About this file

This document is a Questions and Answers file for a federal contract opportunity for Uninterruptible Power Supply (UPS) Unit Maintenance for the United States Naval Observatory (USNO). The Q&A addresses three key technical questions regarding battery specifications, maintenance reporting, and provider qualifications. Specifically, the document details battery requirements for three Eaton UPS models, including quantities of VRLA Sealed batteries with specific part numbers for UPS Models #9315-100-160, #9390-100-120, and #9390-40-80.

The key clarifications include: (1) backup batteries are not needed simultaneously, as the B83 UPSs are in parallel, (2) the original Statement of Work was revised to require service reports for each battery upon completion, and (3) bidders must be an Eaton Qualified Provider due to the specialized nature of the older UPS units. The solicitation emphasizes that while the batteries themselves are not special, technical knowledge of working with Eaton units is critical for this maintenance contract.

Question 1: "our engineering team would like to know the amp hours, and if any back up was needed?

The batteries need to be equivalent or better than the below. Backup not needed, as each UPS must be done independently not at the same time; the B83 UPSs are in parallel.

• Qty 2 – Eaton Battery Part # PWHR12540W4FR, VRLA Sealed, 80 jars for UPS Model #9315-100-160.

• Qty 1 - Eaton Battery Part #PWHR12120W3FR, VRLA Sealed, 40 jars for UPS Model #9390-100-120.

• Qty 1 - Eaton Battery Part #PWHR12200W4FR, VRLA Sealed, 40 jars for Model #9390-40- 80.

Question 2: “Contractor shall provide service maintenance reports to the USNO Technical Point of Contact (POC) listed below. This report shall include progress made for each preventive maintenance visit." Are we required to maintenance the batteries?"

This was an error on the SOW. SOW revised to state “Upon completion, Contractor shall provide service reports for each battery to the USNO Technical Point of Contact (POC) listed below.”

Question 3: Does a bidder need to be an Eaton qualified provider, as in we need something from Eaton letterhead stating we an approved source of repair, or can anyone go ahead and bid on this?

It needs to be an Eaton Qualified Provider, as these units are older units and specialized. The batteries aren’t special, but the knowledge of working with the Eaton unit is.
