About this file

This document is a Questions and Answers file for a federal contract opportunity related to Uninterruptible Power Supply (UPS) Unit Maintenance for the United States Naval Observatory (USNO). The document addresses three key questions from potential bidders regarding battery specifications, maintenance reporting, and provider qualifications. The solicitation requires replacement batteries for four Eaton UPS units, specifically requesting:

  • 2 Eaton Battery Part #PWHR12540W4FR (80 jars for UPS Model #9315-100-160)
  • 1 Eaton Battery Part #PWHR12120W3FR (40 jars for UPS Model #9390-100-120)
  • 1 Eaton Battery Part #PWHR12200W4FR (40 jars for Model #9390-40-80)

The Q&A clarifies that backup batteries are not needed simultaneously, each UPS will be handled independently, and bidders do not need to be Eaton-qualified providers as long as they can provide equivalent or better batteries. The contractor is required to provide service reports for each battery to the USNO Technical Point of Contact upon completion. The solicitation is issued by NAVSUP FLC Norfolk and is seeking a qualified UPS provider for battery replacement and maintenance.

Question 1: "our engineering team would like to know the amp hours, and if any back up was needed?

The batteries need to be equivalent or better than the below. Backup not needed, as each UPS must be done independently not at the same time; the B83 UPSs are in parallel.

• Qty 2 – Eaton Battery Part # PWHR12540W4FR, VRLA Sealed, 80 jars for UPS Model #9315-100-160.

• Qty 1 - Eaton Battery Part #PWHR12120W3FR, VRLA Sealed, 40 jars for UPS Model #9390-100-120.

• Qty 1 - Eaton Battery Part #PWHR12200W4FR, VRLA Sealed, 40 jars for Model #9390-40- 80.

Question 2: “Contractor shall provide service maintenance reports to the USNO Technical Point of Contact (POC) listed below. This report shall include progress made for each preventive maintenance visit." Are we required to maintenance the batteries?"

This was an error on the SOW. SOW revised to state “Upon completion, Contractor shall provide service reports for each battery to the USNO Technical Point of Contact (POC) listed below.”

Question 3: Does a bidder need to be an Eaton qualified provider, as in we need something from Eaton letterhead stating we an approved source of repair, or can anyone go ahead and bid on this?

As the batteries provided need to be equivalent or better than the ones listed in the solicitation, anyone can bid who is capable of meeting all of the requirements.
