About this file

This is a Questions and Answers (Q&A) document for RFP N0018925Q0055 Amendment 0007 regarding the procurement of an Eaton Model 93PM Uninterruptible Power Supply (UPS) system and two transformers for the Information Warfare Training Command, issued by the Department of the Navy Naval Supply Systems Command.

The Q&A clarifies key technical requirements including: the transformers must be 3-Phase, 30 KVA (not 300kva) with 480V primary and 208Y/120V secondary voltage; the UPS does not require a neutral input; existing batteries must be reused; the existing maintenance bypass will be used; and no site visit will be conducted. Installation logistics were addressed - requiring two weeks notice for power outages, and confirming 85-inch doorways and loading dock access. The procurement requires vendors to be Manufacturer Authorized Partners with current Eaton certification. Pricing must be submitted as a single CLIN with detailed Excel breakdown of individual components, and contractors must acknowledge all amendments in their proposal.

UPS Transformer Q&A

RFP N0018925Q0055

Amendment 0007

CUI//PRVCY

1. Question: Is it possible to schedule a site visit prior to bidding this work?

Answer: No site visit will be conducted.

2. Question: Are any drawings available? Specifically:

a. Drawings showing the UPS room and layout of batteries, UPS, and transformer.

b. Drawings showing building with rigging path to/from the loading dock (assuming there is a loading dock available).

Answer: Provided in separate attachment titled “B420 Rigging Path”. Drawings showing the UPS room and layout of batteries, UPS and transformer are not available.

3. Question: Are we able to provide new batteries in lieu of re-using the existing batteries?

Answer: No.

4. Question: We'd like to request a site visit (approximately 1-hour) for this Friday, 12/13 in the morning to be conducted by our project manager, John DeDomenico, and our electrical installer from A&M Electric.

Answer: No site visit will be conducted.

5. Question: What are the nominal string voltages of the existing battery cabinets (as the 93PM requires 480VDC)?

Answer: 480 VDC

6. Question: Is the existing 9315 battery breaker a 24VDC shunt trip as that was normally used in that series of battery cabinets? (93PM needs a 48VDC shunt trip and aux contacts on the battery breakers.)

Answer: 48 VDC. Each of the three battery cabinets are labeled as 48 VDC.

7. Question: Are you able to provide photos of the DC disconnect?

Answer: No

8. Question: Please provide the manufacturer name of the battery disconnect presently installed.

ABB or Cutler Hammer? (Requesting because if ABB breakers, the breaker mounting pattern is different and might preclude effective reuse of the 9315 battery cabinet).

Answer: Cutler Hammer

9. Question: Just reading over solicitation N0018925Q0055 for the replacement of the Eaton UPS at the IWTC. I see there is a brand name justification, does this mean that only Eaton Corporation is allowed to quote for this?

Answer: Per the Brand Name Justification and Combined Synopsis/Solicitation section 52.212- 1 Addendum, vendor shall certify that it is a Manufacturer Authorized Partner and provide a current authorized reseller certification of Eaton products.

10. Question: The UPS Output requirement is for 3W +N. The 300KW 93PM UPS does not have an output neutral so if this is neutral is needed a transformer will be required?

Answer: Yes, as per the statement of work, a transformer is required.

11. Question: Are the two 480V primary, 208Y/120 secondary transformers fed directly from the UPS or will they be fed from a panel that is fed by the UPS?

Answer: The secondary transformers are fed directly from the UPS. (see attached drawing).

12. Question: The existing system has REPO's in the UPS Room and an RMP 450 feet from the UPS.

The SOW does not call for either a new REPO or RMP. Can you confirm that these should/should not be included in the proposal?

Answer: Remote Emergency Power Off- If the new unit does have this feature as the standard, then it is not needed. Uninterruptible Power Supply Remote Monitoring Panel- If the current unit does not have this feature, then it is not needed.

13. Question: Within the RFQ, can we get clarification on the transformer - 300kva vs. 30kva?

Answer: Transformers (2 ea):

• 3-Phase, 30 KVA, 480 Primary Volts, 3-wire single feed

• 280Y/120 Secondary Volts

• 150C with 220C insulation system temp rise

• Aluminum Winding Material

• 60Hz

14. Question: Temp power supply is not listed within SOW. What is the preference of the government for the contractor to handle this?

Answer: If referencing the temp power supply when connecting the unit to the system, an outage will need to be scheduled with the command as not to interrupt the training schedule.

15. Question: The attached drawing shows a dual input system. Is there an existing maint bypass, or are we providing a new one?

Answer: Existing maintenance bypass. IAW the PWS, a new one is not required.

16. Question: If transformers are being used on the output the unit does not need a neutral. I believe that they meant 3W + Grd for the voltage configuration.

Answer: The unit does not need a neutral. There is no neutral input, it goes through a transformer.

17. Question: Having a transformer feeding a transformer as indicated in the drawing is not recommended. There should be a small distribution panel after the UPS that would feed each one of the transformers.

Answer: The disconnect is between transformers.

18. Question: Will this be provided by INFORMATION WARFARE TRAINING COMMAND - Arc Flash and Short Circuit Coordination Study updates or should this be included in the contractors scope of work?

If this has been completed can this be furnished/provide copies of the existing studies for them to be reviewed?

Answer: If this is required, it needs to be part of contractor’s quote. The government cannot provide copies of existing studies.

19. Question: Please confirm if the “Eaton Power Panel” is new or existing. Identified in 2.10b+B420+UPS.pdf If existing what is the date of manufacture?

Answer: Existing, date of manufacture is September 7, 2005.

20. Question: What are the requirements/process/policy for power outages and schedules outages?

Answer: Two (2) weeks advance notice is required to the Facilities Manager and/or Facilities Department. This notice must include date, time, and approximate length of outage. In order to secure power, contractor must work with government entities to be provided to awarded contractor.

21. Question: Can the Government provide a drawing?

Answer: At this time, the Government cannot provide any drawings.

22. Question: Do the controls monitor or monitor and operate the UPS?

Answer: The UPS controls the ATS. There are no outside controls that operate the UPS due to Government policy.

23. Question: How does the installation supplies get in and out of the building?

Answer: 85 inch top to bottom doors, and a loading dock and a large hallway.

24. Question: Is there an SF1449 that quote should be submitted on? This was not originally included in the solicitation or following amendments.

Answer: Per FAR 12.603, a SF1449 is not used for issuing the solicitation.

25. Question: How would you like amendments acknowledged within the proposal?

Answer: A statement included with the quote stating the prospective contractor acknowledges all amendments.

26. Question: Is there a formal pricing schedule to submit one Firm-Fixed Price of the entire job, there don't appear to be a schedule with CLIN structure? - or - per solicitation, you would like all aspects of this proposal (equipment, warranty, and installation) be broken out into an Excel Document and submitted with the pricing proposal?

Answer: This procurement is a one (1) CLIN per lot requirement. However, per the FAR 52.212-1 Addendum within the combined synopsis and solicitation, contractors shall submit the following items:

Completed price list that provides individual pricing for each item as detailed in the solicitation and Statement of Work in Microsoft Excel Format.

• All supplemental information to support the quoted price.

• Unless completed in SAM, RFP Representations, Certifications and Other Statements of Vendors completed by the Vendor.
