About this file
This is a Brand Name Justification document for the replacement of an Uninterruptible Power Supply (UPS) at Information Warfare Training Command Virginia Beach. The requirement is to replace an existing Eaton 9315 UPS with an Eaton Model 93PM, 300KW, 480V, 3 wire single feed UPS along with two 3-phase, 30KVA transformers, including a three-year maintenance agreement and one-year manufacturer warranty. The UPS supports five secure training networks utilized by the U.S. Navy and Marine Corps, protecting over 2,500 student workstations and secure VTC systems.
The justification cites that only the Eaton Model 93PM is compatible with the existing battery cabinets containing 120 HRL 12390W-FR batteries, which were replaced in FY24 under contract N0018924P0406. Previous market research included a Sources Sought Notice and two delivery order solicitations, with one award going to Waymaker Resource Group (small business) and another to Eaton Corporation. The procurement will be funded with FY25 O&M,N funds through NAVSUP Fleet Logistics Center Norfolk. The requirement cannot be set aside for small business due to non-manufacturer rules, and the contracting point of contact is Jeffrey Sirkin at NAVSUP FLC Norfolk.
