About this file

This is a Questions and Answers document (Amendment 0004) for RFP N0018925Q0055 regarding an Uninterruptible Power Supply (UPS) transformer procurement for the Department of the Navy.

The Q&A clarifies several technical specifications and requirements: the UPS output requirement is 3W+N with a transformer required since the 300KW 93PM UPS lacks output neutral; two 480V primary, 208Y/120 secondary transformers (30 KVA each) will be fed directly from the UPS; the existing battery cabinets operate at 480 VDC with 48 VDC shunt trip; and Cutler Hammer battery disconnects are currently installed. The document confirms that no site visits will be conducted, new batteries cannot be provided in lieu of existing ones, and vendors must be Manufacturer Authorized Partners with current Eaton reseller certification. Regarding installation, any temporary power supply requirements during connection will require scheduling an outage with the command to avoid interrupting training schedules.

UPS Transformer Q&A

RFP N0018925Q0055

Amendment 0004

CUI//PRVCY

1. Question: Is it possible to schedule a site visit prior to bidding this work?

Answer: No site visit will be conducted.

2. Question: Are any drawings available? Specifically:

a. Drawings showing the UPS room and layout of batteries, UPS, and transformer.

b. Drawings showing building with rigging path to/from the loading dock (assuming there is a loading dock available).

Answer: Provided in separate attachment titled “B420 Rigging Path”. Drawings showing the UPS room and layout of batteries, UPS and transformer are not available.

3. Question: Are we able to provide new batteries in lieu of re-using the existing batteries?

Answer: No.

4. Question: We'd like to request a site visit (approximately 1-hour) for this Friday, 12/13 in the morning to be conducted by our project manager, John DeDomenico, and our electrical installer from A&M Electric.

Answer: No site visit will be conducted.

5. Question: What are the nominal string voltages of the existing battery cabinets (as the 93PM requires 480VDC)?

Answer: 480 VDC

6. Question: Is the existing 9315 battery breaker a 24VDC shunt trip as that was normally used in that series of battery cabinets? (93PM needs a 48VDC shunt trip and aux contacts on the battery breakers.)

Answer: 48 VDC. Each of the three battery cabinets are labeled as 48 VDC.

7. Question: Are you able to provide photos of the DC disconnect?

Answer: No

8. Question: Please provide the manufacturer name of the battery disconnect presently installed.

ABB or Cutler Hammer? (Requesting because if ABB breakers, the breaker mounting pattern is different and might preclude effective reuse of the 9315 battery cabinet).

Answer: Cutler Hammer

UPS Transformer Q&A

RFP N0018925Q0055

Amendment 0004

9. Question: Just reading over solicitation N0018925Q0055 for the replacement of the Eaton UPS at the IWTC. I see there is a brand name justification, does this mean that only Eaton Corporation is allowed to quote for this?

Answer: Per the Brand Name Justification and Combined Synopsis/Solicitation section 52.212- 1 Addendum, vendor shall certify that it is a Manufacturer Authorized Partner and provide a current authorized reseller certification of Eaton products.

10. Question: The UPS Output requirement is for 3W +N. The 300KW 93PM UPS does not have an output neutral so if this is neutral is needed a transformer will be required?

Answer: Yes, as per the statement of work, a transformer is required.

11. Question: Are the two 480V primary, 208Y/120 secondary transformers fed directly from the UPS or will they be fed from a panel that is fed by the UPS?

Answer: The secondary transformers are fed directly from the UPS. (see attached drawing).

12. Question: The existing system has REPO's in the UPS Room and an RMP 450 feet from the UPS.

The SOW does not call for either a new REPO or RMP. Can you confirm that these should/should not be included in the proposal?

Answer: Remote Emergency Power Off- If the new unit does have this feature as the standard, then it is not needed. Uninterruptible Power Supply Remote Monitoring Panel- If the current unit does not have this feature, then it is not needed.

13. Question: Within the RFQ, can we get clarification on the transformer - 300kva vs. 30kva?

Answer: Transformers (2 ea):

• 3-Phase, 30 KVA, 480 Primary Volts, 3-wire single feed

• 280Y/120 Secondary Volts

• 150C with 220C insulation system temp rise

• Aluminum Winding Material

• 60Hz

14. Question: Temp power supply is not listed within SOW. What is the preference of the government for the contractor to handle this?

Answer: If referencing the temp power supply when connecting the unit to the system, an outage will need to be scheduled with the command as not to interrupt the training schedule.
