9. GENERAL UNCLASSIFIED DESCRIPTION OF THIS PROCUREMENT
NAVIFOR identified knowledge gaps with respect to assistance in generating policy and performing advisory services for the domain. The Contractor will have access to proprietary or business sensitive information of other companies. As such, the Contractor must agree to implement the internal controls necessary, to include internal firewalls, to protect this information from unauthorized use or disclosure and to refrain from using the information for any purpose other than that for which it was furnished. Contractor employees shall sign a non-disclosure agreement prior to performance under this contract. A majority of the contractor support will be executed on-site at NAVIFOR or designated government facilities. The contractor is not anticipated to retain any classified information at their facilities.

The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;

While performing duties within NAVIFOR owned and operated facilities, the Contractor must also adhere to all service/component command/local security directives, regulations, and standard operating procedures at different contract performance locations. The Program Manager listed in Block 17 will provide a copy of all applicable security directives for this contract. Appropriate local service command security directive, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or command COR). Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the Contractor will return all classified information (furnished or generated) to the source from which received unless retention or other disposition instructions are authorized in writing by the NAVIFOR Government Contracting Agency/Activity.
Furthermore, the Contractor will account for and return to the appropriate issuing office, all identification badges and/or entry passes/ vehicle decals issued to Contractor personnel upon completion or termination of the classified contract, termination of employment, or suspension of classified clearance or access of any Contractor employee. Please refer to the PWS for personnel clearance requirements to support this contract.

Contractors performing on this contract a military installations are required to conduct command and unit specific security training (Initial/ Refresher INFOSEC, OPSEC, EMSEC, AT/FP, Etc.) This training will be provided by the responsible military organization. Each contractor performing on this contract shall earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and proficiency level commensurate with the scope of major assigned duties for the position and tasking being performed and Participate in continuous learning (CL) program as described in SECNAVINST 1543.2.
