About this file
This file contains Questions and Answers related to a Navy solicitation (N0018925Q0251) for Video Teleconferencing (VTC) Supplies, Installation, and Maintenance Services for Commander Destroyer Squadron Two (COMDESRON 2) in Norfolk, VA. The procurement involves replacing existing audiovisual equipment with new components, including 86-inch front wall displays, side wall displays (75-inch or 65-inch options), a new lectern with integrated equipment rack, SIPR VTC codec with BYOD capabilities, laptop connection points, and a 4-zone world clock. The contract will be a firm-fixed-price arrangement with a base year and four optional maintenance periods, requiring TAA-compliant equipment and base access for installation technicians.
Key technical specifications include no Bluetooth or wireless capabilities, a front-of-room camera, audio pickup across the entire room, and maintenance services consisting of one preventive maintenance visit per year with 48-hour response time for corrective maintenance. The solicitation requires a mandatory site visit on 14 May 2025, with a three-person vendor limit, and quotes are to be submitted with detailed pricing, parts lists, and lead times. The government will evaluate quotes based on price, with the potential to consider past performance if low-price quotes do not represent best value, under NAICS code 334310 with a small business size standard of 750 employees.

Quote pricing will include any costs needed complete the work as outlined in the PWS, including any associated costs with accessing the site. Contractor must be able to gain base access.
1. Replacing displays. We feel that the front two (2) displays that have been requested (86-inch) will be to large. Would like to use the 75-inch for the front wall.
The command only has one (1) display on the side wall. Are they requiring one (1) for each side? Would recommend using 65-inch for the side displays as the room is narrow.
A: We are requesting 86in Displays for the front. For the sides the option for 75in displays or 65in displays are both acceptable.
1. Requesting AI motion camera. With the size of the room, a typical PTZ camera will capture everyone within the room. Will that be okay?
A: We do not require an AI camera.
1. It was stated the customer is wanting three (3) years with one (1) base year and two (2) optional years. It was also stated that the command wants 48 hours onsite response time and one (1) PM visit per year. Is this what needs to be quoted. This on-site is different to the 2-business day request.
A: Yes it’s what needs to be quoted.
1. VTC: Since NMCI has discontinued the use of NIPR VTC, is it expected to have NIPR Teams as part of this project? Since the command has old Cisco SX80 for SIPR VTC, I am assuming that we are responsible to replace with a new SIPR VTC Codec. Correct?
A: No NIPR teams is not desired. And yes looking to replace the SIPR CODEC

A: Currently there is no desire for SIPR Teams
1. Rack: Is it expect to remove the rack permanently and replace with a new lectern that has rack rails built in for the component storage? Is this what we need to add in?
A: Yes we would like a Lectern (Podium) with built in rails for the new components and removal of the old rack.
1. Will the addition of a 4-zone clock be added to the room and will this be included in the PWS?
A: Looking to have a 4 zone clock added to the room above the 75in Monitors
1. The customer needs two (2) laptop connections within the room; one would be at the conference room table and the other at the lectern position. Is this correct?
A: Yes this is correct.
1. A question that needs to be decided prior to award due to the costing of labor. Will the AV contractor need to have cleared technicians onsite for the work?
The reason for this is if a technician needs to go back out to their vehicle, the other tech and escort all do not have to leave the room. Work can continue.

1. Is the request now to replace the existing 3 monitors and ADD a forth?
A: Yes
1. In reference to 1 or 2 codecs, although VTC is less utilized on NIPR, it still is active. Do you still want the solution to include 2 codecs or just 1 for SIPR with the ability to BYOD for NIPR/SIPR teams? i.e. 1 codec for NIPR with BYOD capability for Teams AND 1 Codec for SIPR for BYOD capability Teams?
A: 1 Codec for SIPR and the ability to BYOD for NIPR SIPR teams
1. Ethernet connectivity will need to be ran for the BYODs, who will run those drops?
A: Drops are already in the room we just need to work with NMCI to ensure they are active.
1. For a BYOD device in the podium as well as the table, although there are 3 holes on the table, do you want 3 drops there or just one on either end of the table?
A: In addition to the one at the podium, just add one at the head of the table.
31. Per the Statement of Work, vendors are to “Replace existing displays with 86-inch wall mounted displays and 75-inch displays”. The government would like the new solution to have an additional display mounted on the right wall of the space.
1. Can the government confirm the quantity and desired display sizes for each new display in the space?
2x 86in in front and for the sides, the option for 1x 75in display or 1x 65in display on each side are both acceptable.

A: No need to replace classification signs.
38. Please clearly specify if we should try to 1) utilize any of the existing components or 2) provide a completely new solution.
A: Provide a completely new solution Written request states to “replace existing displays with 86” and 75” displays”. What is the quantities desired for each (display sizes and quantities)? To comprehend presentation materials (i.e., Power Point), we recommend:
