used?

Answer: No specific ITSM tools is being utilized for the general performance of the PWS 3.0 Section Requirements.

15. Question: Could the government please provide the Transition-In period?

Answer: There is no transition period.

16. Question: Solicitation Page 13, Proposal Page Limitations. Can the Government please allow font size of Times New Roman 10-point Times New Roman for regular text to allow more detailed content within the page limitations?

Answer: The Government declines to make this change.

17. Question: Could the government please clarify if the agency is using ITIL 3 or has transitioned to

ITIL 4?

Answer: ITIL 4

18. Question: To support other types of ODC expenses beyond travel, would the Government consider amending the solicitation to add an appropriate ODC CLIN with a Not-to-Exceed (NTE) plug number, similar to CLINs 0002 and 0004? This will support historical ODCs such as conference expenses, supporting materials, reference materials/books, software licenses, and Defense Base Act (DBA) Insurance required for overseas travel per FAR 52.228-3 Workers’ Compensation Insurance and consistent with the requirements for OCONUS trips to Japan, Bahrain, and Italy as outlined in PWS Section 8.0 Travel.

Answer: Contract type will be Firm Fixed Price (FFP). All items listed in question shall be incorporated into the total proposed FFP with the exception of DBA Insurance. See Amendment 0001 for new CLINs established for DBA Insurance.

19. Question: In reviewing the submission requirements outlined in the Volume I – Factor I: Facility Clearance and Volume I – Factor IV Small Business Participation Plan, many of the substantiating documents required (e.g., Facilities Clearance, Master Subcontracting Plan) are often in the form of pre-formatted documents such as signed letters and formal submissions. We are unable to alter the font (type and/or size) of these pre-formatted substantiating documents.

Will the Government confirm that the inclusion of these types of documents are not subject to the formatting requirements outlined in the Requirements for Style on PDF Page 13, Paragraph (2) due to the predetermined standard and verified formatting?

Answer: Pre-formatted documents submitted in response to Factor I and Factor IV are not subject to the formatting standards required for proposal submission.

20. Question: In the Past Performance instructions, the solicitation limits offerors to submitting no more than three (3) task orders, delivery orders, or technical direction letters under an IDIQ or BPA reference. While this appropriately limits the use of excessively large contracts, Single Award IDIQ contracts are distinct in nature. They often involve numerous task orders (20+) of varying sizes and durations, managed by a focused corporate team with aligned buying customers.

Given that this solicitation is for a Single Award IDIQ contract, would the Government consider allowing offerors to submit a Single Award IDIQ contract as a single contract reference with up to five (5) task orders? This flexibility would enable offerors to more effectively demonstrate the scope, complexity, and magnitude of their past performance, providing a more accurate representation of their capabilities and ensuring the Government receives the most relevant and comprehensive past performance information.

21. Question: Will the Government clarify the requirement for the Past Performance Information Form does not count as one of the 12 pages?

Answer: The Past Performance Information Form is the template for Past Performance Information submission and is part of the 12 page limit.

25. Question: In Attachment 3 – DD254, block 13 Security Guidance, stipulates the minimum clearance for all contractors is TS/SCI. Will the government confirm the minimum clearance is Secret?

Answer: The minimum clearance is Secret. Please refer to the PWS for personnel clearance requirements. See Amendment 0001 with amended DD254.

26. Question: Will the Government permit follow-on questions from industry after providing initial answers to questions to ensure all aspects of the solicitation are fully understood and addressed?

Answer: The Government will make its best effort to answer any questions beyond the initial question deadline. However, responses are not guaranteed.

27. Question: Page 92 of 112, PWS Section 8.0 Travel – Can the Government please clarify when the Status of Forces (SOFA) information will be provided as it was not attached at the end of the original document?

Answer: The Portfolio Management Team currently uses the Navy Information Technology Approval System (NAVITAS) for IT procurement tracking; DoN Applications and Database Management System (DADMS) for managing applications; and DoD Information Technology Portfolio Repository (DITPR) Department of the Navy (DoN) for managing systems.

31. Question: Attachment 1- Pricing Spreadsheet opens with circular references. Can the Government please confirm that the offeror should fix the totals on line 42 as opposed to Government releasing an updated spreadsheet?

Answer: See Amendment 0001 with circular references removed in Pricing Spreadsheet.

32. Question: Given that offerors will be requesting Government representatives to complete Past Performance Report Forms (PPRF) during a time when many personnel are on leave, would the Government consider accepting CPARS in lieu of PPRF?

Answer: Per the solicitation, CPARS may also be utilized in evaluation of Past Performance. As the due date for proposals is being extended via Amendment 0001, the Government believes there is sufficient time for Past Performance Report Forms to be submitted.

33. Question: Addendum to FAR 52.212-1 – Instructions to Offerors. “The Price Proposal in Volume II shall include the completed solicitation documents. The price proposal shall include all elements of price and such other price information considered appropriate to support the offeror’s proposal.”

Can the Government please confirm that the Offeror may include a Price Narrative in a word or pdf format submission in addition to Attachment 1 in order to address the elements of price requested under the Factor V: Price Proposal?

Answer: Per the solicitation, Factor V – Price has no page limit and offerors are responsible for providing a proposal that includes all elements of price and such other price information considered appropriate to support the offeror’s proposal. How this is accomplished, aside from the required pricing spreadsheet is at the discretion of the offeror.

34. Question: Addendum to FAR 52.212-1 – Instructions to Offerors. “Volume II: Price Proposal;

Factor V: Price Proposal. The price proposal shall include all supporting data to clearly show how the fully burdened labor prices were developed. This information shall include a breakdown of the labor categories, labor hours, and labor rates anticipated and should be submitted within Attachment I, Pricing Spreadsheet. Answer: NAVIFOR N6 is using visualization tools provided by DON Enterprise platforms. Answering the “how many visualizations per month is cannot be quantified… N6 has developed various dashboards within the following analytic environments which are in sustainment to provided dashboards for various organizational functions both internal to NAVIFOR staff and supporting operational commanders on NIPR or SIPR depending on the classification level and business function.

- The “Flankspeed” program (platform) https://flankspeed.sharepoint-mil.us is the Navy enterprise MS 0365 environment providing MS Power BI to support visualization tool. The NAVIFOR O365 App Development and BI team has multiple Power BI dashboards in production and development currently supported by a 3 FTE development team.

- The NAVWAR Readiness Analytics & Visualization Environment (RAVEN) platform https://raven.navy.smil.mil uses Tableau as the visualization tool. NAVIFOR Digital Capabilities Project team has developed Cybersecurity Readiness Overview (CRO) and IW Commander Dashboards in that environment consisting of four IWC Tableau workbooks and one CRO workbook which are in sustainment-improvement status.

Answer: Primarily using DoN Flankspeed O365 capability, as well as using enterprise cloud analytic platforms including ADE, Jupiter, RAVEN, JCC2 Unified Platform, and the Navy Readiness Reporting Enterprise (NRRE) suite.

Answer: Data science lifecycle phases use Navy Enterprise analytic platforms which use manual, Robotic Process Automation (RPA) and in some cases API from authoritative data lakes/silos associated with the various platforms (mentioned above). The most sophisticated is provided in the DoN Jupiter/DoD Advana platform https://jupiter.data.mil/ which employ multiple data aggregation tools. In lieu of the Government providing the I-Plan to offerors, can the Government identify what is the current state of data quality and governance?

Answer: The I-Plan identifies lines of effort needed to mature the current state referencing the 16 Nov 2022 NAVIFOR IW Data Strategy Study (CUI) conducted by Johns Hopkins APL which referenced the Department of the Navy Data Maturity Model and Assessment guidance of DON CIO. The study sampled NAVIFOR HQ and Echelon 3 and 4 ADCON commands and identified Maturity levels from 1 (performed) to 5 (optimized) across five competency areas. With the exception of the Navy Oceanographic community, commands were most level 1 (performed) or 2 (Managed) but not at the 3 (Defined) level. The intent of the I-plan is to increase the maturity level across the five competency areas.

What is the scope of data cleansing, validation, and enrichment processes?

Answer: Varies widely depending on the context. In some cases a significant degree of business intelligence improvement is necessary 1st to ensure the data identified in the requirements engineering (business understanding phase) can be obtained. Once that is accomplished, data mining and data cleansing are accomplished in one of the enterprise analytic platforms (Flankspeed, RAVEN, Jupiter, ADE, JCWA Architecture Unified Platform (UP), etc.) Due to the evolving DoD and DoN information superiority vision, these activities are being accomplished at various enterprise analytic platform and governance and business rules for data quality dimensions and the VAULTIS Framework defined in the Appendix A of the DoD Data, Analytics, and Artificial Intelligence Adoption Strategy vary platform to platform.

Answer: Very immature at this point, but is the primary focus of the data strategy I-plan LOE to stand-up a command data office and develop governance policy. The current intent is to leverage PEO Digital’s use of the Scaled Agile Framework (SAFe) to treat our lines of effort as a “team of agile teams”, set desired cycle times and measure our ability to meeting KPIs associated with the Data Strategy I-Plan. For our work in Jupiter (Advana) we use the Collibra tool the serves as the data catalog and can output a data dictionary for the data sources in use for specific projects. The Government can provide these documents as needed to the successful offeror upon award.

64. Question: The PWS outlines the requirement for Volume I, Factor II as the Technical Approach with two sub-factors. These two sub-factors have page limits assigned. There is no mention of a page limitation for an introduction/executive summary for the Technical Approach before addressing the two sub-factors. Please clarify the page count for Factor II and the two sub-factors.

Answer: The RFP does not require an Introduction / executive summary. The total page limit is 20 pages for Sub-Factor I – Performance & Management Approach and 10 pages for Sub-Factor II – Staffing Approach excluding no more than one page for each of the following: a cover sheet, list of tables, list of figures, compliance matrix, and table of contents. An introduction/executive summary for the Technical Approach will count towards the page count.

65. Question: Please confirm up to 3 TDLs/TOs/DOs can represent 1 past performance. If not, would the Government increase the number of past performance citations from 3 to 5 and increase the past performance page count from 12 to 15

Answer: Confirmed. Offerors may submit a combination of no more than three (3) delivery orders (DOs), task orders (TOs), technical direction letters (TDLs), and/or technical area tasks (TATs) placed under an ID/IQ or BPA as one of the three examples of past performance. The Government declines to make the requested changes.

66. Question: What format would the government prefer the Small Business Participation Plan be submitted?

Answer: Small Business Participation Plan shall be submitted in Word or PDF format as stated in the solicitation.
